The existing Costco Gasoline fuel station consists of three islands with a total of 12 vehicle fueling positions. Costco is proposing to expand the size of the existing fuel station by adding a third pump to each island (6 additional fueling positions), resulting in a total of 18 vehicle fueling positions. Figure 1 shows the proposed fuel station expansion site plan. In developing a trip generation estimate for the project, it is important to recognize that the fuel station exists on site today and the proposed project is an expansion to this existing use, not the addition of a new use. Furthermore, the market area of the Costco is already defined through existing membership and operations. As such, it s unlikely that the trip generation of the fuel station will increase directly in proportion to the increased number of fueling positions. More likely is that the additional fueling positions will serve to more efficiently and effectively process the current peak demand at the fuel station, thus reducing wait times, vehicle queuing, and vehicle idling. To confirm this assumption, before and after data from other comparable Costco Gasoline fuel station expansion sites was reviewed to determine a more representative relationship between new trip generation and the addition of fueling positions to the existing station. 3 East Stockton Boulevard (South Sacramento) Costco Gasoline Expansion Project #: February 7, 2013 Page 3 BEFORE AND AFTER FUEL EXPANSION DATA SUMMARY Kittelson & Associates, Inc. (KAI) worked with Costco to identify eight other Costco Gasoline locations that have expanded in size. Unfortunately, there are no existing examples where a 12 position station has been expanded to 18 positions but there are several examples where Costco Gasoline fuel stations had been expanded from three islands (12 fueling positions) to four islands (16 fueling positions), one example of expanding from 16 positions to 20 positions, and one example of expanding from 12 to 20 positions. The comparable expansion sites identified were: Salem, Oregon Concord, California Kona, Hawaii Orem, Utah Folsom, California Vancouver, Washington Waipio, Hawaii Issaquah, Washington In order to work with a representative sample size, Costco provided fuel transactions collected on an hourly basis for a period before and after the expansion at each of these locations. Only data that was collected during similar months of the year prior to and after the expansion was included in this summary (for example, fuel transactions for the months of March and April before the expansion were compared to fuel transactions for the months of March and April after the expansion). The results of this before and after comparison for the seven listed sites are provided in Table 1. However, the increase found is significantly less than what would be calculated from a direct linear relationship to the number of vehicle fueling positions. Using a linear relationship, expanding the fuel station from 12 to 16 fueling positions would equate to an increase in activity or trip generation of 33%, expanding from 16 to 20 positions would equate to an increase of 25%, and expanding from 12 to 20 positions would equate to an increase of 67%. However, the actual before and after data shows an average increase of 9.2% in daily fuel transactions. Kittelson & Associates, Inc. Boise, Idaho

4 East Stockton Boulevard (South Sacramento) Costco Gasoline Expansion Project #: February 7, 2013 Page 4 This data can be used to determine that the expansion at this Costco will not see a trip generation increase in proportion with the increase of fueling stations. Two of the eight sites are also located in California and provide an accurate representation of how Costco expansions in California have impacted the number of daily fuel transactions at the site. While the examples available to compare before and after conditions are expansions of four fueling positions, the information from those sites is still applicable and reasonable to use in this assessment. The before and after data captures the change in demand that results from reducing peak hour queues and wait times at the fuel stations. This effect and the latent demand realized by either a four position expansion, six, or eight position expansion is likely not significantly different. In all cases, peak queues and wait times are significantly reduced and those members who previously chose not to purchase fuel because of the wait times will likely do so in either case once the operations are improved. PROJECT TRIP GENERATION ESTIMATE In order to assess the likely increase in trips to the East Stockton Costco Gasoline facility, recent transaction counts for a six month period at the existing East Stockton Boulevard Costco Gasoline fuel station were evaluated. Using data gathered over these six months the average number of PM peak hour transactions was quantified. For this data, the range of PM peak hours is 4:00 PM to 7:00 PM. The highest PM peak hour counts for each weekday were used to find a daily PM peak hour average of transactions at the site. Since one fuel transaction equates to two trip ends (one inbound and one outbound), an estimate for the number of average PM peak hour trips can be made. The existing levels of activity at the East Stockton Boulevard Costco Gasoline facility are summarized in Table 2. Considering the data from Table 1 and the observed increase in vehicle trips from other Costco Gasoline expansion sites, an estimate can be made for the number of weekday PM peak hour trips that will result from the expansion at the East Stockton Boulevard location. Applying the determined 9.2% increase in activity due to the proposed expansion, the new total weekday PM peak hour trips will be approximately 400. 5 East Stockton Boulevard (South Sacramento) Costco Gasoline Expansion Project #: February 7, 2013 Page 5 CONTEXT OF CITY OF SACRAMENTO REQUIREMENTS The City of Sacramento requires a traffic impact study (TIS) for any development which meets the following criteria. The project will generate more than 100 new trips during the peak traffic hours of the adjacent roadways (AM, PM, or Midday). The project will generate more than 50 new peak hour trips, and if a transportation facility (i.e., a roadway and/or intersection) located on a main access route to the site is currently operating at an unacceptable Level of Service (LOS). (The City General Plan established LOS C as acceptable.) The project may have a potential to create a hazard to public safety. The project could substantially change the off-site transportation system (including facilities for vehicles, buses, light rail, pedestrians, bikes, etc.) or connections to it. The project team reviewed these requirements in context of the anticipated impact of the expansion on trip generation and traffic operations. In addition, we also reviewed the ITE Trip Generation Manual to predict the number of PM peak hour trips. It is recommended that the before and after study data provided herein be used as a more detailed and use specific reference upon which to base the development s trip generation estimate as: When available, location and use-specific information should be used whenever possible ITE rates have been created based on the establishment of new stand-alone fuel stations and are not reflective of Costco-specific characteristics or the increase or changes to an established existing use Using this data, the expected weekday PM peak hour trips resulting from the 6 fueling position expansion is approximately 34 total trip ends. This does not exceed the City of Sacramento s thresholds of 100 PM peak hour trips for general developments or 50 PM for developments with unacceptable LOS access points. Additionally, the adjacent transportation system was reviewed and this expansion will not create a hazard to public safety nor impact the off-site transportation network. Based on these finding this expansion would not require further study. We trust this letter adequately quantifies the anticipated trip generation impacts associated with the proposed expansion to the Costco Gasoline fuel station located on East Stockton Boulevard in Sacramento, California.
