2 The problem Forge and misuse of the European Disabled Badge: Counterfeit badges, incorrect parking in reserved spaces, misuse of genuine badges... Lack of information on the mobility possibilities and resources available for disabled people: For public transport: routes, accessible means, travel planning, real-time information, For private transport: location and availability of parking spaces, access to restricted areas,... Lack of incorporation of ICT solutions in the provision of accessibility and mobility 2
3 Our proposal: the SIMON Project European funded project started 1st January of 2014 WHAT?: SIMON will promote the independent living and societal participation of mobility impaired people in the context of public parking areas and multiple transport modes HOW?: Through the adoption of specific navigation information and accessrights management solutions Key aspects: Demonstration project: Test and validation in real life conditions (3 large scale pilots in Madrid, Lisbon and Parma). Modernization of parking cards: reduction of fraud in the use of Disable Badge for parking areas Access to specific multimodal navigation solutions 3
4 Development of the project The project is structured in 3 years and in 4 big phases: Phase 1: Preparation Phase 2: Small Scale Piloting Phase 3: Large Scale Demonstration Phase 4: Deployment Phase define the system requirements, the users' needs and the architecture of the different components. test the technologies and applications developed (technical and usability tests) deployment of SIMON under real conditions in three pilot cities: Madrid, Lisbon and Parma. road map for the large deployment of the results, which will include transferability, scalability and recommendations on standardization. 4
5 The solution: technological background New Blue Badge: including NFC and QR Mobile applications for users and controllers Intelligent park meters to allow validation for low-tech users Access to cities databases to maintain updated and allow live information about: available parking spaces, public transport, accesibility services and issues 5
6 The solution: SIMON apps Available on Google Play SIMON LEADS: mobile application for users. Integrates navigation, validation and information services SIMON CONTROLS: mobile application for controllers to check the validity of parking rights of end users. 6
7 Involvement of users User group formed by user associations and reference entities is continuously monitoring the project s activities. Involvement of final users during design and initial pilot testing: Characterization of system's users: functional capacity, accessibility and usability requirements. Focus groups to define requirements and use cases Conceptual design sessions. Usability tests in real conditions in Madrid, Lisbon and Parma 7
8 SIMON Project at the City of Parma Parma existing infrastructure 3400 permits for impaired users: New disabled badge will be issued with photo, RFID tag and QR code 1517 parking spaces for disabled people 219 customized parking spaces (related to one impaired user) All impaired users can park for free in all parking areas In LTZ area, controlled by an electronic system, the access is free and automatic for the impaired users through the registration of the number plate 8
9 SIMON Project at the City of Parma Parma s expectations in SIMON project Infomobility SpA manages the permits and parking in the city of Parma, thanks to the project SIMON can improve its skills in the management and control of permits. Development of new ITC system: To limit the misuse of disable permits To know the state of occupancy in the disables parking spaces To improve the technological expertise in mobility and transport for disable people Building a Network with stakeholders, disabled associations, departments of Municipality of Parma, Local Police and traffic controllers in order to understand the needs of the disabled people and to provide them an adequate solution. 9
10 Current and future activities Refinement of the applications and services is being carried out based on the results of the small-scale pilots. In August 2015 the implementation of three large scale pilots started in Madrid, Lisbon and Parma: Around users to be involved (including disabled users, relatives, caregivers, controllers and other mobility professionals of the municipalities) The different ICT services as well as the whole system performance will be evaluated and validated. During the last part of the project we will develop a road map for the large deployment of the results, which will include transferability, scalability and recommendations on standardization. 10
