Policy measures for the use of e-bikes and their environmental potential Dr.-Ing. Frederic Rudolph Scientists for Cycling Workshop Brussels, 13 March

Methodology I Different user groups (mobile people) have different preferences with regard to their modal behaviour Policy measures have different mechanisms/different influence on user groups Decision to use a certain mode (pedelec/others) for a certain trip 3

Market development of electric vehicles in Germany electric bicycles electric passenger cars Source: KBA/ZIV 4

Strategies for sustainable mobility...and the role of pedelec promotion Avoid Shift Improve Examples - Pedelec promotion measures Examples - compact cities - mixed land-use Examples - emission standards - fuel tax vs.?? travel time travel cost comfort safety emotions Müller et al

Attitude-based mobility types...and their pedelec-affinity Mobility type Status oriented motorists Autonomic car enthusiasts Motifs for modal behaviour Safety, comfort Travel time Pedelec-affinities leisure time, little usage Commuting, leisure, long distances PT fans Travel time only for specific situations Bicycle fans Travel time, comfort supplement for traditional bike, e.g. for long distances Self-determined, multimodal persons Individual transport prefering persons Car-dependent persons Travel time, comfort, cost, Safety Travel time, cost Travel time, cost, comfort, safety equal usage for different purposes time and money are crucial to reduce cost as compared to car, but many restrictions 6

Pedelec-promoting measures...and their mode of action Policy measures Infrastructure (cycle ways, junctions) Speed limit at 30 km/h (spatial comprehensive) Parking Information, campaigns, Promotion, education Purchase incentives Increase of costs of motorised transport Mechanisms Travel time, safety Travel time, safety Travel time, comfort (Public) image Cost Cost 7

Scenarios for the city Wuppertal... promoting interventions assumed Wuppertal BAU rewarding scheme main routes Pedelec rewarding scheme main routes tax privileges parking promotion snow clearance rewarding campaigning abolition motorbikes marketing speed limit 30 km/h mobility education External factors more shopping and leisure trips of the elderly peak oil climate change multimodality

Methodology II Mobility type Status oriented motorists Autonomous car fans Public transport fans Bicycle fans Self-determined, multimodal persons Individual transport prefering persons Car-dependent persons Travel demand model delivers information about Trip distances Trip purposes (working, education, procurement, shopping, leisure, accompaniment) Parking managment (prices) Parking situation (numbers, distances, other circumstances Slopes 1.5 mio. trips per day Decision to use a certain mode (pedelec/others) for a certain trip (travel time, travel cost, comfort, safety) 9

Scenario results: modal share Modal share (trips) 1,5% 0,0% 24,6% 25,8% 25,8% 17,7% 2,6% 0,7% 17,5% 56,1% 53,5% 10,1% 7,3% 15,2% 41,6% Fuß Walking Fahrrad Cycling Pedelec ÖPNV PT 3,0% 3,1% 0,9% 2,2% 0,0% 20,9% 0,9% 21,3% 3,1% 6,2% 7,5% 19,6% MIV MT Modal share (distances travelled) 75,2% 72,4% 63,6% 2012 BAU 2050 Pedelec promotion

Scenario results: comparison of measures effects (carbon dioxide emissions) 2 decreasing population 3 more shopping and leisure trips of the elderly 4 Peak Oil 1 vehicle technology 5 climate change 6 multimodality 7 main routes network 8 snow clearance campaigning 10 tax privileges 11 rewarding public bodies 12 rewarding local transport operator 13 abolition motorbikes 14 marketing 15 speed limit 30 km/h 16 mobility education for pupils 17 parking

Conclusions Promotion of pedelecs is worth the efforts, but it needs ambition (not a no-brainer) most important policy measures are speed limits (spatially comprehensive) and parking If policy is ambitious, than purchase incentives can play a role traditional cycling benefits significantly, public transport remains stable The potential for Wuppertal is high, but policies are important everywhere Local decision makers are main actors, the transition towards sustainable/low-carbon mobility can be realised independent from car manufacturer s activities 12
