Smart Block II Energy Energy, Mobility, Financing, Communication ECOMM 2017 Maastricht, 01 June 2017 Margarethe Staudner, komobile w7 (Vienna, Austria) This project is funded by the Klima- und Energiefonds and is conducted within the research programme Smart Cities Demo
Smart Block Quelle:
Quelle:
Aim of the Project Analysing the potential for realising new cross-property solutions in the Smart Block within the fields of Energy Financing Communication Mobility Within the context of rehabilitation measures
Project Consortium Burtscher&Durig ZT-GmbH / mikado - Architects ÖGUT Austrian Society for Environment and Technology komobile w7 GmbH Transport planning office Martin Gruber - Expert in social tenancy law Arch. Johannes Zeininger - Owner of a property in the block
Smart Block II Energy Mobility Solutions This project is funded by the Klima- und Energiefonds and is conducted within the research programme Smart Cities Demo
Development of the Mobility Solutions Status quo Analysis of the environment and the existing mobility offers Analysis of the mobility behaviour of residents Good Practice Analysis Development of mobility solutions Mobility solutions check in consultation with residents and stakeholders: acceptance, legal barriers, costs
Analysis of the Environment (1) bicycle storage parking lane P car park lowering of the sidewalk cycle lane (on the road) advisory cycle lane pedestrian crossing? Connectivity to PT and Sharing Mobility-offers = very good U6 350m 44er 300m Carsharing 400m Bikesharing 220m
Analysis of the Environment (2) Workshop with local stakeholders, 24. October 2016 Joint analysis of the Smart Block and its surroundings (important meeting points, problem areas, possibilities of improvements, ) Feedback: problems with the speed and the noise of the cars
Analysis of the Mobility Behaviour (1) Questionnaires & Mobility Diaries Challenge: no information about names and addresses of the residents by the district council Solution: questionnaires/mobility diaries were droped in all (personal) letterboxes that were accessible Response: 270 households / persons were reached 58 employees were reached few responses
Analysis of the Mobility Behaviour (2) Mobility day September Geblergasse Aim: exchange between the project team and residents of the Smart Block Advertising by posters and flyers in every building and letterbox, closing of the road Mobility offers / test drives: Tesla S (e-pkw) e-bikes (sponsored by the local sport shop) cargo bike e-cargo bike Résumé: few visitors, not appropriate communication strategy
Good Practices (1) Mobility Maps for residents (AT, CH, DE) Examples Willkommen im Donaufeld (new-built quarter, Vienna) Realisation: private association Domagkpark München (new-built quarter, Munich) Realisation: dwelling consortium Mobilitätsmappe Zürich Realisation: City of Zurich not convertible to a situation with single property owners, but maybe realisable with support of the city/district
Good Practices (2) Bicycle Garage in empty ground floor spaces Schmalzhofgasse 8, 1060 Vienna Realisation: Viennese Start-Up ( realisation with single property owners possible Mobility Points in housing complexes (AT, DE) (E-)Carsharing, E-Cargo bike sharing, in housing complexes (e.g. MoPoint) Cooperation between a building cooperative and a private company not convertible to situation with single property owners, but maybe realisable with support of the city/district
Development of the Mobility Solutions Three possible scenarios were analysed for the Smart Block: Optimum: Additional space and charging infrastructure powered by sustainable energy due to rehabilitation measures (e.g. e-car-sharing, e-cargo bike rental Good: Additional space due to rehabilitation measures (e.g. car sharing, bicycle and buggy storage, bike service station Minimum: Neither additional space, nor charging infrastructure, despite rehabilitation measures (e.g. mobility maps, traffic reduction around the Smart Block)
Mobility Solutions - optimum Szenario
Mobility Solutions Check Discussions / workshops on the mobility solutions with (some) property owners representatives of the district and the city council representatives of building rehabilitation organisations representatives of Mo.Point Better understanding of the challenges to realisation
Identified Challenges Cooper ation Respon sibility Financing Responsibility No responsible personnel for new mobility offers on site No financing for staff costs for new personnel Cooperation Little to no contact between property owners Little interest in cooperation Scepticism concerning solutions across property lines Financing Obligation for property owners to guarantee parking space (or pay for not doing so ) when setting rehabilitation measures on the contrary no obligation to guarantee adequate bicycle and buggy parking space Little funding/financial support for alternative mobility offers
Proposed Solutions Cooper ation Respon sibility Financing Responsibility Introduce financing mechanism to cover staff costs for personnel responsible for new mobility offers on site Cooperation Counselling service to stimulate contact between property owners and to raise the interest in cooperation and cross-property solutions Financing Obligation to guarantee adequate bicycle and buggy parking space (or pay for not doing so) when setting rehabilitation measures Exchange mechanism parking space vs. alternative mobility offers Funding schemes for alternative mobility offers
