4 From CMD's Desk I am happy to present the Annual Report of NRDC for the year The report gives an overview of the efforts and accomplishments of NRDC during the year. This financial year has been a year of many remarkable transitions at NRDC. I am happy to report that despite various internal and external challenges, NRDC performed exceedingly well during the Financial Year The Company has achieved the ever highest turnover of ` lakhs compared to ` lakhs of last year which is a triple digit growth of %. The company has also recorded ever highest income of ` lakhs from Consultancy Services, which is about 654% growth compared to last year s income from Consultancy of `50.85 lakhs. The Company earned the highest ever revenue of ` lakhs from technology licence fee and royalty as compared to ` lakhs last year recording a growth of 68.29% over the last year. Inspite of phenomenal growth in the revenue streams compared to last year NRDC only earned profit after tax of `5.21 lakhs compared to last year of ` lakhs. The reduced profit this year is mainly due to increased expenditure on different project heads and reduced exceptional income. The company has been making profits for the last two years after sustaining losses for the preceding four fiscals. Thus, NRDC has entered into a phase of turnaround. NRDC continued to lay emphasis on broadening and strengthening the technology resource base by nurturing longterm relationships with R&D institutions as well as universities, technical organizations, industries and signed 13 new MoAs and acquired 47 technologies developed by them for licensing. NRDC also signed 21 licence agreements during the year which is a major contribution to Start-up India Programme. NRDC will be paying royalty of ` lakhs to its partner R&D Institutions/Labs/Universities for the year NRDC in its efforts for transfer of technologies on turnkey basis to the developing countries, mainly in Africa, is implementing a Pilot Research Project on high yielding Tomato Production in Ghana in collaboration with CSIR- Ghana and financial support from Ministry of External Affairs, Government of India. NRDC in its pursuit to protection of inventions and technologies developed by scientists, researchers and individual inventors has provided financial and technical assistance for filing of 25 patent applications, received from various universities, R&D institutes and individual inventors, etc. In view the emerging innovation eco-system and a greater role to be played by NRDC to promote innovation, the Government decided to revive NRDC. NRDC is making a revival plan to build NRDC 2.0, which would be vibrant, sustainable, a one-stop shop for innovative technologies in the country and would aim to transfer atleast one technology a day to start-ups, which will become part of Start-up India and Make in India. Finally, I wish to acknowledge the support and cooperation of Team NRDC, Board of Directors, Secretary, DSIR and all the officials of DSIR. I also acknowledge our various stakeholders particularly R&D institutions under CSIR, ICAR, ICMR, DRDO, IITs/Universities, Central Silk and Coir Board and PSUs for their cooperation and trust reposed on NRDC which had been helpful in our endeavours. It can be seen from the performance of the last two years of your company that the turnaround has been set in after sustained losses for the preceding four years. It has become necessary to protect our intellectual property in this competitive world. The EDP programmes was designed for two months and completed it starting from 20 February, 2016 to 20 th April, vi) EDP on Technological up-gradation of traditional handicraft artisans in rural areas of Awadh region of UP implemented in association with Social Economic and Versatile Welfare Association (SEVWA), Lucknow EDP was conducted at Awadh region in three villages of Dist. Faizabad, UP and about 62 candidates were benefited during this programme. The EDP programme was designed for 10 days and completed during period from 5 th March, 2016 to 31 st March, vii) EDP on Value addition of Apricot oil and by-products in remote Uttarakhand Hills (Gairsain, Dist: Chamoli, Uttarakhand) in association with Science Technology and Development Initiative (STAD), New Delhi. EDP was conducted at Gairsain, Dist. Chamoli, Uttarakhand which is remote place in Uttarakhand and about 25 candidates were benefited during this programme. The MoMSME-NRDC IPFC was able to acquire 16 new technical know-hows for commercialization from various R&D institutions and concluded 9 licence agreements with lumpsum premium earnings of ` 8 lakhs. Some notable technologies licensed are Soil Moisture Indicator, Nata-de-Coco Production, Nemahari (A plant based formulation for management of mulberry root rot disease) and Ready to Eat Honey Paan Beeda. The IP Facilitation Centre has processed 13 patent applications out of which five patent applications were processed on consultancy basis earning total revenue of ` 9.78 lakhs. The Centre has also facilitated and guided over 15 innovators from industry, academia, R&D, etc. for patent searching, patent analysing, filing protection, etc. of their intellectual properties during the financial year FUTURE OUTLOOK The Corporation over the years of its existence has been recognized as the prime agency for transfer of technologies from laboratory to industry and it is a torch bearer of government policies. The Corporation has been making inroads into the flag ship programme of the union government like start-up-india, Stand Up India, Make in India, Skill India, Digital India etc. Department of Industrial Policy and Promotion (DIPP) has made the Corporation as a part of the Inter Ministerial Board of Start-up India for screening of applications received under Start-up India Mission for assessing inventiveness of the technologies being commercialized by the Start ups. The Corporation has also been recognized as a Government agency by DIPP for issuing letter of recommendation to Start-up which is one of mandatory document for recognition as start-ups. Controller General of Patents, Designs and Trade Marks (CGPDTM) has recommended the Corporation as Government facilitate for its scheme for facilitating start ups Intellectual Property Protection (SIPP). The Corporation is putting all its best efforts to partner with Department of Commerce, Department of Heavy Industries, Department of Science & Technology, Department of Higher Education, MoMSME, Ministry of External Affairs, UNIDO etc. Regarding technology sourcing the Corporation has started entering into MOU with CSIR institution and some of them has already signed the MOU. Department of Science & Technology designated NRDC as focal point for establishing Technology Transfer Facilitation Centre in Sri Lanka under BIMSTEC collaboration The Corporation shall strengthen the revenue generation from existing sources, employ data base of royalty monitoring system etc. All these efforts are expected, NRDC be integrated with the government flagship programmes for implementation and would generate more projects and revenues to NRDC in the future. The Corporation also made its corporate plan. According to the corporate plan the Corporation is expected to achieve a turnover of ` 100 crores by HUMAN RESOURCE The real asset of any company is its human resource. The total manpower of the Corporation as on 31 st March 2016 is 82, viz., (Group A-31, Group B-21, Group C-19, Group D-5, and Group D (contractual engagements)-6. The employee-management relationship was cordial throughout the year. 6.1 Human Resource Development The Human Resource initiatives of the Corporation during the year were aligned to the overall business strategy of the organization as well as the career aspirations of staff members. Learning and development of the workforce was a priority during the year and the focus was around leadership development for achieving better productivity and building a sales-driven environment having involvement of the staff members in the execution of the organizational strategy. There is a cordial atmosphere between the male and female employees of the Corporation. 7.0 PERFORMANCE EVALUATION OF THE BOARD NRDC is a Public Sector Enterprise (Government Company) and the appointment of Directors both Executive and Non-Executive are made by the Government of India. Therefore, the company has not laid down any criteria for performance evaluation of the independent Director and the Board. 8.0 RIGHT TO INFORMATION Under the provisions of section 4 of the Right to Information Act, 2005, every public authority is required to display necessary information to citizens to secure access to information under the control of public authority in order to promote transparency and accountability in its working and functioning.
