17 Which steps to take to foster car sharing in European cities?
18 Define a label to identify shared cars - This label should not be based on technological criteria, which evolve at a fast pace It should be based on the availability rate of the shared cars as well as on environmental criteria Dedicate parkings spaces to professional car sharing fleet operators - If you want city dwellers to get rid of their individual car, you first have to make sure they can get a car on-demand whenever they need it. - Station based car sharing services need dedicated and easily accessible parking spaces to be widely adopted, which could be paid by the operator through a temporary authorisation to occupy the public domain If no dedicated spaces can be granted, another solution could be to allow car sharing fleet operators to benefit from a dedicated parking tarification, based for instance on the residential parking rates Encourage private owners to share their vehicles - - This will help densify the car sharing offer while ensuring a better usage of the cars already available within the city. At a national level, knowing that owning a vehicle costs 6,500 a year, income from peer-to-peer car sharing that does not exceed this threshold should be considered as cost-sharing. Individuals sharing their car should therefore be able to deduct their costs from their revenues, as it is often the case for carpooling. At a local level, other incentives could be envisaged for individuals who regularly put their personal cars up for car sharing, like a cheaper residential parking subscription, discounts on other means of transportation (public transport, bike sharing schemes...). Provide political support to locally available car sharing services - Whether through communication operations or institutional partnerships
