2 The questionnaires The statistics are collected by Act No. 89/1995 on the State Statistical Service in the Czech Republic The statistics on bus and urban public transport are collected quarterly 4 The form of Quarterly questionnaire on bus transport 5 Quarterly questionnaire on bus transport The purpose of the survey Obtaining information on the performance of regular and occasional bus services for the state administration and for processing data for statistics of the European Union, the European Economic Commission of the United Nations and the International Transport Forum 6 2

3 Quarterly questionnaire on bus transport Characteristics of indicators Data on the structure of passenger transport, passenger kilometres and vehicle kilometres in regular and occasional bus services and in national and international bus services 7 The provider of the statistical data (operator) Owner of the buses with following main economic activity by the NACE Urban and suburban passenger land transport Other passenger land transport or 79.1 Travel agency and tour operator activities Urban and suburban passenger land transport This class includes: - land transport of passengers by urban or suburban transport systems. This may include different modes of land transport, such as by motor bus, tramway, streetcar, trolley bus, underground and elevated railways etc. The transport is carried out on scheduled routes normally following a fixed time schedule, entailing the picking up and setting down of passengers at normally fixed stops. This class also includes: - town-to to-airport or town-to to-station lines - operation of funicular railways, aerial cableways etc. if part of urban or suburban transit systems 9 3

4 49.39 Other passenger land transport This class includes: - other passenger road transport: scheduled long-distance bus services charters, excursions and other occasional coach services airport shuttles operation of teleferics,, funiculars, ski and cable lifts if not part of urban or suburban transit systems This class also includes: - operation of school buses and buses for transport of employees - passenger transport by man- or animal-drawn vehicles 10 Quarterly questionnaire on bus transport The providers of the statistical data (operators) The big companies (own 10 and more buses) are surveyed quarterly and smaller ones (own less then 10 buses) only annually Travel agency and tour operator activities This group includes the activities of agencies, primarily engaged in selling travel, tour, transportation and accommodation services to the general public and commercial clients and the activity of arranging and assembling tours that are sold through travel agencies or directly by agents such as tour operators 12 4

BUS TRANSPORT Definition (1) For an explanation of indicators monitored by this questionnaire I present the definitions taken from the following documents Glossary for Transport Statistics (G) Regulation (EC) No 1073/2009 of the European Parliament and of the Council of 21 October 2009 on common rules for access to the international market for coach and bus services, and amending Regulation (EC) No 561/2006 (R) Report of the ad hoc meeting on harmonization of sustainable urban and regional transport statistics (H) 16 I. BUS TRANSPORT Definition (2) National road transport Road transport between two places (a place of embarkation and a place of disembarkation) located in the same country irrespective of the country in which the road motor vehicle is registered. It may involve transit through a second country (G) International road transport Road transport between a place of embarkation or disembarkation in the reporting country and a place of embarkation or disembarkation in another country (G) Urban road transport Transport carried out on urban roads or tramways (G) 17 I. BUS TRANSPORT Definition (3) Suburban transport Any movements of passengers in a suburban area (G) Public road transport Public road transport covers passenger transport by bus or tram in scheduled service, whether operated by a public or private enterprise (G) 18 6

BUS TRANSPORT Definition (4) Regular services - means services which provide for the carriage of passengers by bus or coach at specified intervals along specified routes, passengers being picked up and set down at predetermined stopping points (R) Special regular services - means regular services, by whomsoever organised, which provide for the carriage of specified categories of passengers to the exclusion of other passengers (R) Occasional services - means services which do not fall within the definition of regular services and the main characteristic of which is the carriage by bus or coach of groups of passengers constituted on the initiative of the customer or the carrier himself (R) 19 Section Bus transport consists from the following main rows Number of passengers transported (thousands) Number of passenger kilometres performed (thousands) Number of vehicle kilometres driven (thousands) of which vehicle kilometres driven by occupied buses (thousands) vehicle kilometres driven by empty buses (thousands) Consumption of motor gasoline (thousand litres) Consumption of alternative fuels (LPG, NGL) (thousand litres) 20 I. BUS TRANSPORT Definition (5) Road passengers transport Any movements of passengers using a road vehicle on a given road network (G) Road passenger Any person who makes a journey by a road vehicle. Drivers of passenger cars, excluding taxi drivers, are counted as passengers. Service staff assigned to buses, motor coaches, trolleybuses, trams and goods road vehicles are not included as passengers (G) Road passenger-kilometre Unit of measurement representing the transport of one passenger by road over one kilometre. The distance to be taken into consideration is the distance actually travelled by the passenger (G) 21 7

8 I. BUS TRANSPORT Definition (6) Vehicle-kilometre Unit of measurement representing the movement of a road vehicle over one kilometre. The distance to be considered is the distance actually run. It includes movements of empty road motor vehicles. (G) Road passenger transport link The combination of the place of embarkation and the place of disembarkation of the passengers conveyed by road whichever itinerary is followed. Places are defined by using international classification systems such as NUTS (Nomenclature of Territorial Units for Statistics - Eurostat) (G) 22 II. TRANSPORT EQUIPMENT Definition Bus Passenger road motor vehicle designed to carry more than 24 persons (including the driver), and with provision to carry seated as well as standing passengers. The vehicles may be constructed with areas for standing passengers, to allow frequent passenger movement, or designed to allow the carriage of standing passengers in the gangway (G) Motor coach Passenger road motor vehicle designed to seat 24 or more persons (including the driver) and constructed exclusively for the carriage of seated passengers. 15 49.31 Urban and suburban passenger land transport This class includes: - land transport of passengers by urban or suburban transport systems. TRANSPORT INDICATORS Definition (1) Urban area Area within the administrative boundary or a set of administrative boundaries of a core city (settlement). Urban area may be classified by size according to number of inhabitants: to small to medium or more large (H) Suburban area Area within an administrative boundary and connected to an urban area (H) 47 I. TRANSPORT INDICATORS Definition (2) Urban transport Any movements of passengers in an urban area (H) Urban public transport Any movements of passengers in public transport in an urban area (H) 48 16

TRANSPORT INDICATORS Definition (3) Passengers in urban or suburban public transport Any person, excluding members of the staff, who makes a journey by urban or suburban public transport (H) Vehicle-kilometre in public service Unit of measurement representing the movement of a vehicle over one kilometre in public service. Only vehicle-kilometres open to the public and according to timetable are to be taken into account.(h) 50 I. TRANSPORT INDICATORS Definition (3) Seat-/Standing place-kilometre offered Unit of measure representing the movement of one seat/authorized standing place available in an urban public transport vehicle when performing the service for which it is primarily intended over one kilometre. The distance to be considered is the distance actually run. (H) 51 17

TRANSPORT INDICATORS Definition (3) Urban or suburban public passenger- kilometre Unit of measure representing the transport of one passenger by urban or suburban public transport over a distance of one kilometre. The distance to be taken into consideration should be the distance actually run by the passenger on the concerned network. If it is not available, then the distance charged or estimated should be taken into account.(h) 52 I. TRANSPORT INDICATORS Definition (4) Vehicle-hour hour in public service Movement of a vehicle during one hour in public service. The period begins with the departure of the vehicle from the station to start the transport service and ends with the return of the vehicle to the station after terminating the transport service. It covers the total time of driving and operational waiting of the vehicle per period surveyed. The period of preparing the vehicle before its departure and the period of its standstill after its arrival at the station are not counted as period of vehicle operation.(h) 53 I. TRANSPORT INDICATORS Definition (4) Maximum number of vehicles in service Maximum number (peak) of vehicles in service during a day (24 hours) (H) Minimum number of vehicles in service Minimum number of vehicles (saddle) of vehicles in service during a day (24 hours) 54 18

20 II. NETWORK OF THE PUBLIC URBAN TRANSPORT CONNECTIONS Definition (1) Tramway Line of communication made up by a pair of rails designed for use by trams (street cars). This includes both tramway laid down on the road used by other road motor vehicles as well as tramway running separately from the road. (G) 58 I. TRANSPORT INDICATORS Definition (2) Metro track An electric railway track for the transport of passengers with the capacity for a heavy volume of traffic and characterized by exclusive rights-of of-way, multi-car trains, high speed and rapid acceleration, sophisticated signaling to allow a high frequency of trains, and high platform load. Metros are also characterized by frequent stations, normally meaning a distance of m between the stations. High speed refers to the comparison with trams and light rail, and means here approximately km/h on shorter distances, km/h on longer distances. Also known as subway, metropolitan railway or underground. (G) 59 II. NETWORK OF THE PUBLIC URBAN TRANSPORT CONNECTIONS Definition (3) Public transport route Terminal-to to-terminal terminal connection according to published timetables. (G) Daily number of departures Daily (24 hours) departures from the terminal-to to- terminal according to a timetable. Number of the departures per working day, Saturday and Sunday/holidays.
