1 Non Revenue Fleet Purchases In order to support various operations, METRO has a fleet of 379 Non revenue vehicles (including MPD). After Rail line comes live the overall fleet size will be at 402 vehicles. Fleet size is managed and fleet increases are scrutinized at the senior level of the agency. In years past this was not done with the fleet size at one point in 2005 peaking at 468 vehicles. To manage this, the fleet Maintenance staff have developed a 5 year plan for the replacements of vehicles Plan is based on defined life cycles based on vehicle type and use.

3 NRV 5 year plan review Requested we review 5 year plan moving forward Focus on 2015 planned purchases Review ability to refurbish vehicles in lieu of replacements. Safety, use, and overall cost savings, were all taken into consideration. Staff recommendation from the review would reduce overall budget, providing budgetary savings of 231K.

5 Vehicle Heavy Duty Wrecker (2) Heavy Duty Wreckers were approved for purchase and put under contract in FY will be replaced 4 th qtr. FY will be replaced in 1 st qtr. FY15. Capital cost to FY15 budget is $259, Recommendation Purchase new vehicles due to severe duty cycle and age of existing equipment 1994 Peterbuilt Wrecker
6 Vehicle T-Trucks (Qty2) 2 units currently scheduled for replacement in FY15 Unit cost to replace: $85,000 Cost to refurbish both units: $36,000 Includes new powertrain, complete paint & decals, new air compressors, and emergency lighting. Recommendation Proceed with refurbishment program 2001 F450 Service Trucks
7 Vehicle Medium Duty Crane Truck Unit 5703 is scheduled for replacement in FY15 Cost to replace:$104,000 Cost to refurb: $11,500 Include Crane Refurb., Exterior paint & decals, Interior refresh, and emergency lighting Recommendation Proceed with refurbishment program 1991 GMC Crane Body
8 Vehicle MPD Motorcycles (Qty4) 4) 2010 model Honda Goldwings scheduled for replacement in FY2015 Unit cost to replace: $28,740 Unit cost to refurb $11,500 Includes the rebuilding of the powertrain, some light body work, and emergency lighting. Recommendation Purchase new vehicles due to severe duty cycle requirements Honda Goldwing
9 Vehicle Light Duty Aerial Truck Unit years old, 200K mileage Inspections have revealed metal fatigue around the aerial unit & frame Experienced some obsolete parts issues with the overhead aerial unit. Recommendation Purchase a new aerial truck due to age and condition of vehicle. Initial chassis not correctly sized for application Ford Aerial Truck

14 Timeline The Refurbishment program will require the following actions in FY15 The Support Vehicles group will develop a scope of work for each vehicle type and present to Procurement for review Procurement plan will be presented to the Board sub-committee for review & approval. Solicitation for bids Sent to Board for approval Contract(s) awarded with Notice to proceed Estimated timeline for refurbishment is approx. 2 months with vehicles out of service. Engine / Transmission replacement = 2 weeks Vehicle Interior work = 2 weeks Paint & body 2-3 weeks Emergency lighting 2-3 days FSC shop time 3-5 days (Initial vehicle prep & final acceptance work) Specialty vehicles may see an increase in the above timeline.
15 Summary Considerations The refurbishment program will utilize mostly outside resources Multiple contracts will require approval through the procurement process Included refurb prices are not finite Modification of the 5 year vehicle purchase plan will be required Recommendation Move forward with the pending FY14 vehicle purchase(s). Approve the FY15 purchase plan to include the refurbishment of 8 support vehicles at a cost of $100, FY15 budget reduced from 1,537, to $1,206,
