ACEA on alternative fuels infrastructure Brussels, 18 June 2013 Petr Dolejsi Director Mobility and Sustainable Transport, ACEA

The Automobile Industry in Europe Key figures 16 major international companies 11.6 million direct and indirect jobs 26 billion in R&D spending, largest private investor 28.6 billion of net trade contribution

ACEA on alternative fuels ACEA sees development of alternative fuels/power-trains in the context of the EU strategy on clean and energy-efficient vehicles Future transportation will need different modes and technologies Despite alternative fuels, advanced and improved diesel/petrol combustion engines will play dominant role in coming decades Therefore technological neutrality must be kept in the future to allow competition among technologies, with substantial benefits for consumers Consumer acceptance is crucial for success (costs/price issue, change of behaviour, infrastructure needed ) 3

Broader market uptake of alternative powertrains integrated approach Defining a supportive long-term environmental policy Building up a recharging infrastructure Coordinating national strategies Increasing consumer awareness, information Ensuring access to finance Progress on standardisation 4

Strategic pillars for successful uptake of alternative power-trains Further technological progress (R&D) on vehicle side (costs, range etc.) Market driven uptake of low emission technologies Improved coordination of supportive measures by Member States Clean Transport Package goes in right direction Coherent approach to incentives (taxation, non-fiscal measures etc.) Relevant infrastructure and standards 5

Alternative power-trains: way forward Need to ensure interoperability within Member States standardisation is a key pillar Need to ensure harmonisation of quality of fuels (B7/E10, CNG, advanced biofuels etc.) Standardisation and harmonisation reduces costs for industry and give benefits to consumers EU actions should focus on those actions - quality, standards, etc. Market up-take of vehicles cannot be ordered by manufacturer nor by governments, only by consumer. We can facilitate a market up-take. Investment into infrastructure is needed 6

Alternative power-trains: way forward EU actions must be accompanied by actions on national level (CPT proposal) and focused on customers priorities (price taxation for ex.) Market penetration will depend on infrastructure development for ANY kind of alternative power-train Clear timing is needed we can not expect investment from the side of infrastructure providers to invest into uncertain solutions There is a full range of future possibilities, the question is how to create level playing among different transport modes and different fuels - diesel/petrol, electricity, CNG, LPG, LNG, DME, biofuels Technology neutrality to be kept CPT respects this 7

ACEA proposal on ECVs charging - solutions Uniform EU solution and harmonised EU rules for all new vehicle types starting as of 2017 (lead-time needed) Vehicle inlets harmonised to Type 2/Type 2 Combo from 2017 Recommendation for Type 2/Type 2 Combo solution for public charging infrastructure side (facilitates for basic charging, necessity for fast charging to ensure compatibility with vehicles) Acceptance of home charging in different modes and ensuring backward compatibility to vehicles on the market now May_2012.pdf 8

Clean Power for Transport package Different technical solutions to be agreed on soon EU need some solution due to market fragmentation (not in interest of consumers and manufacturers) Proposal goes in a right direction to streamline the charging/alternative fuels supply in the EU for different alternative fuels Industry would welcome quick solution that might be put in practice quickly 9

Conclusions The automotive industry is part of the solution Despite difficult economic circumstances, we are delivering products on the market (different technologies) Success depends on coordinated collaboration of all key players Standardisation is one of the key elements 10
