1 City of Fort Wayne ublic it of Way Accessibility Guidelines (OWAG) ADA Transition lan Bus Stop Section: Te Fort Wayne ublic Transportation Corporation/Citilink provides fixed route and demand response public transit witin te city limits of Fort Wayne and ew Haven. Citilink is an independent unit of local overnment but works closely wit public & private aencies to provide access and mobility to residents witin our service area. Citilink operates 11 fixed routes and two flex/deviation routes wit boardin & alitin alon te public toroufares. Citilink also operates an oriin to destination paratransit service for people pysically or mentally unable to access fixed route service; in compliance wit Federal Transit Administration (FTA) ADA reulation. Fla Stops: It is Citilink policy to pick up/drop off passeners at any safe intersection (fla stop) alon our fixed route system. It is not possible to ensure tat every potential boardin & alitin location is fully accessible. Drivers are trained to coose safe & accessible locations. Bus Stops: Citilink bus stop sins are provided alon eac route to indicate te availability of bus service and te route name/number (sinae is compliant wit ADA requirements). A spreadseet detailin te approx. 1,100 locations and passener amenities (selter/sidewalk/ramp) at tese desinated stops is attaced as xibit A. Citilink contracts wit te City of Fort Wayne Street Department to install bus stop sins; terefore, te city can elp ensure tat sins are posted in compliance wit ADA standards. Maps detailin Citilink bus routes in relationsip to existin sidewalk infrastructure is included as xibit B. In addition, Citilink routes, scedules, and bus stop locations can be viewed on Goole Transit usin te trip planner located on te Citilink website ( or outesout app on smart pones. Flex route and demand response stops: Tis service is provided oriin to destination by advance request; tese trips are delivered primarily curb to curb usin existin infrastructure and lift equipped buses tat provide a level platform for boardin. Te operatin areement requires tat te contractor is responsible for compliance wit ADA uidelines. Anoter vendor as expressed interest in locatin bus selters for advertisin as well. All placements must be approved by Citilink and te City Traffic nineer/it of Way. A listin of selters provided by United Media Group is included as xibit D. rivate entities ave also placed selters/bences at teir locations wit approval from te City Traffic nineer/it of Way. Transit Facilities: Citilink owns and operates a downtown transfer facility: Citilink Central Station (121 West Baker Street) wic opened in te fall of It is fully compliant wit all ADA desin requirements and standards. Te Citilink administrative buildin: Gionet Transit Center (801 Leesbur oad) is a muc older facility wic was updated per Section 504/ADA requirements years ao. Citilink leases a small space at te Urban Leaue: Hanna Creiton eiborood Transit Center (2135 Sout Hanna) wic provides enanced bus selters & interior waitin/restroom area. Tis facility was built in 2009 in compliance wit ADA standards. elevant olicies/rocedures: Amenity lacement rocedures: 1. Solicit/receive amenity requests from passeners/drivers/eneral public 2. efer request to Asst. General Manaer (Betsy Kacmar) 3. Ceck request aainst our current relevant amenity inventory bus stop/bus selter/transit Facility/bus specification/pass sales outlet/marketin materials, etc 4. Determine viability of request based upon relevant factors: a. Availability of existin amenity in proximity to te request b. esources necessary to fulfill request c. esources necessary to maintain request d. Availability of resources 5. Accept, defer or deny request as appropriate 6. Asst. General Manaer to notify person wo made te request of te status of teir request 7. Attempt to complete te amenity placement process witin 10 days of receipt of request Selter placement criteria: 1. Guidelines establised by Citilink service standards (50 boardins/day) 2. Locations servin elderly and/or persons wit disabilities 3. Community requests 4. Approved by City Traffic nineer/it of Way
3 assener boardin/alitin procedures: Bus drivers are instructed to kneel te bus &/or extend te lift or ramp wen it is obviously needed and upon request; many kneel te bus for every boardin. Te ramp extends out about 50 inces to provide a stable surface for boardin and is level wit te curb/sidewalk. ven were tere is no sidewalk available, te low floor buses (wen knelt & ramp is extended) provide slope acceptable per ADA reulations. Buses equipped wit lifts provide a level boardin platform tat spans te distance from round to bus floor level. Drivers are to position te veicle in a manner to allow for a level/stable surface and clear space for boardin te veicle. Generally buses are able to work around sidewalk obstructions to affect a clear passae at te entrance door. We ave a form for reportin bus stop accessibility issues (xibit D Citilink ADA bus stop issues report form) wic is processed per amenity procedures above. ADA/Civil its olicy: Citilink as implemented appropriate policies, notification and rievance procedures as required by te ADA and Title IX per FTA reulation and uidance. Tese policies are incorporated into our public information materials and available via our website at te followin link: ttp:// Citilink receives federal fundin from and reports to te Federal Transit Administration (FTA) and is in full compliance wit all FTA rules and reulations as evidenced by our successful 2012 Triennial eview (available upon request). ADA Transition lan Compliance: Inventory - Citilink performed a compreensive inventory of all bus stop sin locations and installed new sinae (compliant wit ADA standards) in Tis survey will be updated utilizin a survey tool tat is consistent wit OWAG standards, te compliance ratin system establised by te City of Fort Wayne, and utilizin tool kit resources from te Assessment of Bus Stop Accessibility and Safety provided by aster Seals roject ACTIO. We believe te 13 Citilink bus selter locations are fully compliant; owever, tey will also be evaluated. Analyze - Tis data will ten be analyzed to determine modifications needed to ensure accessibility per OWAG uidance and te costs associated wit tese modifications. rioritize - A prioritized implementation scedule will be developed based upon usae, level of modification required, collaboration wit oter infrastructure improvements, available resources, etc. Implement - Citilink will work wit te City of Fort Wayne, City of ew Haven, United Media Group, private businesses, community aencies, etc. to identify resources and implement bus stop improvements ADA Transition lan Implementation Scedule: January: submit ADA Indiana rant request to provide bus stop evaluation trainin - in conjunction wit Fift Freedom (disability advocacy oranization) February-Auust: perform bus stop OWAG compliance inventory utilizin trained
