Products shall be selected in part on the basis of best value. In- SITU Temperature Measurement Test ISTMT) data is required for a minimum temperature range of -40 C to 40 C for the luminaires submitted in this proposal. Testing to 50 C must be submitted and approved for the luminaires prior to installation. 10 2.13 Documentation supporting any U.S. origin claims for the product, in accordance with FTC guidance. 3.0 QUALITY ASSURANCE 3.1 Before approval and purchase, the City will request luminaire sample(s) identical to the product configuration(s) submitted. Owner may request IES LM-79 and/or IES LM-50 testing of luminaire sample(s) to verify performance is within manufacturer-reported tolerances. 3.2 Electrically test fully assembled luminaires before shipment from factory. 3.3 After installation, the City may perform IES LM-79 and/or IES LM-50 field measurements to verify performance requirements, giving consideration to manufacturing tolerances and measurement uncertainties as outlined in IES LM-61 and NEMA LSD 63. LED s shall maintain performance as outlined. If an LED, doesn t perform as required during field testing, the contractor shall replace the LED immediately and at no cost to the City. Continued nonperformance in testing may lead to the termination of the agreement to purchase the LED s. 4.0 WARRANTY 4.1 Warranty shall be of the minimum duration of ten (10) years, and shall cover maintained integrity and functionality of the following: Luminaire housing, wiring, and connections LED light source(s) Negligible light output from more than 10 percent of the LED packages constitutes luminaire failure LED driver(s) 4.2 Warranty period shall begin 90 days after date of invoice, or as negotiated by the City. 4.3 Any packaging, shipping and handling costs on returned components or luminaires under warranty shall be at the expense of the suppliers. 5.0 MANUFACTURER SERVICES 5.1 Manufacturer or local sales representative shall provide installation and troubleshooting support via telephone and/or ELIGIBLE MANUFACTURERS 6.1 Any manufacturer offering products that comply with the required product performance and operation criteria may be considered. Preference will be given primarily to local manufacturers and assemblers. If the manufacturer s products are unable to meet all the standards or requirements set forth in this document but can present evidence that the product could still be found suitable for the applications outlined in this RFP, the manufacturer can present in writing reasons why their product should be considered.
