Mobility Hubs MetroRapid MetroRail MetroExpress Commuters Connectors Circulators Project Connect Project Connect is a plan to create a system of high capacity transit options that will connect people, places, and opportunities in an affordable, efficient, and sustainable way. Two teams have been working closely with residents, workers, and community groups to addresses our short and long-term needs. The Enhancements Team is working to identify projects that will ensure our existing transit network will operate efficiently as the Austin area grows. The enhancement projects will improve MetroRail, MetroRapid, and MetroExpress services, as well as create Mobility Hubs across the area. The Investments Team is developing plans for a transit system capable of maximizing the amount of people that can move through key corridors. Introducing new transit options will create a more balanced transportation system that benefits all Austinites. Connectors The Connector investment corridors are intended to serve multiple trip purposes and connect people with activity centers primarily within Central Austin. Over 30 corridors were identified by reviewing plans and studies completed by Capital Metro and its partners. Those corridors were narrowed down through a tiered evaluation process that explored each corridor s potential to successfully implement HCT. 3 Corridor Overview Corridor Overview If Congress Avenue is the Main Street of Texas, South Congress Avenue remains the main street of South Austin, anchored by its iconic vista of the Texas State Capitol and lively local business district. The South Congress corridor connects downtown and central Austin with several points of interest further south, including St Edward s University, the South Congress Transit Center, and one of the region s largest shopping centers at Southpark Meadows. Along with the N Lamar/Guadalupe Corridor, S Congress completes a 21-mile N-S corridor that could serve as a regional HCT spine. 5 Corridor Character St. Edward s University The third largest institution of higher education in Austin (after UT and ACC), St. Edward s serves a student body of nearly 5,000 students and 500 faculty and staff. Source: Google Earth Street View Source: Google Earth Street View Pleasant Hill Several large apartment complexes lie just to the east of S Congress between Stassney and William Cannon, although this portion of the corridor currently lacks adequate pedestrian and bicycle infrastructure. 6

Currently dominated by parking lots, it is designated as an Imagine Austin regional center, and could see higher-density redevelopment in the future. N 7

8 Options Considered HCT Options Service Assumptions To better gauge the level of investment warranted along the South Congress corridor, the project team created options that assumed different combinations of transit service and guideway profiles. Transit service profiles were developed that would satisfy a range of potential transit demand depending on the capacity and frequency of the vehicles. Vehicles have a wide range of person carrying capacity, but also have different limitations on the space needed at stations, operating speed, or type of guideway required. The lower investment option assumes smaller vehicles operating individually, while the higher investment option assumes larger vehicles operating in pairs. Emerging Technologies New technologies, such as autonomous or electric transit vehicles, may introduce new efficiencies for HCT. Autonomous vehicle (AV) technology could be adapted to both bus and rail vehicles and will be considered as Capital Metro advances each corridor through the project development process and as the technology evolves. 9 Options Considered HCT Options Guideway Assumptions The project team considered lower and higher investment options of HCT running in the South Congress corridor. The lower investment option assumes street-level HCT for the entire corridor. A moderate investment option could provide grade separation where needed to overcome physical barriers - in this case, elevated over Ben White and the Bergstrom Spur. The higher investment option assumes the same grade separation as the lower investment, but adds an additional elevated portion over the Oltorf intersection and at the northern terminus of the corridor to tie into elevated HCT along Riverside Drive. 14 Street Sections Street Sections The street sections at the right display potential ways that the South Congress corridor could be reconfigured to accommodate HCT. The graphics are displayed for three segments of the corridor that share similar ROW widths and roadway profiles: S Congress from Riverside to Live Oak (SoCo), S Congress from Live Oak to Ben White, and S Congress from Ben White to Slaughter Ln. Of all 8 priority HCT corridors explored as part of Phase 2 of Project Connect, S Congress has the fewest ROW constraints by far. The ROW along almost the entire corridor varies between 110 and 130, which is ample room to accommodate street-level HCT guideway, two lanes of travel in each direction, protected bicycle facilities, and wide sidewalks. There may be very minimal impacts at station locations depending on accommodations for turning lanes and bicycle/pedestrian infrastructure. Elevated guideway could be considered in a few key locations to optimize transit speed and reliability. The most constrained portion of the corridor occurs at the SoCo business district. Although the ROW is at least 120 wide implementing center running HCT would impact on-street parking, which is critical for the existing local businesses. To maintain traffic flow and maximize on street parking, parallel parking could be used to maintain two lanes in each direction. Another option could be to replace one lane of auto travel with HCT and maintain the angled parking, which would also provide more space to introduce a north bound bike lane (which is currently lacking in the district). 16 Comparing Corridor Options Comparing Corridor Options Capital Metro compared the corridor investment options to further inform the evaluation process. Estimated costs are based on recent and similar transit investments in other U.S. cities. Anticipated ridership was obtained using FTA s Simplified Trips-on- Project Software (STOPS) model. Travel time was estimated using assumptions about roadway speed limits vs. grade separated speed limits. Throughput capacities are based on assumed vehicle capacities and service frequencies. ROW and travel lane impacts are based on the street sections analysis and are rated as low, moderate or high. The results of the comparison of investment options suggest that the South Congress corridor could support a higher HCT investment. Although more expensive, the ability for the corridor to function as the key transit spine for the region warrants higher investment in transit speed and reliability. 17 Comparing Station Areas Comparing Station Areas Capital Metro also conducted an analysis of possible stations along the South Congress corridor to inform the options evaluation process. Stations were rated as High (3 points), Medium (2 points), or Low (1 point) in transit-supportive character for each of the six metrics (listed below). The H/M/L point values were aggregated into an Overall Score that describes the transit supportive quality of each station given current conditions. South Congress stations tend to perform in the moderate to poor range, particularly south of Ben White. Population and employment density south of the South Central Waterfront area is only moderate within ½ mile of potential stations. Improvements to walkability and connectivity are needed along most of the corridor to ensure the success of HCT.
