5 Since the formation of Unicity in 1971, The City of Winnipeg has had a total of 14 elected Councils. On October 24, 2018, the 15 th Council of The City of Winnipeg was elected for the term. In accordance with The City of Winnipeg Charter, elected officials sit for a four-year term. The voter turnout for the 2018 Municipal and School Boards Election was 42.33%, with 216,003 voters casting ballots. The following is the Official List of Elected Representatives who will serve on the 15 th Council of The City of Winnipeg, commencing with inauguration on November 6, This Official List of Elected Representatives also includes the Elected School Trustees for the six School Divisions within the boundaries of The City of Winnipeg. 7 THE VOTING PROCESS On October 24, 2018, an election was undertaken for the offices of Mayor and Councillors in the City of Winnipeg, as well as for School Trustees in the six School Divisions within the boundaries of The City of Winnipeg. The 2018 Election included 41 total races, 1 for Mayor, 15 for City Councillor and 25 for School Trustee. On July 19, 2018, Council also directed that the following question be placed on the ballot: Do you support the opening of Portage and Main to pedestrian crossings? YES/NO Six races were acclaimed prior to Election Day as only enough candidates to fill all positions in these races were nominated. These six acclaimed races were: Office of Councillor: Waverley West Ward Office of School Trustee: River East - Transcona School Division Ward 2 Seven Oaks School Division Ward 3 Winnipeg School Division Ward 3 Winnipeg School Division Ward 4 Winnipeg School Division Ward 7 After a record setting turnout during the advance voting period, Winnipeggers responded enthusiastically on Election Day, with a total of 42.33% of citizens casting their ballot in the various races. Polls remained open past 8 pm on Election Day as required to ensure everyone in line at 8 pm was able to exercise their electoral privilege. In accordance with the provisions of The City of Winnipeg Charter, The Municipal Councils and School Boards Elections Act and the Vote-Counting Machines By-law No. 150/2005, the City of Winnipeg again utilized automated voting to accept ballots and tabulate the results of the 2018 Municipal and School Boards Election. The system provided for a composite ballot containing the candidates names for all offices to be voted for; Office of Mayor, Offices of Councillor and Offices of School Trustee as well as the question on Portage & Main. The system allows for voters to receive one simple ballot to complete, with voters having the option to vote for all four areas, or fewer if they so choose. Not voting for one race did not affect voting in any other race on the ballot. The system allowed for voter intentions to be captured quickly and accurately and provided results shortly after the close of the polls MUNICIPAL AND SCHOOL BOARDS ELECTION OFFICIAL RESULTS 3
8 The Voting Process (continued) The City of Winnipeg also enhanced its technology by introducing the use of Poll Pads at all advance voting locations. The system consisted of connected ipads acting as an electronic poll book of all eligible voters. The system allowed voters to be found on the Voters List quickly, easily and accurately by scanning the bar code on the back of their driver s licenses or enhanced identification cards, which more than 85% of all Winnipeggers possess. Voters without a driver s license were found in the system by manually entering their information. As each voter was processed, they were struck off as having voted on the ipad at the location they were attending. Strike-offs from the advance system were printed in the paper poll books used in the Election Day locations. Advance voting for all voters took place at City Hall from October 1 through October 19 with 2,400 voters attending City Hall. Additional City wide advance voting opportunities also took place at 15 community locations on October 16, 17 and 18, with more than 15,000 voters taking advantage of these community advance opportunities. City-wide advance voting opportunities were also convened in 11 shopping centres, universities and other community based locations. These took place between October 3 and October 17. Results of these opportunities were also extremely positive with over 12,000 voters casting their ballots at these locations. Advance voting opportunities were convened in 192 senior s residences, personal care homes, developmental centres and hospitals between October 2 and October 18. A total of 9,000 voters took advantage of these opportunities. Finally, the Sealed Envelope Ballot option was utilized by 231 voters. In total, 39,840 voters cast their ballot in advance of Election Day, a 30% increase from the 2014 election and the most advance votes ever cast. All voting places were fully accessible to persons with disabilities. Ballot Marking Devices were available at the majority of advance voting locations for utilization by individuals who cannot mark a paper ballot with a marker. On Election Day, October 24, 2018, 193 voting places were utilized. At the close of voting, the memory pack from each automated voting machine was transported to Election Headquarters for compilation of election results. Results from advance and Election Day polls were posted online as soon as they were processed, with all results reported by 9:30 pm that evening. Detailed poll by poll results were posted by 10:30 pm. Election Day saw approximately 2,000 election workers deployed across the city, with each of the 193 locations staffed by a Senior Voting Officer, who remained in contact with the Election office via cell phone throughout the day MUNICIPAL AND SCHOOL BOARDS ELECTION OFFICIAL RESULTS 4
9 The Voting Process (continued) The election workers were supplemented by 113 City Managers acting as Election Compliance Officers. These officers roved between polls ensuring compliance with all election legislation and ensuring a fair, open and positive experience for voters. Finally, Ward Captains, made up of experienced City Clerk s Management Staff with many years of election experience, assisted the Election Compliance Officers in the field. Election observer Jean-Pierre Kingsley, former Chief Electoral Officer of Canada, provided oversight and scrutiny of the overall electoral process. Mr. Kingsley reported very favourably in regards to the City of Winnipeg s level of control over the voting process and its ability to quickly identify and address issues that arose.
