3 ANNUAL REPORT FOR THE YEAR The Rjght Smdhi Committee, creted by n Act of Prliment, clled the Rjght Smdhi Act, 1951 nd Rjght Smdhi (Amendment) Act, 1958, is n utonomous body entrusted with the following responsibilities: 1. to dminister the ffirs of the Smdhi nd to keep the Smdhi in proper order nd in stte of good repir; 2. to orgnise nd regulte periodicl functions t the Smdhi; 3. to do such other things s my be incidentl or conducive to the efficient dministrtion of the ffirs of the Smdhi. Composition of the Committee According to the bove Act, the composition of the Committee is s follows: Myor, Delhi Municipl Corportion (ex-officio); three officils nominted by the Government; four non-officils; nd three Members of Prliment, two from the Lok Sbh ppointed by the Speker nd one from the Rjy Sbh ppointed by the Chirmn nd notified by the Ministry of Urbn Development, Government of Indi. In ddition to the bove s members, the Government hs ppointed the Minister of Urbn Development s Chirmn of the Rjght Smdhi Committee s per Cluse 4(2) of the Act,

Repir nd Mintennce The repir nd mintennce of the grden nd prks, electricl instlltions nd pumps nd other structures were, s usul, entrusted to CPWD nmely Horticulture, Electricl nd Civil Engineering Divisions. Meetings were held with the officils of CPWD periodiclly to discuss work-projects nd sort out problems relting to mintennce nd upkeep of the Smdhi. The expenditure incurred by the CPWD on the upkeep nd mintennce of the Smdhi is reimbursed out of the grnt received from the Government of Indi. Functions As in previous yers, specil functions were held on 2nd October nd 30th Jnury to observe the birth nd deth nniversries of the fther of the Ntion Mhtm Gndhi. On these two occsions ll-religion pryer, photo exhibitions, sle of Gndhin literture nd mss spinning progrmmes were held. Both these functions were ttended by Hon'ble President of Indi, Vice-President, Prime Minister, Speker of the Lok Sbh, former Prime Ministers, Leder of the Opposition, Union Ministers, Lt. On his wy to the Red Fort on the 15th August, 2014 Shri Nrendr Modi, the Prime Minister, visited the Smdhi nd pid florl tribute to the Fther of the Ntion Mhtm Gndhi, on the occsion of Independence Dy. Aprt from these Annul functions, ll-religion pryer nd spinning progrmmes continued to be held regulrly every Fridy evening throughout the yer. The Rjght Smdhi Committee, for the first time in its history, orgnized two dy Interntionl Seminr on Clen nd Cpble Indi of Gndhi s Drem t New Delhi on Mrch,2015. This Seminr ws inugurted by Hon ble President of Indi nd ws ttended by Hon ble Minister of Urbn Development, Gndhin scholrs nd lrge number of generl public. During the inugurl session of the Seminr Hon ble President of Indi lso relesed first issue of qurterly mgzine titled Rjght Smdhi Ptrik which is being published by the Rjght Smdhi Committee to spred the Gndhin thoughts nd idels throughout the country. Visitors Being one of the most frequently visited plce in Delhi, Gndhi Smdhi continued to ttrct thousnds nd thousnds of tourists nd other visitors everydy, both from Indi nd brod. A lrge number of school children lso visited Gndhi Smdhi during the yer s prt of their outdoor ctivity nd excursion progrmme. 7

9 Dontion Boxes Trditionlly, two dontion boxes re plced ner the Smdhi in which csh offerings re put by the visitors. These csh collections re utilised exclusively on the welfre of Dlits, cuse tht ws der to Gndhiji. This is being done through nother institution founded by Gndhiji, the Hrijn Sevk Sngh, since the Rjght Smdhi Committee hs no such project of its own. The Sngh hs been uthorised to tke wy these offerings from the Smdhi direct to their own bnkers. Grnt-in-Aid The grnt-in-id received during the yer ws ` lkh. Accounts nd Audit All expenditure incurred on mintennce nd upkeep, work-projects, estblishment, holding of functions, etc., were met out of the grnt-in-id received from the Ministry of Urbn Development, Government of Indi. The ccounts for grnt received nd expenditure incurred re mintined by the Rjght Smdhi Committee Office nd subjected to nnul udit by the Principl Director of Commercil Audit & Ex-Officio Member, Audit Bord-1, New Delhi. 13 Seprte Audit Report of the Comptroller & Auditor Generl of Indi on the Accounts of Rjght Smdhi Committee for the yer ended 31 st Mrch 2015 We hve udited the ttched Blnce Sheet of Rjght Smdhi Committee (RSC) s t 31 st Mrch 2015 nd the Income nd Expenditure Account/Receipt nd Pyment Account for the yer ended on tht dte under Section 19(2) of the Comptroller & Auditor Generl's (Duties, Powers & Conditions of Service) Act, 1971 red with Rule 4(i) of the Rjght Smdhi Rules, These finncil sttements re the responsibility of the RSC's mngement. Our responsibility is to express n opinion on these finncil sttements bsed on our udit. 2. This Seprte Audit Report contins the comments of the Comptroller & Auditor Generl of Indi (CAG) on the ccounting tretment only with regrd to clssifiction, conformity with the best ccounting prctices, ccounting stndrds nd disclosure norms, etc. Audit observtions on finncil trnsctions with regrd to complince with the Lw, Rules & Regultions (Propriety nd Regulrity) nd efficiency-cum-performnce spects, etc., if ny, re reported through Inspection Report/CAG's Audit Reports seprtely. 3. We hve conducted our udit in ccordnce with uditing stndrds generlly ccepted in Indi. These stndrds require tht we pln nd perform the udit to obtin resonble ssurnce bout whether the finncil sttements re free from mteril missttements. An udit includes exmining, on test bsis, evidence supporting the mounts nd disclosure in the finncil sttements. An udit lso includes ssessing the ccounting principles used nd significnt estimtes mde by the mngement, s well s evluting the overll presenttion of finncil sttements. We believe tht our udit provides resonble bsis for our opinion. 13

Bsed on our udit, we report tht: (i) We hve obtined ll the informtion nd explntions, which to the best of our knowledge nd belief were necessry for the purpose of our udit; (ii) The Blnce Sheet nd Income & Expenditure Account/Receipt nd Pyment Account delt with by this report hve been drwn up in the formt prescribed by the Ministry of Finnce. (iii) In our opinion, proper books of ccounts nd other relevnt records hve been mintined by the Rjght Smdhi Committee s required under Rule 4 of the Rjght Smdhi Rules 1952 in so fr s it ppers from our exmintion of such books. (iv) We further report tht: (A) Income nd Expenditure Account Expenditure Deprecition The Accounting Policy No. 3 sttes tht the deprecition on the fixed ssets is to be provided t the rtes of Income Tx Act. However, in contrvention to its Accounting Policy deprecition is being chrged t the rte of 5 percent on buildings other thn those used for residentil purpose insted of 10 percent s provided in the Income Tx Act. In the bsence of necessry detils the finncil impct could not be quntified. This issue ws brought to the notice of the mngement during lso but no corrective ction hs been tken. (B) Grnts in id During the yer , the RSC received grnt of ` lkh from the Ministry of Urbn Development. 14
