1 City of Campbell Community Development Services Building Safety & Inspection 70 N 1 st Street Campbell, California Phone (408) Fax (408) Residential and Non-Residential Checklist for Permitting Electric Vehicles and Electric Vehicle Service Equipment (EVSE) Please complete the following information related to permitting and installation of Electric Vehicle Service Equipment (EVSE) as a supplement to the application for a building permit. Provide (3) scaled and dimensioned sets of plans consisting of: 1) Site Plan, 2) Completed EV Supply Equipment Checklist, 3) Completed Residential and Non-Residential Checklist for Permitting EVs and EVSE, 4) Completed Service Load Calculation worksheet, 5) two (2) copies of the manufacturer s specifications. This checklist contains the technical aspects of EVSE installations and is intended to help expedite permitting and use for electric vehicle charging. Upon this checklist and the accompanying permit application being deemed complete, a permit shall be issued to the applicant. However, if it is determined that the installation might have a specific adverse impact on public health or safety, additional verification will be required before a permit can be issued, possibly including a Use Permit filed with the Planning Division. This checklist substantially follows the Plug-In Electric Vehicle Infrastructure Permitting Checklist contained in the Governor s Office of Planning and Research Zero Emission Vehicles in California: Community Readiness Guidebook and is purposed to augment the guidebook s checklist. 3 Install a Level 2 Charging Station for Your Electric Vehicle View the charging station installation steps for your Level 2 electric vehicle Electric Vehicles (EVs) have two types of residential chargers, Level 1 and Level 2 Install a Level 2 charging station by following these steps: 1. Get an electrical assessment on your home. Consult an electrician to assess whether your electrical panel has capacity for a Level 2 charger. Upgrades and permits at your expense may be necessary. The EV manufacturer may also offer a home assessment as part of your purchase. The electrician can also install a dedicated 240v circuit to serve the Level 2 charger. 2. Determine which rate and meter system works for you. Your choice on EV rates affects which meter you can use. These are the differences in the types of meters: Single meter: On EV-A, E-1 or E-TOUA or E-TOUB rates, there is a single meter and electrical panel for your home energy use and EV charging. Dual meter: On EV-B rates, a second meter and electric panel are installed for EV charging. You can replace your existing system with a dual meter panel, but this installation is generally more expensive than installing a second meter and panel. PLEASE NOTE: A PG&E representative may schedule a visit to determine whether your current electrical service can support an EV. You may have to upgrade your service or your panel, or add a second electrical panel. Service upgrades are necessary when the service wire to your home doesn t meet your capacity needs. PG&E charges a $100 service fee for a second meter. You re responsible for the installation costs to support an additional meter. The costs generally range from $2,000 to $8, Contact PG&E to start your application After you determine which EV charging system is right for you, contact PG&E. You must complete an application to notify us of the change of service. Include the following information in your application: Rate option: Choose EV-A, EV-B or your existing residential rate to charge your EV. Charging level: Tell PG&E whether you want to use a Level 1 or Level 2 charging station. Charging load: Let PG&E know the load of your EV supply equipment. The load is based on the charging system s voltage and amperage. An electrician can help you determine this information. Panel upgrade: Inform PG&E whether the dedicated circuit requires a panel upgrade. Apply online at Customer Connections Online. You can also call PG&E at Monday through Friday, 8 a.m. through 5 p.m. 4. Arrange for the electrical work Contact a licensed electrician. This professional can add a new panel, make any necessary service upgrades and install your new charging station.
