2 OSHA Regulations OSHA s Volume 29 Code of Federal Regulation (CFR) standard addresses the control of hazardous energy when servicing or maintaining equipment. (1) Scope. (i) This standard covers the servicing and maintenance of machines and equipment in which the unexpected energization or start up of the machines or equipment, or release of stored energy could cause injury to employees. This standard establishes minimum performance requirements for the control of such hazardous energy. (2) Application. (i) This standard applies to the control of energy during servicing and / or maintenance of machines and equipment. (3) Purpose. (i) This section requires employers to establish a program and utilize procedures for affixing appropriate lockout devices or tagout devices to energy isolating devices, and to otherwise disable machines or equipment to prevent unexpected energization, start-up or release of stored energy in order to prevent injury to employees (c) OSHA Energy Control Policy; Synopsis of Requirements An energy control policy must be documented and at a minimum should cover the following aspects of the program: Purpose and scope of the program Shift transfer procedures Personnel authorized to perform LOTO Lock removal procedures Enforcement policy Method for auditing & updating procedures Training methods Coordination with outside contractors Group lockout procedures (c)(4) Energy Control Procedures; Synopsis of Requirements Procedures must be documented and must identify the equipment covered. A separate procedure must be created for each piece of equipment to be locked out. There are exceptions where multiple machines may be grouped under a single procedure. The procedure must include specific steps for shutting down, isolating, blocking and securing equipment to control hazardous energy. Specific steps for the placement, removal and transfer of devices should also be included. The employer shall conduct and certify periodic inspections at least annually (c)(5) OSHA Device Requirements devices must: Be provided by the employer. Be standardized by size, shape or color. Be distinguishable from locks used for other purposes. locks should only be used for lockout! Identify the individual who applied the lock (both tags and lock labels are acceptable for this purpose). Be durable. Be strong enough to prevent removal except by using excessive force. Remain under the exclusive control of the individual who attached them (c)(5)(ii)(B) Standardized and tagout devices shall be standardized within the facility in at least one of the following criteria: Color; shape; or size; and additionally, in the case of tagout devices, print and format shall be standardized (c)(5)(ii)(A) Durable and tagout devices shall be capable of withstanding the environment to which they are exposed for the maximum period of time that exposure is expected

23 Tags OSHA Regulations The following requirements apply only to tags used as tagout devices (i.e., tags used alone without locks). Tags used in combination with locks are not required to meet the same restrictions as tagout devices. Tagout devices must: Be provided by the employer Employ a means of attachment that is substantial enough to prevent accidental removal. The means of Be standardized by size, shape or color attachment must be of a non-reusable type, attachable Be distinguishable from tags used for other purposes by hand, self-locking, and non-releasable with a Be understandable to all employees minimum unlocking strength of no less than 50 pounds. Identify the individual who applied the tag Withstand the usage environment to which they are exposed for the maximum period of time that exposure is intended. Tag should not deteriorate or the message become illegible when exposed to weather, wet or damp conditions, chemical or corrosive environments. Warn against hazardous conditions if the machine or equipment is energized. 28 Padlocks OSHA Regulations (c)(5) OSHA Device Requirements state that lockout devices must: Be provided by the employer Be standardized by size, shape or color Be distinguishable from locks used for other purposes. locks should only be used for lockout! Identify the individual who applied the lock (both tags and lock labels are acceptable for this purpose) Be capable of withstanding the usage environment and must be strong enough to prevent removal except by using excessive force with special tools, such as bolt cutters. Most importantly, whenever lockout devices are applied, they must remain under the exclusive control of the individual who attached them. No employee should be able to open a lock attached by someone else. Keying & Charting Options Keyed Different Keyed Alike Master and Grand Master Keyed Brady padlocks come keyed different when purchased from stock. This means that the key for one lock should not open another. Brady padlocks use 5- or 6-pin cylinders with keys precision machined to exacting standards. This enables us to offer a greater number of unique keys than other locks with the same number of pins, making it highly unlikely that you will ever receive a duplicate lock. When keyed alike, all locks in a set can be opened with the same key. This option is beneficial when multiple locks are assigned to a single employee. Remember, however, that under OSHA regulations no employee should be able to open a lock applied by someone else. Therefore, keyed alike locks from the same set should never be distributed to multiple employees. A master or grand master key can be used to open multiple locks that are keyed differently. This allows supervisors to easily remove a lock in the event of an emergency. In order for employees to retain exclusive control, master and grand master keys should be kept in a secure location that is accessible only to management. 35 Group Boxes Boxes - A great idea for group lockout For group lockout situations involving a large number of workers and equipment, lock boxes can offer a number of advantages over hasps. How group lockout boxes work: Supervisor uses a single job lock on each energy control point to lock out equipment Keys for job locks are put in a lockout box Each worker applies his own lock to the lock box. As long as any one worker s lock remains on the lockout box, the keys to the job locks cannot be accessed, and the energy isolating devices cannot be operated. Each employee retains exclusive control, as required by OSHA.
