1 HIGH CAPACITY POWER TRANSMISSION CORRIDOR - PROJECT INCEPTION REPORT Power Grid Corporation of India Ltd. Gurgaon

2 BACKGROUND 1. Pursuant to the introduction of Long Term Open Access (LTOA) in the inter-state transmission system vide CERC regulations 2004, POWERGRID had received overwhelming response from the IPP generation developers seeking LTOA for the new generation projects proposed to be setup under the de-licensed regime. 2. POWERGRID had received 225 nos. of applications amounting to capacity addition of about 1,98,438 MW. While processing these applications readiness of generation projects applied for LTOA were assessed through several rounds of discussions held with the project developers, wherein status of proposed generation projects with respect to availability of land, fuel & water linkages, environment and other statutory clearance were examined in association with the beneficiaries of concerned regions and CEA. Based on the information furnished by the applicants, group of generation projects who have made progress on ground were prioritized and considered for grant of Long Term Open Access. Accordingly, POWERGRID has already processed and granted or in process of issuance of LTOA to 90 nos. of applications and balance is at different stages of processing. 3. It has been observed that the generation projects, for which LTOA has been sought, are mainly concentrated in small pockets in areas like pit-head in Orissa, Chhattisgarh, Jharkhand or Coastal sites with port facilities in Andhra Pradesh, Tamil Nadu or hydel sites in Sikkim etc. These projects are likely to add generation capacity of about 49,323 MW in which LTOA has been sought for 42,108 MW, The LTOA for these projects has been granted/finalized. 4. All the above applications have no firm beneficiaries and accordingly the transmission system requirement has been worked out on the basis of target beneficiaries/regions as informed by the applicants. 5. For meeting the evacuation requirement of above LTOA generation projects likely to be commissioned progressively from 2011 onwards, construction of nine nos. high capacity transmission corridors shall be necessary on urgent basis at an estimated cost of Rs. 58,061 Crores. These transmission corridors have been Page 1 of 46

3 evolved and finalized after lot of deliberations with stakeholders in consultation with CEA at forums including LTOA Meetings, Standing Committee Meetings for Power System Planning and respective Regional Power Committee meetings. 6. The implementation of finalized transmission system require many preinvestment project preparation activities like survey, land identification, preparation of DPR including cost estimates, tendering activity like issuance of NIT, opening/evaluation of bids etc. which besides incurring cost requires substantial time. Considering the urgency due to likely commissioning of IPP projects progressively from 2011 onwards and to enable unhindered development of transmission system necessary for LTOA projects, POWERGRID have gone ahead with such activities with the tentative/target beneficiaries given by the LTOA applicants. In the absence of firm beneficiaries for these generation projects, the investment of such magnitude would involve high risk. Therefore, now before initiating physical implementation and making actual investment of such large magnitude it is necessary to evolve adequate security mechanism to mitigate the risk involved. 7. In this regard, it may be mentioned that as per para-7.1(4) of the Tariff Policy of Govt of India published on 6/1/2006, prior agreement with the beneficiaries would not be a pre-condition for network expansion. CTU/STU should undertake network expansion after identifying the requirements in consonance with the National Electricity Plan and in consultation with stakeholders, and taking up the execution after due regulatory approvals. 8. In view of above, POWERGRID vide its petition no. 233/2009 had filed a petition with the Central Electricity Regulatory Commission (CERC) for grant of regulatory approval and other relief for execution of evacuation system required in connection with grant of long-term open access to group of developers. Vide dated 25/XI/2009, CERC has directed POWERGRID to submit the minutes of the above meetings and corridor-wise details of the scheme. 9. Accordingly, a Project Inception Report (PIR) covering above mentioned 9 nos of High Capacity Power Transmission Corridors (HCPTC) have been prepared which inter-alia comprises of description/justification of each of the corridor in Page 2 of 46

4 different sections. The tentative cost estimate for each of the corridor has been included as a part of the report. These tentative cost has been worked out based on the unit cost for different categories of transmission line/substation/associated bays etc, details of the per unit cost considered is given at Annexure-A. It is pertinent to mention here that these costs are indicative only and actual cost of each transmission corridor shall be worked out while preparing Detailed Project Report while seeking its investment approval. Further, the details of the meetings where such corridors have been discussed/agreed have also been indicated. 10. 7 HIGH CAPACITY POWER TRANSMISSION CORRIDOR I (Transmission System Associated with IPP projects in Orissa) 1.0 DESCRIPTION/OBJECTIVE AND JUSTIFICATION This transmission corridor has been evolved to evacuate power from the proposed IPP generation projects in the Orissa. Subsequently, review of progress of generation projects in Orissa was done in various meetings with the project developers between November-2008 to April Accordingly, the projects mentioned above have been considered under first phase based on the assessment of their actual progress. As indicated above, the major portion of power from various generation projects of Orissa would have to be exported to power deficit regions like NR & WR. For evacuation and transfer of power from different generation projects in Orissa to NR/WR, a composite high capacity transmission scheme has been planned in view of the Right-of-way problem, so that different generation projects coming up in different time-frame could be integrated. In order to pool power from the generation projects in Orissa, two nos of major 765/400kV pooling substations have been planned at Angul and Jharsuguda. The pooling stations would be interconnected in ring form with 765kV 2xS/c lines. The Page 5 of 46

8 Angul substation would be established vide LILO of one ckt of Talchar-Meramundali 400kV D/c line as well Meramundali-Jeypore 400kV S/c line. The Jharsuguda substation would be established vide LILO of Rourkela-Raigarh 400kV D/c line. These LILOs are required for evacuation of initial power from the generation projects pooled at Angul and Jharsuguda. At a later date, these LILOs may be withdrawn so as to reduce the short circuit levels of these substations. For transfer of power from Angul/Jharsuguda to WR/NR, a high capacity 765kV AC corridor has been planned to NR via WR. The corridor starts from Jharsuguda in ER, reaches upto Bhiwani in NR via important substations like Dharamjaygarh(WR), Jabalpur(WR), Bina(WR), Gwalior(WR) and Jaipur(NR). The corridor also reaches to Indore in WR via Bhopal(WR) and Jabalpur(WR). In this process, three nos of new 765/400kV substations would be created at Dharamjayagarh, Jabalpur and Bhopal. Dharamjayagarh would be an important power hub where power could be pooled from generation projects of Orissa as well as Jharkhand/Bihar in ER for onward transfer to Western part of WR as well as to NR. This substation would be established through LILO of Ranchi-WR Pooling 765kV S/c line. Jabalpur 765/400KV substation would be an important take off point for diversion of power to WR through Jabalpur-Bhopal-Indore route and to NR via Jabalpur-Bina-Gwalior(WR)-Jaipur(NR)- Bhiwani route. Bhopal is also a new 765/400kV substation on the route from Jabalpur to Indore 765kV corridor. 2.0 SCOPE OF WORK The transmission scheme for above mentioned 7 nos. of projects is to be implemented in three parts. Further wherever possible interim/temporary arrangement of transmission system for immediate evacuation shall be implemented to insure evacuation of power. 5.0 CONSENT OF BENEFICIARIES The transmission system for evacuation of power from the above generation projects as well as transfer of power to target beneficiaries in various regions was evolved through load flow studies carried out by considering various alternatives/options based on the transmission needs incident on the system because of these open access requirements. The studies for the evolution of transmission systems were discussed & finalized in consultation with CEA and generation developers and various state utilities as given below. It was agreed that the charges of the transmission system is to be borne by the generation developers till the time beneficiaries are firmed up and agree to bear its transmission charges. Accordingly, it was decided that POWERGRID shall go ahead for implementation of the transmission system based on the assurance of signing the BPTA (Bulk Power Transmission Agreement) by the project developers for sharing the transmission charges. 14 HIGH CAPACITY TRANSMISSION CORRIDOR II (Transmission System Associated with IPP projects in Jharkhand) 1.0 DESCRIPTION/OBJECTIVE AND JUSTIFICATION This transmission corridor has been evolved to evacuate power from the proposed IPP generation projects in the state of Jharkhand and state sector generation projects in West Bengal. In this regard, LTOA has been granted / being granted to 5 nos. of applicants as per the details given below: Installed Sl. The scheme consists of two parts i.e. immediate evacuation system to be developed by the generation project developer / LTOA applicant and strengthening scheme to be developed by POWERGRID. The scheme includes establishment of new 400kV sub-station near Essar / Corporate generation projects which would be connected to Ranchi and Gaya substations of Eastern region through high capacity 400kV lines. Further, in Northern region, a new 765kV corridor has been proposed through establishment of new 765kV substations at Varanasi and Kanpur. The Varanasi substation is proposed to be established through LILO of Sasaram-Balia 765kV S/c line and from Varanasi 765kV corridors viz. Varanasi-Kanpur-Bareilly/Jhattikalan has been planned. For transfer of power to Western Region, 765kV corridor has been planned from Ranchi to Jabalpur via Dharamjaygarh. Here, it is to mention that 765 kv D/c (2 nd ) line from Dharamjaygarh to Jabalpur has been proposed for implementation under private sector. Page 11 of 46

The transmission schemes are to be implemented in stages matching with the realistic commissioning of generation projects in consultation with Generating Companies / Beneficiaries. The transmission system for above mentioned 9 nos. of projects is to be implemented in two parts; Part-A for evacuation of 1299MW power from the first two projects i.e. Chujachen (99MW) and Teesta-III (1200MW) and Part-B for evacuation of 1059MW power from balance 7 projects. The power from various generation projects of Sikkim would have to be exported to power deficit regions like NR & WR. For evacuation of power from different generation projects in Sikkim, a need is felt to evolve a composite high capacity transmission scheme in view of the Right-of-way problem in Sikkim, wherein different generation projects coming up in different time-frame could be integrated. In order to pool power from various generation projects in Sikkim, two nos of major pooling substations have been planned at Mangan and New Melli in the upper and lower part of Sikkim respectively. In addition, one small pooling point substation in lower part of Sikkim i.e. Rangpo has also been planned for pooling of power from the generating stations in the vicinity. In view of the tough hilly terrain and scarcity of land for 400kV Page 15 of 46

20 Air Insulated Switchyard, it is envisaged that all pooling substations in Sikkim shall be Gas Insulated Switchyard (GIS). The power from all the future projects of Sikkim is to be brought to a new pooling station in Kishanganj in northern part of West Bengal/Bihar. For this, a 400kV high capacity D/c line is planned from the pooling station Mangan to Kishanganj which is to be LILOed at New Melli Substation. Further, Teesta-V Siliguri 400kV D/c line would also be LILOed at other pooling station New Melli in order to provide evacuation path for initial generation units as well as reliability to the transfer of Sikkim power to Siliguri/Kishanganj. The Teesta-III generation project is planned to be evacuated through 400kV D/c line upto Mangan pooling station. However, as Teesta-III is the only project in the upper part of Sikkim in the list of Phase-I generation projects, the Mangan pooling substation is not required to be established now. Accordingly, Teesta-III would be evacuated through Teesta-III Kishanganj 400kV D/c line. This line would be further LILOed at New Melli, so that the Melli-Kishanganj portion of the line is utilized as a common transmission corridor for evacuation of power from all the Phase-I generation projects. Mangan pooling substation would be established at a later date through LILO of Teesta-III New Melli-Kishanganj 400kV line for evacuation of power from future generation projects in upper part of Sikkim. Here, it is to mention that Teesta-III Kishanganj 400kV D/c line is proposed to be constructed by Teesta Valley Power Transmission Ltd. (a Joint Venture between Teesta Urja Ltd. and POWERGRID). For onward transfer of power from the generation projects in Sikkim pooled at the Kishanganj pooling substation, strong integration of the pooling substation with the regional grid has been planned. For this, both the high capacity 400kV D/c lines between Siliguri and Purnea are planned to be LILOed at Kishanganj. Further, in order to relieve the critical loading of transmission corridors towards northern region i.e. Purnea-Muzaffarpur 400kV D/c line (quad moose) and Purnea-Biharsharif 400kV D/c line (quad moose, under implementation by private sector), a new corridor i.e. Kishanganj-Patna 400kV D/c line with quad moose conductor has been planned. 2.0 SCOPE OF WORK The common transmission system covered under this corridor is as given below: Part-A : Transmission System for development of pooling station at Kishanganj in Northern part of West Bengal/Bihar LILO of Siliguri (Existing) Purnea 400kV D/c line(quad) at new pooling station Kishanganj LILO of Siliguri (Existing) Purnea 400kV D/c line(on which reconductoring is being carried out) at Kishanganj with the higher capacity(htls) conductor LILO of Siliguri Dalkhola 220kV D/c line at new pooling station in northern part of West Bengal / Bihar Page 16 of 46

The studies for the evolution of transmission systems were discussed & finalized in consultation with CEA and generation developers and various state utilities as given below. It was agreed that the charges of the transmission system is to be borne by the generation developers till the time beneficiaries are firmed up and agree to bear its transmission charges. Power from these projects need to be transferred to target regions as WR/NR. For evacuation and transfer of power from these different generation projects in Chhattisgarh to NR/WR, there is a need to evolve a composite high capacity transmission scheme in view of the Right-of-way problem, wherein different generation projects coming up in different time-frame could be integrated. However, considering the quantum of power transfer requirement as well as progressive commissioning of generation projects, the entire scheme is proposed for implementation in four nos. different stages. Considering that generation projects are proposed in clusters, it is prudent to pool the power from such clusters at suitable locations. Accordingly, three nos. of 765/400kV pooling substations have been planned namely at Raigarh(Near Kotra), Raigarh(Near Tamnar) and Champa. Power from various generation projects is proposed to be pooled at the above pooling stations through 400kV dedicated transmission lines. In order to provide interconnections between pooling stations, high capacity 765kV lines are proposed. Towards this, pooling stations at Raigarh (Near Kotra) and Raigarh (Near Tanmar) would be interconnected through 765kV D/c line and Raigarh(Near Kotra) and Champa Pooling station through a 765kV S/c line. For onward transfer of power, it is proposed to further pool power from above pooling station through another pooling station at Raipur. Raigarh Pooling station (Near Kotra) would be connected to Raipur pooling station through 765kV D/c line, similarly Champa would also be connected to Raipur through 765kV D/c lines. However, keeping in view the initial power transfer requirement, above 765kV lines are proposed to be operated at 400kV. In addition to above AC corridors, two nos. high capacity HVDC corridors viz. Raigarh Pool(Near Kotra) to Dhule in WR as well as Champa Pool(WR) to Kurukshetra in NR is also proposed to effect transfer of power to the target regions. For transfer of power beyond Raipur, a high capacity corridor between eastern and western part of WR namely Raipur-Wardha-Aurangabad 765kV D/c line is proposed which shall be operated at 400kV level initially. Beyond Aurangabad, power is proposed to be transferred through high capacity Aurangabad-Khargar 400 kv D/C (quad) lines. In order to facilitate charging of above pooling stations, 400kV interconnections between Raigarh Pooling Station(near Kotra) and Raigarh(existing) S/s as well as Raipur Pooling station and Raipur(existing) S/s is proposed.
