3 Minutes of 18 th Meeting of WR Constituents regarding Connectivity & Long-Term Access applications in ISTS for Generation Projects in WR held on 29 th August 2013 at NRPC, Katwaria Sarai List of participants is enclosed at Annexure COO (CTU) POWERGRID welcomed the members and participants to the 18 th meeting of WR constituents regarding Connectivity/Open Access applications. He informed that NTPC has applied for Connectivity & Long-term Access for their proposed 2x800 MW, coal based power plant in Gadarwara in Madhya Pradesh. He also informed that POWERGRID has also received 3 nos. of Connectivity Applications for proposed power plants in Bhuj Area, Gujarat & 2 nos. of Connectivity Applications for existing power plants in Maharashtra. He requested DGM (CTU) to proceed with the Agenda. 2. DGM(CTU), POWERGRID informed that Minutes of 17 th Meeting of WR constituents regarding Connectivity/Long-term Access Applications for Generation Projects in WR held on 3 rd January, 2013 at POWERGRID, Gurgaon were circulated vide POWERGRID letter dated Subsequently, the following modification was proposed in the 3 rd Paragraph of item H of Minutes of 17 th Meeting (Modification of LTA quantum of M/s Jayaswal Neco Urja Limited) as indicated in the Agenda of 18 th Meeting. It was agreed in the meeting to reduce the quantum of LTA with respect to Auxiliary Consumption i.e. 51 MW. Thus LTA granted is modified to 549 MW (WR MW, NR MW). LTA quantum with respect to Chhattisgarh share shall be reduced subject to signing of TSA by CSPTCL for this quantum. Further, following modification in item C1), para (a) of the MOM was also proposed in the meeting (i) Transmission system strengthening in WR may be replaced by (i) Dedicated transmission system of generation developer The minutes of the 17 th meeting of WR constituents regarding Connectivity/Longterm Access applications for generation projects in WR issued vide letter dated with above modifications were confirmed. 1

4 3. DGM, POWERGRID informed that the following Connectivity/Long-term Applications as per CERC, Regulations 2009 were received by POWERGRID and summary of the deliberations is as given below: A. Application for Grant of Connectivity & Long term Access (LTA) A1. NTPC Ltd. Gadarwara STPP (2x800MW) POWERGRID informed that connectivity and Long term Access has been sought by M/s NTPC Ltd. for their proposed 2x800MW Gadarwara STPP generation project at Gadarwara in Madhya Pradesh. Water source is Narmada River. 6. Equity Infusion The investment approval accorded by NTPC Board on and Main Plant Package awarded to M/s BHEL on a) Connectivity In view of the project capacity, unit size, project progress (Award of Main Plant Package) as well as the proximity of the generation project to the existing Seoni- Bina 765 kv S/c line routing, POWERGRID proposed the connectivity of M/s NTPC Ltd. through the following transmission system LILO of Seoni - Bina 765 kv S/c line at Gadarwara STPP NTPC stated that expansion of this power plant by another two units is expected. POSOCO informed that Seoni-Bina 765 kv S/c line is an important line which becomes part of High Capacity corridor from WR to NR. Generally it is difficult to provide shut down on such important lines for LILO work. Therefore it is preferable that the connectivity of this power plant may be provided with another dedicated line to nearby locations. NTPC stated that since this project is already awarded, connectivity to ISTS is required in a compressed time frame so that the project may avail start-up power. Since Seoni-Bina 765kV line is passing in the vicinity of Gadarwara plant, they requested to provide connectivity through LILO of this line. NTPC further informed that they have awarded one line reactor for Seoni- Gadarwara section considering LILO of Seoni-Bina line at Gadarwara STPP as 3

6 proposed in the agenda. It was agreed to utilize this reactor as Bus reactor, in case it is not required on the line. After discussions, it was agreed to provide Connectivity of 1600MW to Gadarwara plant of NTPC through following line- Gadarwara STPP Jabalpur Pool 765kV D/c line In the event of delay in commissioning of above line, an interim arrangement through LILO of existing Seoni-Bina 765kV S/c line shall be provided at Gadarwara STPP by utilizing portion of this line near Gadarwara STPP. b) Long-term Access (LTA) POWERGRID informed that as per Application of LTA, M/s NTPC has requested for transfer of total MW [CSPDCL: 63.46MW, MP Tradeco: MW, GUVNL: MW, MSEDCL: MW, GOA: 10.47MW, DNH: 6.03MW, DD: 3.96MW, Unallocated: MW] from its 1600MW generation. The following transmission system is proposed for LTA: i) Gadarwara STPS Pooling Station (near Warora) 765 kv D/c line ii) Pooling Station (near Warora) Parli (new) 765 kv D/c line iii) Parli (new) Solapur 765 kv D/c line iv) Establishment of 2x1500 MVA, 765/400 Substations at Pooling Station (near Warora) & Parli (new) v) Parli (new) Parli (PG) 400 kv D/c (Quad) line vi) LILO of both circuits of Wardha - Parli (PG) 400 kv D/c quad line at Pooling Station (near Warora). Allocation from M/s NTPC Ltd. Gadarwara STPP (Stage-I) to WR beneficiaries shall be transferred on the basis of displacement. On a query about quantum of power applied for LTA, NTPC stated that they have reduced auxiliary power of about 5.5% considering 5% overload capacity of the machine. On request of CEA, MSETCL agreed to help in finalizing the location of pooling station near Warora. 4

7 NTPC requested that keeping in view of advanced status of the project, POWERGRID should implement the transmission system as identified above for Gadarwara STPP. CEA stated that recommendation shall be made to MoP in this regard. After detailed discussion, following was agreed- a. Long Term Access granted for MW to 2x800MW Gadarwara project, Madhya Pradesh of M/s NTPC with following transmission system strengthening- i) Gadarwara STPS Pooling Station (near Warora) 765 kv D/c line ii) Pooling Station (near Warora) Parli (new) 765 kv D/c line iii) Parli (new) Solapur 765 kv D/c line iv) Establishment of 2x1500 MVA, 765/400 Substations at Pooling Station (near Warora) & Parli (new) v) Parli (new) Parli (PG) 400 kv D/c (Quad) line vi) LILO of both circuits of Wardha - Parli (PG) 400 kv D/c quad line at Pooling Station (near Warora). b. The identified transmission system strengthening shall be available after about 4 years from the date of signing of TSA by the applicant. LTA shall be effective from the date of availability of above transmission strengthening. However as per the application of NTPC, NTPC has requested LTA from July, 2016 which is less then above time line. Therefore, scheme may be recommended for implementation in compressed time schedule. c. M/s NTPC Ltd/Beneficiaries shall sign LTAA and TSA with POWERGRID for sharing of transmission charges corresponding to MW d. The sharing of charges shall be as per CERC Regulations as amended from time to time. e. Considering above connectivity & LTA arrangement, following shall be implemented at generation switchyard by NTPC: 765kV line bays - 4 nos. 765kV Bus Reactor 1 x 330MVAR 765kV Bus Reactor Bay 1 no. 5

8 B. Application for Grant of Connectivity B1. Nana Layja Power Company Ltd (6x660 MW) POWERGRID informed that M/s Nana Layja Power Company Limited (6x660MW) (NLPCL-Coal), a subsidiary of IL&FS Ltd., is establishing an imported coal based thermal power plant of 6x660 MW at Godhra, Kutchh in Gujarat. The details of the project as per application are given below. No. Particular Status 1. Land Approx acres of land including green belt is required. Most of the land has been acquired by the SEZ company of ILFS group and NLPCL has entered into an MoU with SEZ company for transfer of the land on 45 years lease basis. 2. Environmental clearance 3. Forest Clearance (if applicable) for the land for the power station MoEF has prescribed ToR for carrying out EIA studies and issued ToR clearance letter dated Dec 28, EIA studies are underway. It is expected to complete public hearing by April 2013 and final Environment Clearance (EC) by Aug 13. Principal Chief Conservator of Forest (PCCF)/Chief Wild Life Warden (CWLW) of Gujarat state has granted NOC for setting up of 6

9 the project. 4. Fuel Arrangement The power plant will be based on blended coal constituting 70% of domestic coal and 30% of imported coal. Linkage application for domestic coal supply submitted to MoC and is under consideration. Finalization of the imported coal source is underway. 5. Water arrangement The project is based on sea water and GMB has granted permission for drawl of sea water and also issued NOC for construction of sea water intake and outfall structures In view of the project capacity, unit size as well as the location of the generation project, POWERGRID had proposed the connectivity of M/s NLPCL-Coal through 765kV 2 x S/c lines to Bhuj Pooling Station. CEA stated that the generation project is yet to achieve desired milestones like land acquisition, fuel linkage, environmental clearance etc. Therefore, they enquired about seriousness of the project from NLPCL-Coal. NLPCL-Coal informed that the financial closure of the project is expected to be achieved by June 14 and first unit shall be commissioned 42 months after financial closure. They also informed that the public hearing for the environmental clearance shall be held in Nov 13 and final EC is expected by Jan/Feb 14. They also requested that the quantum of connectivity be enhanced to full capacity i.e. 3960MW. POWERGRID stated that since the project of such a large capacity cannot be evacuated on existing system, (even if on short term or medium term), transmission system strengthening will be required along with commissioning of the project. It was clarified that the transmission projects are to be implemented through tariff based competitive bidding & the execution of transmission system takes about 4 ½ years. Therefore, it was suggested that LTA may be applied immediately by NLPCL- Coal for enabling construction of transmission system. 7

10 NLPCL-Coal informed that though they have applied for connectivity of 3960MW, they are planning to execute the gen project in phases and the final capacity of the project is not firmed up yet. Therefore, even if LTA is applied, it shall be for very less quantum. Also, they intend to make LTA application after receipt of EC. POWERGRID stated that past experience has shown that it is the tendency of generators to apply for little quantum of LTA, whereas a large capacity is connected to the grid, thus resulting in congestions. While planning the transmission system beyond Bhuj Pool, evacuation of power from this plant has not been considered as LTA has not been applied from this project. As per present regulation, transmission system strengthening can only be taken up along with Long-Term Access. Therefore, if NLPCL-Coal doesn t apply for LTA, power evacuation constraints shall be faced beyond Bhuj Pool. POSOCO stated that already a large generation capacity is connected to grid without LTA. Injection of this power in the grid eats away margins in the transmission system and leaves system operator with fewer options during a contingency /disturbance. The representative of NLPCL-Coal indicated they shall apply for LTA within one month. After detailed deliberations, following was agreed- (a) In-principle connectivity is granted to M/s NLPCL for 3960MW for their 6x660MW power plant at Godhra, Kutchh distt, Gujarat through following transmission system. NLPCL generation Switchyard Bhuj Pool 765kV 2x S/c (b) The above transmission system shall be implemented by ISTS transmission licensee selected through tariff based competitive bidding. (c) The connectivity is granted subject to the applicant applying for LTA within one month. (d) Considering above connectivity arrangement, following shall be implemented at generation switchyard by NLPCL-Coal: 765kV line bays - 2 nos. (additional 2 no 765kV Bays required for transmission system with LTA) 8

11 765kV Bus Reactor 2 x 240MVAR 765kV Bus Reactor Bay 2 no. (e) The transmission system for connectivity shall be recommended for implementation only after the applicant has applied for LTA and submitted bank guarantee for construction of connectivity line. Further, the transmission system shall be implemented based on the progress of the generation project in terms of LOA for fuel linkage, environment and forest clearance as per CERC Regulations, 2009 and its amendments thereof. (f) Transmission system strengthening to facilitate power transfer from Bhuj Pool onwards shall be identified once M/s NLPCL applies for Long-term Access as per CERC Regulations, (g) The applicant shall regularly apprise CTU about the Progress of the generation project. If environmental clearance is not received by Feb 14, the connectivity application shall be closed. B2. Nana Layja Power Company Limited (NLPCL-Gas) (5x400 MW): POWERGRID informed that M/s Nana Layja Power Company Limited (NLPCL- Gas), a subsidiary of IL&FS Ltd., is establishing a gas based power plant of 5x400 MW at Godhra, Kutch in Gujarat. Fuel Arrangement The power plant will be based on Natural gas. LNG will be imported and regassified at the proposed LNG terminal for further utilization in the power plant. Finalization of the LNG sources is underway. 5. Water arrangement The project is based on sea water and GMB has granted permission for drawl of sea water and also issued NOC for construction of sea water intake and outfall structures In view of the project capacity, unit size as well as the location of the generation project, POWERGRID had proposed the connectivity of M/s NLPCL-Gas to Bhuj Pool. NLPL stated that the project belongs to the same developer as Nana Layja Power Co. Ltd. who have proposed to construct 6x660 MW coal based gen project at the same location as discussed in B1 above. CEA stated that the generation project is yet to achieve desired milestones like land acquisition, fuel linkage, environmental clearance etc. Therefore, they enquired about seriousness of the project from NLPCL-Gas. 10

13 NLPCL-Gas informed that the financial closure of the project is expected to be achieved by June 14. They also informed that the public hearing for the environmental clearance shall be held in Nov 13 and final EC is expected by Jan/Feb 14. NLPCL-Gas requested that the quantum of connectivity be enhanced to full capacity i.e. 2000MW. POWERGRID stated that since the project of such a large capacity cannot be evacuated on existing system, (even if on short term or medium term), transmission system strengthening will be required along with commissioning of the project. It was clarified that the transmission Project are to be implemented through tariff based competitive bidding & the execution of transmission system takes about 4 ½ years. Therefore, it was suggested that LTA may be applied immediately by NLPCL- Gas for enabling construction of transmission system. POWERGRID stated that while planning the transmission system beyond Bhuj Pool, evacuation of power from this plant has not been considered, since as per present regulation, transmission system strengthening can only be taken up along with Long-Term Access. Therefore, if NLPCL-Gas doesn t apply for LTA, power evacuation constraints shall be faced beyond Bhuj Pool. The representative of NLPCL-Gas indicated they shall apply for LTA within one month. Considering the size of the generation being injected at Bhuj Pool, it was decided to grant connectivity at 765kV level for this project also. After detailed deliberations, following was agreed- (a) In-principle connectivity is granted to Ms NLPCL for 2000MW for their 5x400MW gas based power plant at Godhra, Kutchh distt, Gujarat through following transmission system. 14 (b) The above transmission system shall be implemented by ISTS transmission licensee selected through tariff based competitive bidding. (c) The connectivity is granted subject to the applicant applying for LTA within one month. (d) Considering above connectivity arrangement, following shall be implemented at generation switchyard by NLPCL-Gas: 765kV line bays- 2 nos. 765kV Bus Reactor 1x330MVAR 765kV Bus Reactor Bay 1 no. (e) The transmission system for connectivity shall be recommended for implementation only after the applicant has applied for LTA and submitted bank guarantee for construction of connectivity line. Srijan Energy Systems Pvt Ltd (Wind Farm: 5x60 MW): DGM (CTU) informed that M/s Srijan Energy Systems Pvt Ltd (SESPL), a subsidiary of Surajbari Windfarm Developments Pvt. Ltd., has proposed to establish a Wind based generation farm of 5x60 MW at Bhuj, Gujarat. The details of the application are as given below. 12

Ltd. (5x60MW) Bhuj Pool 400 kv D/c The representative of M/s Srijan stated that since the Wind generation projects are short gestation projects, they are expected to be commissioned in March, 2016 and Bhuj Pooling station may come during timeframe. Therefore he requested to provide connectivity to some other nearby existing substations like Nakhatarna, Varsana or Bachau. In this regard, POWERGRID clarified that Power from Mundra UMPP is being evacuated through Bachau substation and therefore power from this wind project cannot be injected at that substation without further strengthening. GETCO was asked about the availability of space of Varsana and Nakhatarna substations. GETCO stated that already many wind generators have applied for connectivity at these substation and difficulties are being faced in granting connectivity to even those earlier applications due to space constraints at these substations. Generator developer was advised to apply for LTA at the earliest so that transmission strengthening beyond Bhuj Pool may be planned for reliable evacuation of power. 13

16 After detailed deliberations, following was agreed- (a) Connectivity is granted to Ms Srijan Energy Systems Pvt. Ltd. for 300MW for their 5x60MW wind farm at Bhuj, Gujarat through following transmission system. SESPL wind farm Bhuj Pool 400kV D/c (b) The above transmission system shall be implemented by ISTS transmission licensee selected through tariff based competitive bidding. (c) Considering above connectivity arrangement, following shall be implemented at generation switchyard by SESPL: 400kV line bays: 2 nos. Additional 400kV line bay 2 nos. for reactive/dynamic compensation. (d) The transmission system for connectivity shall be recommended for implementation only after the applicant has submitted bank guarantee for construction of connectivity line. (e) Transmission system strengthening to facilitate power transfer from Bhuj Pool onwards shall be identified once M/s SESPL applies for Long-term Access as per CERC Regulations, B3. Wardha Power Company Limited (WPCL) (4x135 MW): DGM (CTU) informed that M/s Wardha Power Company Limited (WPCL) has commissioned 4x135 MW generating plant from April 2010 to April 2011 located in MIDC Industrial area, Warora, District Chandrapur, Maharashtra. Out of 540 MW, for evacuation of 270MW power, permanent connectivity is granted by STU through 220kV D/c line to Warora substation of MSETCL substation. Presently, power from remaining 2 Units is also temporarily evacuated at 220kV Warora substation of MSETCL. POWERGRID also informed that for effecting above proposed connectivity, M/s WPCL shall ensure to disconnect 2x135MW units physically from STU Grid before being connected to ISTS. It will be ensured that at no point of time, parallel operation with STU and CTU system shall take place. Since the units are already connected to STU systems, NOC from MSETCL is required before grant of Connectivity to ISTS. However, transmission system strengthening to facilitate power transfer from Pooling station (near Warora) onwards on long-term basis shall be identified once M/s WPCL Ltd; applies for Long-term Access as per CERC Regulations, The representative of M/s WPCL requested to grant connectivity from Sep 14. He further informed that their plant is located adjacent to M/s GMR EMCO (2x270 MW) power plant which is connected to Bhadrawati S/s of POWERGRID. He requested that one circuit of above line may be LILOed at WPCL switchyard. In this regard, POWERGRID clarified that GMR EMCO-Bhadravati 400kV D/c line is dedicated transmission system of GMR Project. CEA stated that the dedicated line of a generation project cannot be used for transfer of power from other power plants. Also a no. of issues are being faced in LILO cases with regard to scheduling, operation etc. Therefore, LILO of a dedicated line was not agreed to. 15

18 Further, the representative of M/s WPCL stated that the generation project is existing whereas the commissioning of Pooling station (near Warora) is expected during timeframe. Therefore, he requested to provide an alternate arrangement for connectivity. In this regard, POWERGRID clarified that the existing system around Warora and Bhadravati is already facing congestion due to many intra-state generators located in that area. Therefore, it is not possible to provide any connectivity arrangement to existing ISTS substations. WR constituents were of the opinion that the power plant is already connected to STU and as such there is no bottling up of the generation. The shifting of connectivity should be done with the connectivity of the new pooling station near Warora as proposed. After detailed deliberations, following was agreed- (a) Connectivity is granted to M/s WPCL for 270MW for their 2x135MW Plant at Chandrapur, Maharashtra through following transmission system. Wardha Power Company Limited (WPCL) Pooling station (near Warora) 400kV D/c (b) The above transmission system shall be implemented M/s WPCL i.e. generation developer. (c) The above connectivity is granted subject to submission of NOC form MSETCL. (d) 1x80MVAR, 400kV Bus reactor shall be provided at generation switchyard by WPCL before connecting to ISTS. (e) M/s WPCL shall ensure to disconnect 2x135MW units physically from STU Grid before being connected to ISTS. It will be ensured that at no point of time, parallel operation with STU and CTU system shall take place. (f) Transmission system strengthening to facilitate power transfer from Pooling station (near Warora) onwards shall be identified once M/s WPCL applies for Long-term Access as per CERC Regulations,

Abhijeet MADC Nagpur Energy Private Ltd (AMNEPL) (4x63 MW): DGM (CTU) informed that AMNEPL (4x63MW) is connected to the STU (MSETCL) at 220kV level and has been operational since Jan AMNEPL has indicated that looking into the present power scenario in Maharashtra, they feel that they would have to sale most of the power outside the state, in the times to come. Under the circumstances, AMNEPL has applied for connectivity to the CTU grid for evacuation of power. POWERGRID further informed that for effecting above proposed connectivity, M/s AMNEPL shall ensure that these units are physically disconnected from STU Grid before being connected to CTU. It will be ensured that at no point of time, parallel operation with STU and CTU system shall take place. Further, AMNEPL shall submit NOC from STU. 17

20 Transmission system strengthening to facilitate power transfer from Pooling station (near Warora) onwards on long-term basis shall be identified once M/s AMNEPL applies for Long-term Access as per CERC Regulations, The representative of M/s AMNEPL informed that their plant is located close to Mauda-Wardha 400 kv lines of POWERGRID. He requested that one circuit of above line may be LILOed at AMNEPL switchyard. Further, the representative of M/s AMNEPL stated that the generation project is existing whereas the commissioning of Pooling station (near Warora) is expected during timeframe. Therefore he requested to provide them an alternate connectivity arrangement. In this regard, POWERGRID clarified that Mauda-Wardha line has been implemented to evacuate power form Mauda STPP for NTPC. Injection of power on this line from other power plants shall affect the reliability of evacuation of Mauda plant, especially after synchronization of second unit of Mauda STPP. Further, Wardha substation is experiencing high short circuit level and connection of additional generation at Wardha shall further aggravate the problem. POWEGRID informed that AMNEPL can apply for open access for sale of power outside Maharashtra even if it is connected to STU. WR constituents were of the opinion that the power plant is already connected to STU and as such there is no bottling up of the generation. The shifting of connectivity from STU to ISTS should be done with the availability of the new Pooling station (near Warora) as proposed. After detailed deliberations, following was agreed- (a) Connectivity is granted to Ms AMNEPL for 252MW for their 4x63MW Plant at Nagpur, Maharashtra through following transmission system. AMNEPL gen switchyard Pooling station (near Warora) 400kV D/c (b) The above transmission system shall be implemented by AMNEPL i.e. generation developer. (c) The above connectivity is granted subject to submission of NOC form MSETCL. 18

21 (d) 1x80MVAR, 400kV Bus reactor shall be provided at generation switchyard by AMNEPL before connectivity to ISTS. (e) M/s AMNEPL shall ensure to disconnect 4x63MW units physically from STU Grid before being connected to ISTS. It will be ensured that at no point of time, parallel operation with STU and CTU system shall take place. (f) Transmission system strengthening to facilitate power transfer from Warora Pool onwards shall be identified once M/s AMNEPL applies for Long-term Access as per CERC Regulations, C. Other Issues C1. Modification in LTA beneficiaries on account of firm PPA by GMR EMCO and Phasing of LTA as per unit synchronization POWERGRID informed that GMR EMCO Energy Limited (GMR EMCO) vide its letter dated 12 th March, 2013 has informed that they have signed PPA with Dadra & Nagar Haveli (DNH) for 200 MW. In view of this, they have requested to change the LTA beneficiaries as below: Sl. No. Target beneficiary (Region) LTA Quantum (As per BPTA) 1 MPPTCL (WR) 200 MW 100 MW 2 MSEDCL (WR) 200 MW 200 MW Modification requested 3 GUVNL (WR) 100 MW DNH (WR) 200 MW 4 WR Constituents 20 MW 20 MW Earlier, GMR EMCO had indicated target beneficiaries based on which the requirement of transmission system was examined and agreed in the 9 th meeting of WR constituents dated The requirement of transmission system with earlier indicated beneficiaries as well as with modified beneficiaries as required by GMR EMCO, has been examined and it is observed that the existing transmission system is adequate to transfer power for earlier beneficiaries as well as modified beneficiaries, except DNH. Presently, UT DNH has been drawing its share through interconnections with (a) ISTS system at 220kV Vapi S/s (b) GETCO system at 220kV and 66kV level. 19

22 Recently, due to overloading of GETCO network, the interconnections between UT DNH and GETCO are being opened in a phased manner. This has limited the transfer capacity to DNH. Thus, considering only ISTS interconnections of DNH and DD at Vapi, further transmission system strengthening of ISTS to DNH is required for transfer of 200MW power to DNH in a reliable manner on long term basis. A 400/220kV substation at Kala in DNH is being established by POWERGRID which shall be connected to ISTS. After discussion, it was agreed to grant LTA to GMR EMCO for 520MW :- MPPTCL-100MW, MSCDCL-200MW, WR-20MW with existing system and DNH- 200MW with the availability of 400/220kV Kala substation being implemented by POWERGRID. Till then, GMR EMCO may apply short-term open access for power supply to DNH. Further, GMR EMCO have also requested vide their letter dated 16 th March 2013 for following: Quote i. Bifurcate unit wise LTA quantum on pro-rata basis i.e. 260 MW each and levy POC charges as and when unit achieves synchronization. ii. Accordingly, for Unit-1 the effective date for payment of POC charges may be considered as the day of its synchronizations i.e. 10 th December 2012 and adjust already paid amount in the subsequent bills. Unquote POWERGRID sought WR constituent s opinion on the request of GMR EMCO. WR constituents were of the view that LTA was granted for 520MW considering that the generator would be coming in Dec 2009 as indicated by EMCO at the time of grant of LTA. Already, the generation developer has delayed the commissioning of units as well as dedicated line, thus relieving him of payment of transmission charges for about 3 years. Therefore, any further reduction that shall have commercial implication was not agreed by WR constituents. WR constituents also stated that since 2 nd unit of GMR EMCO is likely to be commissioned in next 1-2 months, it shall relieve GMR EMCO for only this small period. It was concluded that since matter is already under consideration of CERC, final decision for the same shall be as per CERC order in this regard. 20

23 C2. Cancellation of grant of LTA to M/s Today Energy (MP) Private Limited POWERGRID informed that Today Energy (MP) Private Limited (TODAY ENERGY) was granted LTOA, as per CERC regulations, 2004, for quantum of 800 MW from their 1320 MW power plant in Madhya Pradesh. TODAY ENERGY has signed BPTA with POWERGRID in January As per the provisions of BPTA, TODAY ENERGY was required to submit Construction Bank Rs. 5.0 Lakhs/MW within 30 days of signing of BPTA which they have failed to submit despite regular follow-up. Now, TODAY ENERGY vide their letter dated 27 th June, 2013 have requested to defer the signing of Transmission Service Agreement till they get coal linkage & environment clearance. In view of the poor progress of the project, it was proposed that the LTOA granted to Today Energy (MP) Private Limited for their 1320 MW power plant in Madhya Pradesh is withdrawn and application may be closed. M/s TODAY Energy (MP) Private may apply afresh when they obtain Coal linkage & Environment Clearance. Members agreed with the same. C3. Reduction of LTA quantum by M/s Dhariwal Infrastructure Limited POWERGRID informed that M/s Dhariwal Infrastructure Limited (DIL) has been granted LTA for 300 MW (WR-150MW & NR-150MW) from its 2x300MW power plant located at Chandrapur in Maharashtra. M/s DIL vide its letter April 8, 2013 has requested for reduction of LTA quantum from 300 MW to 270 MW due to auxiliary supply consumption. M/s DIL vide above letter further has also requested to consider the target regions as 150 MW (NR) & 120 MW (WR). Since no additional transmission system has been identified for LTA to M/s Dhariwal Infrastructure Limited, it was proposed to modify the LTA quantum and beneficiaries as requested. Members agreed with the same. 21

24 C4. Alternate standby arrangement of South East Central Railway at Raigarh substation of POWERGRID. POWERGRID informed that South East Central Railway (SECR) was granted Connectivity to ISTS in May, 2012 as a bulk consumer of 100 MW from existing Raipur (PG) substation through 220kV D/c line from Bhilai(SECR). Now, M/s SECR vide letter dated has requested for alternate standby arrangement from Raigarh (PG) only for emergency. As no representative from SECR was present in the meeting, the matter was deferred. C5. Revision of LTOA of 2x50MW Spectrum Coal & Power Ltd. POWERGRID informed that M/s Spectrum Coal & Power Ltd. (SCPL) had applied for LTOA for 60MW as per CERC Regulations, However, they were granted LTOA for full capacity i.e. 100MW and BPTA was also signed accordingly. In the 17 th meeting of LTA/Connectivity the LTOA quantum was reduced to 88MW considering auxiliary consumption by the plant. Now, M/s SCPL have requested that since they had applied for LTOA for only 60MW, their LTOA quantum may be reduced to 60MW. Further, they have stated that Unit-II of their plant is delayed considerably due to non-availability of Environmental Clearance. Hence, they requested that LTA from M/s SCPL may be scheduled as per unit commissioning i.e. 30MW with Unit # I and 60MW with Unit-II. After deliberations, it was agreed that M/s SPCL may be allowed for reduction of LTOA quantum from 88 MW to 60 MW. However, payment of transmission charges based on unit segregation was not agreed to. C6. Revision of Interim Arrangements agreed earlier: i) M/s MB Power (M.P.) Ltd. POWERGRID informed that in the 12 th Meeting of Western Region Constituents regarding Connectivity/LTA applications for generation projects, M/s M B Power (MP) Ltd. was provided following interim arrangement: 22

25 Till the availability of the dedicated transmission system Interconnection through 400kV D/c Jabalpur Pooling substation Jabalpur Existing transmission line. However, as the generation project got delayed and Jabalpur Pooling Station shall be available by the time frame of generation project, hence, the interim arrangement is no longer needed. Members agreed with the above. ii) M/s Essar Power Gujarat Ltd. In the 12 th Open Access Meeting of Western Region Constituents, M/s Essar Power Gujarat Ltd. was provided following interim arrangement: Till the availability of the dedicated transmission system Interconnection, LILO of one circuit of Mundra Jetpur transmission line with Essar TPS Bachau Transmission line. Recently, M/s Essar Power Gujarat Ltd. informed that the generation project is delayed. The dedicated line shall be in place by then. Hence, the interim arrangement is not needed. Member agreed with the above. C7. Modification in dedicated transmission system for Maruti Clean Coal Power Ltd. POWERGRID informed that M/s Maruti Clean Coal Power Ltd. (MCCPL) had been granted LTOA to MCCPL in the 10 th meeting of WR Constituents regarding Connectivity/Long term Open Access held on for 300 MW with following transmission system: Maruti TPS WR Pooling Station (Bilaspur) 400kV D/c The above system was identified as a dedicated transmission system to be built, owned and operated by MCCPL at their own cost. Subsequently, MCCPL has informed that their plant is located in and surrounded by forest area. Thus, they are facing problem of corridor for laying MCCPL WR Pooling Station 400kV D/c line as the corridor route involves coal bearing area and forest area. Considering 23

26 the delay in commissioning of the dedicated line and the progress of the generation project, MCCPL has requested for the following evacuation arrangement: LILO of ACBIL Bilaspur 400kV D/c line at MCCPL generation switchyard. ACBIL has confirmed that the three (3) companies ACBIL, SCPL and MCCPL are one group companies. The LILO would help in optimization of transmission system and this shall not change the dedicated nature of the line. Further, M/s ACBIL has confirmed that they shall act as the lead generator and perform all the functions on behalf of MCCPL & Spectrum Coal Power Ltd. for undertaking all operational and commercial responsibilities for all generators connected to ACBIL transmission system as per the IEGC and all other Regulations of the Commission, such as grid security, scheduling and dispatch, collection and payment/adjustment of transmission charges, UI charges, congestion and other charges etc. In view of the above arrangement and considering the urgency of making the transmission system for evacuation of power from MCCPL in next 4-5 months, it was proposed to modify dedicated transmission system of MCCPL as below. LILO of one circuit of ACBIL Bilaspur 400kV D/c line at MCCPL generation switchyard in place of MCCPL Bilaspur 400kV D/c line. However, the above concurrence shall not alter the dedicated nature of ACBIL WR Pool line. Members agreed with the same. C8. Grant of LTA to Ultra mega Power Projects (UMPP) POWERGRID informed that the three Ultra Mega Power Projects proposed in Western Region i.e., Mundra, Sasan and Akaltara had applied to CTU for Long term Open Access as per the CERC Regulations, The transmission system associated with these projects was evolved through a coordinated planning process and the transmission system planned was discussed and agreed in the various Standing Committee Meetings on transmission planning. Power from these UMPPs was allocated to various beneficiaries by Government 24

27 of India. Hence, these UMPPs were treated similar to Central Sector generating station and accordingly, they were not issued any intimation for LTOA by CTU. POSOCO has informed that these UMPPs are being considered as Long term Customers of ISTS system. Members noted the same. C9. Applications for Connectivity and Long Term (Open) Access for Phase-II Generation Projects in Orissa as per CERC Regulations, 2009 POWERGRID informed that in the Connectivity/Long-Term Access Meeting of Eastern Regions constituents regarding Connecting/LTA applications of generation projects in ER held on 5th January, 2013, following projects were considered as phase-ii generation projects in Orissa and transmission system for the same was discussed and finalized- Sl. In this regard, it to mention that a comprehensive transmission system comprising of high capacity 765kV transmission corridor from Odisha to NR via WR for evacuation of power from phase-i IPPs (Installed Capacity: MW & LTA Quantum: 6080 MW) in Odisha is already under implementation which includes, 765/400 kv sub-stations at Angul and Jharsuguda alongwith 2 circuits of 765 kv from Angul to Jharsuguda and Jharsuguda to Dharamjaygarh. In addition another 765 kv D/c line in Angul- Jharsuguda-Dharamjayagarh corridor has been planned for evacuation of power from generation projects in Srikakulam area in Southern Region (Installed Capacity: 1320 MW, LTA Quantum: 1240 MW). Studies indicate that the 2 nos. 765 kv D/c lines already planned between Angul and Jharsuguda would be adequate to evacuate the power being pooled at 25

28 Angul. However, the 2 nos. 765 kv D/c lines already planned between Jharsuguda and Dharamjaygarh may not be adequate for the transfer of power beyond Jharsuguda. Accordingly, additional corridor with 765 kv D/c line from Jharsuguda to Raipur Pool in Western region has been planned. This corridor would provide additional path for transfer of power beyond Jharsuguda utilizing the 765kV transmission network planned in WR associated with generation projects in Chattishgarh. Further, it is to mention that LILO of one Rourkela Raigarh 400 kv D/c line at Jharsuguda is under implementation as part of phase-i transmission system. In order to strengthen the 400kV interconnection, it is proposed to LILO the 2nd Rourkela Raigarh 400 kv D/c line at Jharsuguda. Accordingly, following common transmission system was agreed in SCM of ER: Angul Jharsuguda Dharamjaygarh 765 kv D/c line. This line is being implemented as a part of evacuation system from generation projects in Srikakulam area of Andhra Pradesh in Southern region. The same would also be utilized for evacuation of power from these generation projects Jharsuguda Raipur Pool 765 kv D/c line. LILO of Rourkela - Raigarh 400 kv D/c (2 nd line) at Jharsuguda Addition of 2x1500MVA, 765/400kV ICT at Jharsuguda Addition of 2x1500MVA, 765/400kV ICT at Angul Split bus arrangement at 400kV and 765kV bus in both Angul and Jharsuguda substations. Members Noted the above. C10. Request of TRN Energy Limited for change of Beneficiary POWEREGRID informed that TRN Energy Limited (TRN) was granted LTOA in 2010 with target beneficiaries; WR 240 MW & NR 150 MW. Now, TRN vide their letter dated 29 th July 2013, enclosing the copy of PPA with UPPCL through PTC, has informed that they have signed the PPA for 390 MW with distribution companies of Uttar Pradesh. In view of above, TRN has requested for change of beneficiary as 390MW to NR and Nil MW to WR for the earlier LTOA granted. Members agreed with the same. 26
