6 Previous findings re light rail Light rail is seen as an important element in the growth of cities. It fits in an integrated transport network between heavy rail and bus and works to decrease car dependence by creating new transit users. Funding models are often specific to region and require commercial know how and political will. Construction phase is painful as it causes economic and social impacts which requires vision to be held by politicians regardless of community pressure. Take up is instant and creates further demand. Connecting large employment nodes is essential to route success.

33 Early findings Cities have land use and transit plans that seek to create density downtown and density around transit in the suburbs Revitalising downtowns are a no brainer Densifying suburbia is the challenge it is often unwelcome by existing residents, difficult to achieve development outcomes that are repeatable, politically challenging There is a class system around who uses what form of transport Pricing varies widely fuel taxes, fares, congestion charging, tolls Funding through a number of forms local, state, federal, tax, levies, private sector Perth is one of the world s great liveable cities!

34 What can Perth learn? Transport & density: Good planning lasts centuries Pre or post car defines a city s fabric and its future challenges Despite congestion car is still king in the US cities whereas it is not in London and Vancouver We are not alone & can learn from others take the right things from the right places We must find implementation solutions to D2031 and Transport plan to alleviate congestion and create density in the inner and middle ring suburbs Leadership and political bravery is required Mode shift is sensitive to pricing, time taken, safety, connectivity, reliability The funds required for maintenance, expansion and new systems is huge and alternative infrastructure funding models are in their infancy Cycling in all cities is on the increase Seattle and Vancouver are good case studies so too is LA
