Fleet Services Ford SUV Interceptor Carbon Monoxide Testing Matrix INTRODUCTtON The Police Department for the City of Austin, Texas, (Austin PD) first learned of a carbon monoxide (CO) problem in their Ford Explorers and Ford Police SUV Interceptors in February CO detectors were installed in these vehicles in March 2017, and for the next five months 73 vehicles had confirmed reports of CO presence. Austin PD started pulling all 446 of their Ford Explorers and Police SUV Interceptors out of service in July 2017 after finding traces of CO in a significant amount of vehicles. Similar problems with CO were found in police vehicles in Henderson, Los Angeles and Newport Beach, CA, and the Kansas Highway Patrol. Forty-one people have reported injuries and although the National Highway Traffic Safety Administration (NHTSA) emphasized that it does not have proof the injuries reported were caused by CO, it did say levels of that gas may be elevated during certain driving scenarios. In response to concerns about CO, Ford Motor Company (Ford) announced in July 2017, that it would cover the cost of specific repairs in every Police SUV Interceptor that may have a CO concern, regardless of age, mileage, or aftermarket modifications made after purchase. This report provides information regarding the City s program to investigate this issue as it relates to the City s PD fleet. DISCUSSION In August 2017, in response to national news reports and concerns from the Beverly Hills Police Department (BHPD), Fleet Services, in consultation with the Beverly Hills Fire Department (BHFD), purchased a CO tester and constructed a proactive CO testing matrix (Attachment 3) using information collected from other agencies and real world BHPD driving scenarios. As seen in the testing matrix for the BHPD fleet, only one
