CROW Dutch platform to share knowledge for Rijkswaterstaat (Highway authority) Provinces Municipalities Contractors Consultancies Facilitates various working groups Organizes various round robin tests On non-profit base 5

Round robin tests High Speed Road Profilers (HSRP) Falling Weight Deflectometers (FWD) Skid Resistance measurements (Dutch method) Noise measurements (CPX and SPB) 6

Round robin test High Speed Road Profilers

Judgement longitudinal evenness in the Netherlands New laid asphalt is being judged by a viagraph profile, which can be extracted from a HSRP-profile Monitoring longitudinal evenness of the road is based on IRI-values 8

Round robin test for High Speed Road Profilers Yearly event (12 measurement vehicles in 2017) Certificates for combination of a HSRP-device on a vehicle mounted on a specific position A distinction is made on the certificates into: Deviation Area viagraph International Roughness Index (IRI) 9

Admission test for new devices Static research Correctness Laser Correctness Accelerometer Dynamic research Correctness on known longitudinal profile Repeatability on dense asphalt Repeatablility on porous asphalt Influence on measuring speed 10

Round robin test all HSRP devices 10 repeated runs on 2 sections of each 1000 meter 1000 meter on dense and 1000 meter on porous asphalt Section needs variation in evenness Prescribed transversal position in sections for HSRP-devices Separate sections for HSRP-devices positioned in left and right wheeltrack 11

Reference group Reference group contents in principal all HSRPsystems Reference value is mean value of reference group Determine for each system the mean ratio of difference between value and reference value When this ratio is outside a predescribed range, the HSRP-system takes no longer part of the reference group 12

Focus and judgement Round robin test Correctness (based on allowed differences with reference group) Precision (based on requirements for the repeatability) Both parameters should meet the requirements on dense and porous asphalt, in order to receive a certificate 13

Round robin test Falling Weight Deflectometers (FWD)

Main use of FWD in the Netherlands Project level structural evaluation by FWD (since +/- 1984), involving backcalculation of stiffness moduli residual life assessment of structural maintenance need Pavement Evaluation Guidelines since yearly comparison of FWD equipment since 1999 (CROW) 15

Falling Weight Deflectometer calibration guide Protocol developed by CROW in 1998 based on SHRP-protocol and COST336 / Updated in 2011 Eleven protocols for: Verification of equipment Short and long term repeatability Calibration of sensors and load cell Correlation trial (round robin test) 16

Set up round robin test 3 test stations for repeatability and 40 test stations for reproducibility FWD s with comparable load pulse durations In 2017 there were 14 FWD s participating from 6 different countries 17

Reference group Reference group contents FWD s which meets the repeatability and were also certified in 2015 Reference deflection bowls is mean value of reference group Determine per deflection sensor the correlation factor The FWD correlation factor is the mean of the deflection sensor correlation factors over the set of deflection sensors for each FWD 18

Focus and judgement Round robin test Determination of repeatability each FWD (precision) Computation of the FWD correlation factor (correctness) Accuracy and precision of temperature recordings Certificate if repeatability meet the requirements and the correlation factor lies between 0,8 1,2 19

Round robin test Skid Resistance measurements (Dutch method) Wet and dry method

Measuring method 86% retarded wheel (wet method) Measuring trailer PIARC-tyre 86% retarded Measurement in longitudinal direction Measuring speed 50 or 70 km/h Wet conditions (0,5mm water) 21

Measuring method 100% blocked wheel (dry method) Measuring trailer PIARC-tyre 100% blocked Measurement in longitudinal direction Measuring speed 70 km/h Dry conditions Wheel blocked over 25 meter, then wheel is released 22

Round robin test for skid resistance measurements (Wet and Dry measurements) Yearly event (4 measurement vehicles in 2018) Static research (once every year) The mechanical behavior for the skid resistance trailer is assessed with the aid of a calibration platform Check and, if necessary, adjust essential parts of the skid resistance trailer Static research is valid for dry and wet measurements (= same measurements device with different settings) 23

Round robin test for skid resistance measurements (Dynamic research for Wet measurements) Dynamic research (5 times per year) 2 sections of 500 meter (dense and porous asphalt) Combination of skid resistance trailer and specific PIARC-tyre is judged 2 or 3 tyres/ skid resistance trailer are tested 4 or 5 repeated runs with 2 sections, with a minimum of 5 min between two measurements the order in which the various systems perform the measurements is strictly prescribed 24

Focus and judgement Round robin test (Wet measurements) Correctness (based on allowed differences with reference group) Precision (based on requirements for the repeatability) Approval for the use of the measuring system can be given separate for dense and for open asphalt. 25

Round robin test for skid resistance measurements (Dynamic research for Dry measurements) Dynamic research (Yearly event) Only on porous asphalt Need 2 levels of dry skid resistance One section with difference in dry skid resistance between right wheeltrack and between the tracks, or two different sections 26

Dynamic research for Dry measurements Measurement scheme Section length 1400 meter (4 systems) 2 tyres / measurement system 27

Focus and judgement Round robin test (Dry measurements) Correctness (based on allowed differences with reference group) Precision (based on requirements for the repeatability) If the correctness and precision for both tyres of a system meet the requirements, the measurement system receives a certificate 28

Round robin test Noise measurements (CPX and SPB)

Main use of CPX and SPB in the Netherlands SPB used for certifying noise characteristics of asphalt top layers (type test). SPB level is result of regression analysis Lspb = a + b*log(v) Noise reduction (level difference) is defined towards AC-surf (ref. surface). Noise reduction values are used in traffic noise calculation model. CPX used for - Homogeneity test - CPX label - Product validation (COP) 30

Protocols SPB / CPX SPB-protocol based on ISO-standard Focus first on comparison of measurement apparatus. Measurement on passenger cars only. The allowed difference of the mean value of L SPB is raised from 0,3 db to 0,5 db. Focus in protocol changes towards operator influence. CPX-protocol based on ISO/DIS from 2012, but will be updated for ISO from In the next round robin test the rubber hardness (tyre) will be taken into account. 31

Set up round robin test SPB test section SMA-NL 11B from 2013 Maximum speed of 100 km/h Homogeneous section => tested with CPX CPX test sections (2) SMA-NL 11B from 2013 / max. speed 100 km/h / 2 x 600 m Two Layer PA from 2014 / max. speed 80 km/h / 900 m Homogeneous sections => tested with CPX before round robin test Reference groups for SPB and CPX formed by participants who meet the minimum requirements 32

Focus and judgement Round robin test SPB System complies for correctness if the SPB-level differs no more than 0,5 db(a) from the average of the reference group. CPX System complies for correctness if the average value differs no more than 1,0 db(a) from the average of the reference group. System complies for precision if the repeatability is less than 0,5 db(a) 33

Round robin tests in NL Round robin tests are accepted in the Netherlands as quality improvement of our pavement measurements The results are accepted by alle parties. So the certificates have value. 34

Round robin tests in NL Contact us if you want to compete in this round robin tests Manuals for round robin tests also available on website CROW. (FWD, CPX and SPB in English). 35
