3 RESIDENT UTILITY ALLOWANCE UPDATE 3 Why a Utility Allowance (UA)? Basic Allowance for Housing (BAH) includes two components: one for rent, and one for utilities. Department of Defense policy on Utility Allowance: Aligned with OSD and DoD energy conservation initiatives to reduce dependence on foreign oil, other fossil fuels and over-use of electricity Energy efficiency is an essential part of U.S. economic recovery and long-term economic growth Saving energy lessens impact on the environment Encourages conservation by making residents responsible for their energy consumption Studies have shown that when residents are responsible for actual costs, usage drops 20% or more Reward Service members who conserve utilities to keep the difference between the cost of their consumption and the UA
4 RESIDENT UTILITY ALLOWANCE PROGRAM 4 New UA Policy Better promotes energy conservation Offers rebate incentive to those who conserve electricity Zero out-of-pocket costs for the average utility consumer Significant reduction in energy use seen after live billing starts New UA will be based on monthly averages, not yearly averages Allows more project funds to be reinvested in homes and communities Better balances financial incentives to residents and project funding Encourages investment in energy-saving projects
5 RESIDENT UTILITY ALLOWANCE PROGRAM 5 How it Works: Unit Profiles Similar Homes are grouped together for billing. At DMAFB, there are 25 Profiles. What makes a home similar? Size and Floorplan Envelope and Mechanical Construction Qualities What does not make homes similar? Rank/Position Number of family members
6 RESIDENT UTILITY ALLOWANCE PROGRAM 6 How it Works: New UA Baseline Method Baseline the energy consumption (kwh of electric) that a residents home usage is measured against. How is it determined? The baseline is determined by taking all usage by all homes in a profile, removing zero use, vacant and the top 10% and bottom 10% of users and averaging the use of remaining homes. The difference between your family s use and the average use is the measurement used for billing purpose: Less kwh than average used receive a rebate More kwh than average used receive an invoice
7 RESIDENT UTILITY ALLOWANCE PROGRAM 7 Rolling Average Baseline Example The Smith Family lives in a 3 Bedroom, 2 Bath home at DMAFB. There are 137 similar homes that make up the profile group and their energy use for the month is 900 kwh of Electric. The cost of electric is $.12/kWh. After reviewing all homes in the profile group, the billing provider ignores the use of the top 10 and bottom 10 users, vacant homes and any zero use homes in the profile and determines average use for the remaining homes is 1000 kwh of electric. What is the Smith Family s Rebate or Bill Situation?
8 RESIDENT UTILITY ALLOWANCE PROGRAM 8 Rolling Average Baseline Example (Continued) Smith Family Electric Costs = 900kWh*$.12/kWh = $108 Rolling Average Baseline UA = 1000kWh*$.12/kWh = $120 Total Smith Family Costs = electric = $ Total Rolling Average Baseline UA = electric = $ The Smith Family is due a credit of $12.00 this month
9 RESIDENT UTILITY ALLOWANCE PROGRAM 9 Credits & Payments Credits are paid when the accumulated balance is greater than $50.00 Charges for excess consumption will be due when the accumulated amount exceeds $50.00
10 RESIDENT UTILITY ALLOWANCE PROGRAM 10 How it Works: Solar and Electric Blended Rates All residents benefit from the SHC solar production even if you do not have panels on your homes rooftop. The energy produced by the systems generate power onto the grid side of your meter. Everyone at SHC is billed on the same blended rate: Tucson Electric Power (TEP) Costs + Solar Costs Tucson Electric Power kwh + Solar kwh Rates are calculated monthly $0.200 $0.180 $0.160 $0.140 $0.120 $0.100 $0.080 $0.060 $0.040 $0.020 $- FY15 SHC Average Annual Electic Rates $0.176 $0.132 $0.100 TEP Rate Solar Rate Blended Rate
