3 DRIVERS Drivers which lead the criteria for the choice of new high speed rolling stock are elements which have a strong connection between them and which shall be considered at a railway system level. Actually it is not possible to achieve their separate optimization but it is necessary to maximize a function considering all the different parameters together. This approach needs to be dynamic and market oriented: as a consequence the resulting rolling stock requirements shall imply a certain level of flexibility, aspect this which partly contrasts with standardization and homogeneity pursued by other ways. In the choice of high speed rolling stock the importance of the problem and the associated difficulties become more and more stressed also considering the need to operate on a enlarged European high speed network with different typologies of services. To complete the picture it can not be forgotten the role of the manufactures who contemporary push on cost reduction and on their specific products. 3

5 EVOLUTION OF HS SYSTEM Evolution of High Speed system: HS rolling stock for domestic traffic (TGV, ICE, ETR500, etc.) HTE + HS TSI 2002 HS rolling stock for single European corridors (Thalys, Eurostar, Cisalpino, etc.) HS TSI 2007 Future HS rolling stock: multi-purpose? In mid time vision the flexibility of HS fleet needs a link to the new railway market which will become open to an increased number of competitors. As a consequence the possibility to operate HS rolling stock on different European corridors is a strategic factor on this competitive scenario. 5
6 INTEROPERABILITY At present a multi-purpose high speed rolling stock is not available because of the number of different typologies of infrastructure. Present HS rolling stock is still mostly dependent on the particular infrastructure for which it has been designed. Now even if technical and technological problems have been conceptually solved i.e. signalling and power supply only few operative examples of HS services exist on some European corridors and with dedicated rolling stock. This approach determines a direct relation between a train and the service and establish a strong point, but on the other side it contrasts with flexibility needs coming out from the evolution of the market (in particularly it can be necessary to dynamically modify commercial offer to improve the service quality and to reduce costs). As a consequence these aspects affect the contractual choices (i.e purchasing, leasing, etc.) and the investment budget to allocate on the new HS fleet. 6
7 ITALIAN CONTEXT In the next years Italian high speed market will face to a significant increase of capacity as a consequence of the activation of the new high speed lines connecting Torino to Milano and Napoli and completing the well known Italian T system (north to south and west to east corridors). As a consequence, main factors to consider for new high speed fleets in Italy are: market drivers, requiring a strong commitment on high quality performances of high speed trains to win the competition with the other ways of transportation capability to manage high speed fleets to create profits in a competitive scenario capability to operate on domestic routes in a context with railway competitors planning low-cost services 7
8 ITALIAN CASE: NEW HS FLEET At present Trenitalia is evaluating the strategies of investment and the budget planned for high speed rolling stock fleet. 1) Acquisition of new design high speed trains 2) Renewal and upgrading of existing high speed fleets: ETR 500 : new high speed brand and technological upgrading ETR 485 : addition of 25 kv power supply system and new high speed brand 3) Mix of both previous options The three options are related to a different amount of investment. 8
9 NEW HS RST REQUIREMENTS Characteristics of new high speed rolling stock for Trenitalia: 1) Mission profile both on domestic network and foreign network 2) TSI compliant 3) National standard compliant 4) At least 500 seats 5) Distributed power (? ) and single axle control 6) Evolved diagnostic and man machine interface 7) Reduced LCC 8) High level of exploitation 9) Maintenance service option 10) Maintenance in foreign facilities too 9
