Undertaking) Refer tender Notice 323 MT/14-180MT/13-14 Date : 17, Feb The date of opening of tender is modified as below :- Page No. & Point No. Page No. 3 Point No.3 ii Page No. 8 Point No Page No. 9 Point No. 37 Page No.10 Point No. (1) FOR Corrigendum Tender condition - Tender is withdrawn within the period of its validity of 12 months from the date of opening of tender Tender condition - The Bidder Should provide AMC rates of per KMs basis in following three categories:- (1) Comprehensive maintenance package (Including Mechanical maintenance, AC maintenance and Tyre & Battery maintenance ) (2) Only AC maintenance. (3) Comprehensive maintenance package (Excluding Tyre & Battery) Tender condition - The bidder shall be required to provide three sets of general drawings comprising of elevations sides, front & rear end along with main dimensions, isometric views, exterior & interior details, Seating layouts, environmental friendly colour scheme of their/upsrtc choice etc. along with their Bid. Three complete sets of Compact Disc (CD) loaded with the fabrication drawings along with three sets of hard copies shall be supplied by the Supplier/Contractor to the Purchaser in advance of dispatch of the Buses from the Manufacturer's works. (1). Penalty Due to Breakdown of Buses: Contractor shall ensure such maintenance & upkeep of bus including body, so that there is no breakdown on this account. Still contractor shall make necessary arrangements such as online staff, Breakdown van etc so that in event of breakdown on road due to mechanical & body failures (due to poor upkeep resulting in failure) etc, are attended in READ Purchase order will be issued within 120 days from opening of the tender. If in any case UPSRTC withdraws the tender, the EMD shall be returned by to tenderer. In the tender the single bid variable shall be :- Composite cost of fully built AC bus as per prescribed specifications inclusive of comprehensive AMC cost for 4 years of complete AC unit and its components The bidder has to provide Coach builder drawings along with the bid. Drawing to scales comprising of elevations sides, front & rear ends along with main dimensions isometric views, exterior and interior details, seating layout will be provided during proto supply of service Manuals and Spare Parts Catalogue in the form of CDs in place of books. (1). Penalty Due to Breakdown of Buses: Contractor shall ensure such maintenance & upkeep of bus including body, so that there is no breakdown on this account. Still contractor shall make necessary arrangements such as online staff, Breakdown van etc so that in event of breakdown on road due to mechanical & body failures (due to poor upkeep resulting in failure) etc, are attended in shortest possible time period. In case of such

In case of such breakdowns, penalty through recovery shall be imposed on contractor to the extent of curtailment of schedule kilometer at the rate(paid to the contractor) corresponding to category of bus, year slab. There shall be no penalty in accidents due to fault of driver, relaxation of such Number of buses shall be adjusted for calculating 98% or 97% fleet availability. Similarly If the curtailed Km. is due to Tyre Puncture then there will be no penalty, in case the AMC contract is without tyre maintenance. Zero tolerance for maintenance lapse: Contractor shall not deviate from schedule maintenances as per recommendation of vehicle manufacturer. Any delinquency on the part of contractor shall not tolerated. Repeated laxity on the part of contractor may lead to termination of contract after due notice. Contractor will be responsible for cleaning & washing of linen, curtains, spraying of room freshener and mosquito repellent. other T & P, special tools, machines, IT system required for inventory & workshop management, store bins, furniture for its own personnel, lighting fixtures & consumables, security of area under usage of contractor, shall be set up by contractor at its own expenses. Fitness and related necessary body work & mechanical work will be sole responsibility of contractor for annual Fitness Certificate renewal (RTO passing). Any Kilometer required for testing of buses for any purpose will be verified by supervisor deputed by contractee. Fitness and related necessary body work & mechanical work will be sole responsibility of contractor for annual Fitness Certificate renewal (RTO passing). How ever fitness fee etc. shall be borne by UPSRTC. Any Kilometer required for testing of buses for any purpose will be verified by supervisor deputed by contractee & contractor as per mutual understanding. The bidders should quote their rates inclusive of all the taxes in addition to the basic rates. & proof of all statutory payment has to be submitted by the bidders.

Suitable assemblies be provided for 24 Volts system. The Alternator shall be dynamically balanced with built-in regulator of minimum 80 Amps and be provided with suitable mounting. The starter Motor Shall be axial type flange mounted with minimum rating of 4.50 KW. Both these units shall be so located as to prevent ingress of oil or rainwater into them. Self starter & Alternator shall be of reputed make only. (1) 24 V system with suitable Ah capacity Batteries of reputed make. (2) Heavy duty wiper motor with 120 Amps with suitable length of Aesthetically designed wiper Arms. (3) 4 Head lights, 2 Fog lamps, roof top indicators, Rear Tail Lamps consisting of parking reverse indicators and brake lamps internal ceiling lamps 6 Nos, Provision for Mobile chargers for individual seat row should be provided. Power inverter of 1Kw (1000 w) shall be provided. Battery cut-off switch should be provided near the driver seat. 7 wheels with tyre assembly (Including spare wheel carrier provision with clamping arrangements) Nylon/Radial x 20 with tube Capacity 265 litres to 350 litres and shall conform to the specification of SAE 703. Air conditioning Cooling function, for about minimum 12 hrs. daily for 52 passengers with min. 10% fresh air with automatic temperature control. Air conditioning system with Dry, Single plate, Hydraulically controlled, air assisted with a minimum diameter of 380 mm How ever if any bidder wants to provide 352mm diameter clutch plate he has to provide a certificate that there will be no problem in smooth operation of bus. Only then the diameter can be changed. Hydraulic shock absorbers should be equal to numbers of balloon in rear & front. 24 volt DC. Suitable assemblies be provided for 24 Volts system. No tyres should be more than 3 month old at the time of supply. Capacity 250 litres to 350 litres and shall conform to the specification of SAE 703. The electro mechanical control i.e, Cab Command should be easily accessible on dashboard to set the temperature. The Unit shall be designed to operate in hot and dusty environments besides suitable for the bus having minimum 52 passengers. The cooling capacity of A.C. In case the tender is accepted the tenderer will have to submit a security of 5% of ordered value in the shape of Bank Guarantee on the prescribed format as annexure-e Passenger Seats: 2X3 with seats as (per bus code) HRR seats (min 50 seats + 2 (Driver+ Conductor) with dual toned upholstery. It is mandatory for bidders to offer rates for fully built bus body along with complete AMC as detailed under. Bidder can offer tender without AMC additionally. Contractor shall offer single window, complete workshop solution for operation of Fully Built A.C. Diesel BS-III Buses with ordinary seating module under one roof in respective locations. The contractor shall be required to submit their comprehensive AMC offer for life cycle as prescribed on footplate bus system inclusive of consumables, spare parts, replacement of assemblies/sub-assemblies, systems, A.C. plant & accessories etc. taking into account preventive/docking maintenance, normal wear & tear, major repairs/over-hauling and break downs as well as accidental repairs (mechanical & body), broken lights and routine body repairs etc. inclusive of labour cost to ensure 98% availability during warranty period and 97% availability after warranty period till AMC. The contractor shall be responsible for carrying out repairs and servicing etc. for complete buses (including supply of consumables, replacement & fitment of spare parts/body parts/aggregates/assemblies/subassemblies/ac ) till specified life cycle. (As per 30.4) (Except Tyre set & Battery ) In order to comply with the service level arrangement (SLA) 90% payment shall be done in 45 days and the rest 10% shall be paid after the contract period (4 years) and has to submit a security of 10% of ordered value in the shape of Bank Guarantee on the prescribed format as annexure-e In case other companies (apart from TML & Ashok Leyland) also participate in the tender than to ensure proper maintenance and availability of spares rates of such company shall be considered only with Composite cost of fully built AC bus as per prescribed specifications inclusive of comprehensive AMC cost for 4 years of complete AC unit and its components and the full payment will be given in 48 equal monthly installments. Conforming to AIS 052 specification and CMVR and UPMVR, the bidders shall quote the rate of 55 seaters fully built AC buses in 2x3 configuration + Driver seat It is mandatory for bidders to offer rates for fully built bus body along with complete AMC as detailed under. The contractor shall be required to submit their comprehensive AMC offer four years inclusive of consumables, spare parts, replacement of assemblies/sub-assemblies, systems, A.C. plant & accessories etc. taking into account preventive/docking maintenance, normal wear & tear, major repairs/over-hauling and break downs as well as accidental repairs (mechanical & body), broken lights and routine body repairs etc. inclusive of labour cost to ensure 98% availability during warranty period and 97% availability after warranty period till AMC. 6 -6- Page No Page No Page No Page No Page No The Contractor shall be required to offset their obligations, under Warranty/Performance Guarantee terms in their AMC offer in the form of' Rates in Rupees per km. basis. These buses are expected to be operated in one or more shifts basis daily. A typical shift is of 8 hours. The Bidder Should provide AMC rates of per KMs basis in following three categories:- (1) Comprehensive maintenance package (Including Mechanical maintenance, AC maintenance and Tyre & Battery maintenance ) (2) Only AC maintenance. (3) Comprehensive maintenance package (Excluding Tyre & Battery) The fully built bus shall be covered under warranty for 3 years and mileage slab for this year, whichever is later, from the date put into operation after registration. Minimum reasonable & justifiable rates (Rupees) on per km. basis shall be quoted for the following phases of life span of the bus for Comprehensive Annual Maintenance Contract inclusive of spares & labour: Fully built Ordinary AC Bus - 04 years. After every month, the Contractor will submit the bill and the Purchaser will arrange to make payment within 30 days of receipt of bill subject to any recovery towards penalty as per Clause 30.3 and 30.4 above or any other charges Coverable, as per Terms and Conditions of the Contract. But contractee would have no role in mediating in any warranty settlement period or issues with vehicle manufacturer. Prior to entering into Job Contract with UPSRTC for Repair & Maintenance work, the contractor shall pay Security Deposit every year up to the end of contract ie. in the form of Bank Guarantee in prescribe format to UPSRTC(OR CONTRACTEE) on the basis of 5% of the total Kms operated by depot in a year based on the rates per km. offered by the contractor. The above Bank Guarantee will be from the date of beginning of contract and any claim/recovery remaining unsettled after expiry of the MoU/contract shall be deducted from the Bank Guarantee of the contractor. Decision of the Managing Director in this regard shall remain final & binding to the contractor. No interest on Bank Guarantee will be paid by UPSRTC(OR CONTRACTEE). All payments relating to the Repair & Maintenance Work shall be made by UPSRTC(OR CONTRACTEE) to contractor for which contractor shall submit bills every month for the kms. operated during this period. UPSRTC(OR CONTRACTEE) will make payment on ad-hoc basis to the contractor up to 10th of the following month. The Contract Period of the Tender shall be initially for 04 years and will be extendable by 03 years till end of AMC period. However extension period may vary as per requirement, policy of contractee and also subject to satisfactory performance/results of the working contractor.
