2 Siemens makes efficient mobility simple The challenge for cities Cities all face similar challenges; they need to be pleasant places to live, where people feel safe. But cities are competing to attract the same industry, commerce and government investment, and to develop their workforces and their economies. Efficient transportation and mobility are essential to make a city competitive and appealing. With budgets under pressure, meeting these demands requires creative, well-planned strategies and a trusted supply chain, consisting of partners who understand the challenges and can provide innovative, yet proven solutions. Drivers for change There are three key areas that drive change for cities: growth, wellbeing and viability. These three are closely interconnected. Populations are growing and cities are expected to provide improved services to an ever increasing number of people. But budgets are not growing in proportion, so the challenge is clear: to provide more for less. Cities also need to increase their attractiveness, to enable them to invest, to improve and to attract further funding. Wellbeing of the population is the second key driver, including environment and quality of life. This is essential to attract and retain people, and to give them a good place to live. For transportation, factors include pollution, public transport, road safety, traffic control and parking. Overall, cities need to make transport desirable, safe and convenient. The third driver is viability the ability of a city to attract and retain employment, to remain competitive, and to win investment. Cities need to show how they meet the growth and wellbeing agendas to be attractive to commercial firms and government funders. They must show that they are accessible, with consistent journey times, affordable parking and reliable public transport.

The importance of mobility Mobility and transportation underpin all three of the key drivers: growth, wellbeing and viability. The future promises more integration and complexity, with an overall goal for many cities of improving efficiency. This needs to be balanced with the tools to make travel simple, and to encourage behavioural changes. Siemens can help cities deliver effective transportation, stand out from the competition and appeal to new businesses. It has deployed major transport infrastructures for cities around the world, and uses this experience to help solve the most important issues: congestion, emissions, reliability, capacity and policy. Integration Historically, transport systems have been developed independently of each other. Today, they need to be integrated, so that a city s infrastructure works well together, and so people can easily make hassle-free multi-modal journeys. Siemens has a broad portfolio of proven solutions and the vision and expertise to integrate them into effective city solutions. A roadmap for city mobility As mobility develops, Siemens sees a roadmap that moves towards three key Low Emission Zoning Congestion Zoning Park n Ride goals: reduced congestion, an optimised transport network and more streamlined multi-modal journeys. The roadmap predicts three major changes. Firstly, public and private sector transport will be decarbonised. Then, transport hubs will be established, initially for passengers and also for freight. Finally, public and private transport will converge through managed behavioural change, driven by both incentives and penalties. Of course, every city is different, and Siemens works to meet the individual requirements of each project. Variable Zoning Road Tolling Combined with this experience, Siemens listens to its customers to understand how mobility fits within the bigger plan for their city, and works closely with transport and road authorities to provide an integrated infrastructure. 4 Siemens experience Siemens has many years experience in providing complete transport solutions. It has successfully designed, manufactured and installed traffic management solutions in locations throughout the UK and across the globe, including China, South America, South Africa, India and the Middle East. In the UK, Siemens has delivered major projects such as the London Low Emission Zone and Congestion Charging solutions. We are the IT provider behind the Source London Electric Vehicle scheme and develop and maintain the majority of the installed traffic infrastructure nationally. We are the UK s leading provider of road safety systems, vehicle flow analysis and control solutions, with a Head Office and manufacturing base in the UK. Traffic control systems in Coventry Coventry City Council upgraded traffic signals in the city with Siemens Extra Low Voltage (ELV) equipment. The upgrades and the improvement of the network communications are designed to save up to 80% of energy consumed and hence 80% cost and to improve traffic flow on strategic routes. The new lights are also brighter, improving visibility and therefore safety. All the locations are linked to a central Siemens controller, which gives the council 24 hour a day communication with the traffic signals, and helps it to improve traffic control and vehicle flow. Birmingham controls urban traffic A Siemens Urban Traffic Control (UTC) system provides a cost-effective solution for Birmingham City Council using the latest data transmission and wireless communications equipment. The system provides adaptive traffic control at more than 300 locations across the city s 2,500km road network, and significantly reduces the cost of operations. It also improves the flexibility of the network and makes it easier to manage, with a user-friendly web-based interface. World s largest Low Emission Zone in London Since its inception in 2008, the London Low Emission Zone (LEZ) has used Siemens equipment to help discourage the use of the most polluting vehicles in the capital, and so to improve air quality and health. Siemens has supplied, installed and operated the system, which uses automatic number plate recognition (ANPR) cameras at over 75 sites around the city. Over 300 cameras capture the details of an estimated four million number plates every day, and then use the DVLA database and other information sources to identify a vehicle s emissions.
5 Manchester slashes energy costs Siemens is responsible for the long-term maintenance of traffic signalling equipment across all ten districts of Greater Manchester. Under a service contract that will run for a minimum of 15 years, Siemens maintains more than 2,000 traffic and pedestrian signals. The contract mandates that the availability of the signals is at least 97%. Siemens will use low-power technology that will reduce energy bills for the signals by 60% over the life of the contract, reducing carbon emissions and saving money for Transport for Greater Manchester. Solutions for Electric vehicles Nottingham parking strategy As part of Nottingham s ParkSmart Project, Siemens supplied and installed 44 variable message signs and 40 directional signs. Linked to a central traffic control centre, the signs provide real-time information from car park operators on the availability of parking spaces. The signs are located at points around the city centre where drivers are likely to make decisions. By dissuading drivers from approaching full car parks, the up-to-date information minimises queuing and reduces congestion on the city s roads. 6 Managed services As the complexity of mobility increases, so more supervision is required to ensure swift and efficient journeys. Customer service demands 24/7 management, but this comes with high overheads that can stretch budgets. Siemens can consolidate traffic management in a single professional centre operated in the UK. This provides round the clock, high quality supervision, shifting expenditure from capital to operating budgets, with built in back up and disaster recovery to minimise risk. Working with Siemens Siemens has the experience and the skills to handle complex projects. From initial consultancy, through project management, installation, commissioning and training, Siemens provides the right people to achieve successful results. Financing As projects get more complex, so finding the capital budget can be difficult. Siemens understands public sector procurement and works with customers to ensure that scarce resources are used best. Siemens Financial Services can provide flexible and innovative asset financing solutions to stretch payments across desired contract periods; sometimes enabling projects that would otherwise not be possible. Training Siemens has a fully equipped training school in the UK, with full time lecturers. The school provides training on areas including basic traffic principles, junction design, traffic simulation and health and safety, as well as project management from basic principles to advanced. The school has its own private road in Poole, or courses can be arranged around the UK to suit customer needs. To help such multi modal journeys, Siemens can provide the Integrated Mobility Platform (IMP), an IT platform that acts as an information and transactional gateway to connect various mobility domains such as public transport, parking and car sharing. The IMP can support the creation of an integrated city transport system, helping people to find their way and pay easily for each mode. Consultancy The Siemens Consultancy Services team helps cities to model and evaluate their projects, ensuring they can test and prove the effectiveness of a scheme before committing to a budget. The team uses its experience in simulation to help recommend the best solution for any requirements, and to provide input to strategic network planning.
