Introduction Mobility of people is of paramount importance for economic growth, development and for empowering the poor. The state transport undertakings are in forefront to provide economic, comfortable, safe, reliable, efficient, environmentally sustainable, and passenger friendly transport system to people. Almost every village and every habitation in Tamil Nadu is connected by buses providing transport facilities to as many as 2.04 crore commuters on a daily basis. In the cities too, buses provide mobility to a large number of people for their daily requirements. In Chennai alone 52 lakh passengers travel in the MTC buses every day. It has been the endeavour of this Government to provide state-of-the-art bus services

3 2 3 to the people which are also affordable. In order to cater to the needs of different economic segments, in addition to the ordinary buses, a variety of luxury cum comfort buses like Volvo, Air Conditioned, Ultra Deluxe, Super Deluxe and Semi-low floor buses are being operated. The SLF Buses have facilities of automatic door closure, LED route boards and air suspension. Tamil Nadu has always been in forefront in implementing Intelligent Transport Systems (ITS). In a phased manner Global Positioning System (GPS), Interactive Voice Response System (IVRS), Vehicle Tracking and Passenger Information System are being introduced. Electronic Ticketing Machines are gradually replacing traditional ticket vending. Fifty five On Line Ticket Reservation System (OTRS) centres have been established for advance reservation on long distance routes. We are at anvil of initiating e-ticketing and call centre facility to passengers. Simulators have been installed to provide training to drivers in safe driving skills. The STUs are constantly improving their performance in fuel efficiency, total revenue, occupancy ratio and reducing rate of accidents. Green fuel is being tested for introduction in the buses to reduce emission. In a long run it is planned to increase the share of public transport to 70% by reducing the dependency on privately owned vehicles. The Unified Metropolitan Transport Authority (UMTA) has been constituted for facilitating seamless travel, inter modal mobility, preparation of City Transport Plan and ensuring growth of public transport. Presently seven State Transport Undertakings are functioning in Tamilnadu with their headquarters in Chennai, Villupuram, Madurai, Kumbakonam, Coimbatore and Salem. SETC with its headquarters in Chennai caters to long distance and inter-state travels. Transport Development Finance Corporation, Pallavan Transport Consultancy Services, Institute of Road Transport and Motor Vehicles Maintenance Department are also functioning under the control of Transport Department. Further Transport Department also

4 4 5 coordinates with Indian Railways, Civil Aviation and Postal Telecommunication Departments of Government of India for their projects in Tamil Nadu. There is a healthy competition between the State Transport Undertakings and best practices evolved by one of the State Transport Undertakings are soon adopted and incorporated by other Corporations. The State Transport Undertakings are flag bearers of modernisation and efficiency in the country and their performance is being commended by the Planning Commission of India and Association of State Road Transport Undertakings (ASRTU), New Delhi. This was possible due to the constant guidance and financial support of the State Government. 2. State Transport Undertakings The transport operations were under the direct control of the Government till 1971, when they were brought under various Transport Corporations registered under the Companies Act, Thereafter, the Government appointed two Committees of Experts namely the Pattabiraman Committee in 1976 and the Thillainayagam Committee in 1990 to study in depth, the existing operations of the State Transport Undertakings and to suggest measures to improve them. The recommendations of these Expert Committees have been implemented wherever possible. 2.1 Bus Services As on the State Transport Undertakings are offering the following services: Chennai Metro City services 3057 Town Services (in Districts) 6406 Mofussil services 7723 Express services Inside State 555 Outside State 359 Ghat services 519 Total services Spare buses 1780 Total Fleet Strength 20399

5 Achievement in Operation The State Transport Undertakings have operated crore kilometers during which is an increase of crore kilometres over the previous year This year single day record highest collection of Rs crore by all STUs put together was made on The fleet strength of all State Transport Undertakings on was The fleet strength has increased to as on after replacement of 8204 overaged buses, thereby making the fleet younger. The average age of fleet is now 4.5 years. Thus the overall fleet strength has grown by 3295 buses, the percentage of growth being in the last four years. The total fleet strength of all State Transport Undertakings of Tamil Nadu is the highest in the country. 2.3 Performance The State Transport Undertakings have been consistently bagging national awards in achieving the best physical parameters. The Union Planning Commission while reviewing the performance of Tamil Nadu State Transport Undertakings has commended as follows: With respect to the performance in terms of Physical indicators, all the Undertakings of Tamilnadu State are performing well. In fact they are one of the best amongst the various State Road Transport Undertakings in the country. All undertaking of Tamilnadu taken together, the Load Factor, Utilisation (% of buses on road to average fleet held) and Kilometer per litre(kmpl) were high Moreover this performance has been achieved inspite of major financial crunch.

7 Financial Position of the State Transport Undertakings Despite good performance in the physical parameters, which have been appreciated by the Union Planning Commission, time and again, the financial conditions of the State Transport Undertakings have come under considerable pressure in the absence of revision of fare. Due to the increase in the establishment and operational costs and the fare per kilometre remaining unrevised for last eight years which being the lowest in the country, the overall expenditure of the STUs has increased. The loss for the year is Rs crore (pre-audit), as against Rs crore in Consumption of High Speed Diesel Oil and Lubricants There is considerable improvement in consumption of HSD and the KMPL of HSD oil consumed has improved from 5.13 during to 5.25 during The approximate savings on account of improvement in KMPL is around Rs crore. Similarly engine oil consumption per kms has come down from 4.07 litres to 3.78 litres. 2.6 Increase in Diesel cost The Government of India periodically revises the price of the Petroleum products depending upon global prices. HSD price has more than doubled since last revision of bus fare in the year Diesel cost for STUs accounts for 43 percent of the total revenue. 8 12 13 outstanding liabilities as on Particulars Rs. in crore HSD Oil and Lubricants Suppliers of spare parts, tyres Accident Compensation to be remitted to courts Statutory dues like PF, Gratuity, and Recoveries from employees Employees credit society Others Total The Government In the year , have sanctioned Rs.125 crore towards Pension Commutation and leave salary settlement to the retired employees of State Transport Corporations. 2.8 Replacement and augmentation of Fleet During the year the Government has provided financial assistance of Rs.275 crore to State Transport Undertakings for purchase of new buses. Three thousand buses are being procured which include 1600 coaches with the financial assistance from the State Government and from Government of India under Jawaharlal Nehru National Urban Renewal Mission. A part of the procurement was funded by Tamil Nadu Transport Development Finance Corporation limited. During the current year , 3000 buses are proposed to be purchased with the financial assistance of Rs.250 crore by the State Government and also part funding by TDFC as Hire Purchase Loan. 2.9 Comparison with fare structure prevailing in other States The fare per Kilometre in Tamilnadu is the lowest in the country. The existing fare structure for

State Tamil Nadu Andhra Pradesh Kerala Karnataka Fare Effective from Mofussil (Ordy) Deluxe Super Deluxe Ultra Deluxe Aircondi oned The fare in Tamilnadu has not been revised since December 2001 in the interest of the travelling public, though the costs of Diesel and Establishment have increased substantially Road safety and prevention of accidents Road accidents had become a major cause for death and disability. In the State of Tamil Nadu due to rapid urbanization and exponential growth of vehicles there has been a steep raise in road accidents. The accident compensation commitment for the STUs has gone up drastically from Rs crore in the year to Rs crore in the year The Government is giving overriding importance to reduce the road accidents and the STUs in collaboration with traffic police, highways department and drivers training institutes are not leaving any stone unturned to prevent road accidents. The drivers are being sent for regular refresher training to upgrade their driving skills. Yoga classes and meditation camps are being organized to reduce their stress levels. Safety clinics, brain storming session and human resources development training are also being organized at regular intervals. The state-of-the-art simulators are now being used for giving training to drivers. Alcohol consumption during duty hours is being viewed very seriously. In addition to the police checks, the squads of transport department

10 16 17 are doing surprise breath analysis test and to detect the cases of intoxication. The drivers involved in fatal and other major accidents are being provided with psychological guidance. In a phased manner the crew rest rooms and canteens are being upgraded with clean toilets and soothing environment so that the crew can get proper rest. The inputs given by IRT after analysing the accident data is being shared with State Highways and Police authorities so as to prevent accidents by improving roads, signage and traffic movement in accident prone area. To encourage safe driving, the STUs are providing special incentive to drivers with accident free record for 10 years and also reward the drivers under safe driving award scheme. In the year , a sum of Rs.2.78 crore has been released by the Government for the purpose of awarding medals and cash prizes to the drivers of State Transport Undertakings who have accidentfree record. The Institute of Road Transport selects young and energetic youths who have completed SSLC, for intensive 12 week training on driving heavy transport vehicles. They are also trained in attending to repairs to heavy vehicles, providing first aid, etc. The drivers trained by IRT are given priority in appointment in State Transport Undertakings. In certain State Transport Undertakings, system of two drivers has been introduced for driving long distance vehicles during night journeys to reduce driver s fatigue. The Government have issued an order of suspension / cancellation of Driving Licenses for traffic violations. Drivers are also subjected to periodical eye test. Ban on use of cell phones while driving is being strongly enforced. The State Transport Undertakings are uniformly taking tough stand on accidents by dismissing erring drivers. Our efforts have started bearing fruits and the rate of accidents per lakh km has come down from 0.29 in to 0.27 in Revival of Training Centres The number of Heavy Vehicle Driver Training Centres has been increased from 5 to 17 and

11 18 19 so far persons have been trained. To improve the quality of driver training,institute of Road Transport has procured four State-of-the-art Simulators at a cost of Rs.5.20 crore and has installed them at Chennai, Trichy, Pollachi and Madurai. Tamilnadu is the first state in the country to have provided this facility to the drivers for training. The proposal for establishment of Model Driver Training Academy at Chromepet (Chennai) is under active consideration of the Ministry of Transport and Highways, Government of India, New Delhi Travel concessions The Government have given travel concessions for travel in State Transport Corporation buses to the following categories of persons: 1. Members of Parliament, Members of Legislature, Ex-Members of Parliament, Legislative Assembly and Council. 2. Students 3. Accredited Journalists 4. Freedom Fighters drawing Central/State Pension and Widows and Legal-heirs of Freedom Fighters drawing Central Pension/State Pension. 5. Cancer Patients & Differently abled (Deaf, Blind, Mentally Retarded and Epileptic patients). 6. Drama Artists 2.13 Concession to Students With a view to benefiting all students and to give a real meaning to the concept of Education for all, students studying from Standard I to Standard XII in all schools including private recognized schools and students studying in Government Polytechnic and Government Arts & Science Colleges are provided with Free Travel Bus Passes to travel from residence to respective academic institutions. The free bus passes are valid on all days including holidays. Similarly, the students studying in all other colleges including private colleges are given 50% concessional travel bus passes to travel from residence to Colleges,

12 20 21 Private Polytechnics, ITIs and Arts and Science Colleges. These passes are valid on all days including holidays. Exchange tokens upto 60 in number are issued to the College students travelling in Metropolitan Transport Corporation buses to travel to the Library and back to their residence. In the current year the free travel bus facility is being extended to the students of all recognized Polytechnic Institutions. During the year , lakh students have been benefited. The reimbursement by the Government to the Transport Corporations came to Rs.300 crore during the year out of the claim of Rs crore. The entire face value of the ticket is reimbursed by the Government in respect of passes issued by the Metropolitan Transport Corporation (Chennai) Limited, in Chennai city, and in respect of Mofussil Transport Corporations the ticket cost is shared between the Government and the Corporation in the ratio of 56: Concessions to commuters For the benefit of general passengers, Monthly Season Tickets are issued collecting the Limited Stop Service (LSS) fare equivalent to 40 trips from the origin to destination for travel up and down on all days in a month in the Metro and Town services Travel As You Please Tickets Passengers can travel anywhere in Chennai, Madurai, Coimbatore, Salem, Trichy and Tirunelveli Municipal Corporation areas by purchasing tickets at the following rates subject to the conditions printed in the ticket. Recently Metropolitan Transport Corporation (Chennai) Limited has introduced sale of Travel As You Please Daily tickets in the buses itself through conductors. 1) One day ticket : Rs. 30/- 2) Weekly ticket : Rs.160/- 3) Monthly ticket : Rs.600/-

13 Concession for Senior Citizens 10% discount on fare is given in the buses of State Express Transport Corporation when reservation is done by Senior Citizen who has completed 60 years of age Labour Welfare Measures The State Transport Undertakings are implementing the following welfare measures for the welfare of the workers and their families. 1. Wages with Allowances 2. Service Weightage 3. Leave benefits 4. Steering Allowance 5. Education Assistance 6. Subsidised canteen facilities 7. Uniform 8. Marriage Loan 9. Reimbursement of legal fees 10. Free Travel passes to the children of the employee for attending Colleges / Schools. 11. Family Benefit Fund 2.18 Lok Adalat 12. Voluntary Retirement Scheme 13. Holiday Home 14. Tamilnadu Government Employees New Health Insurance Scheme. 15. Preferential Admission to Medical College, Engineering College and Polytechnics run by the Institute of Road Transport for the children of employees 16. The Pension Scheme for Transport employees 17. Employees' Post-Retirement Benefit Fund Scheme 18. Funeral expenses. In order to reduce the expenditure on account of accident claim compensation and to settle the claim early, the State Transport Undertakings have been instructed to settle the claims through Lok Adalat and reach mutual

14 24 25 settlement of accident claims and thus save huge amount to the State Transport Undertakings. During the year the Corporations have settled 605 cases through Lok Adalat and saved a sum of Rs lakh. 3. Functioning of Transport Corporations 3.1 Metropolitan Transport Corporation (Chennai) Limited Metropolitan Transport Corporation Limited is the monopoly bus operator in the greater Chennai Metropolitan area with a fleet strength of 3280 buses plying on 643 routes and operating 41,582 trips per day. MTC has ordinary, LSS, deluxe, Volvo and Vestibule buses in its operations. As a measure of attracting more passengers towards public transport system, MTC has replaced 3024 old buses in the last four years with low emission BSIII standard buses. It has also made use of the assistance under Jawaharlal Nehru National Urban Renewal Mission for introducing 1000 new buses. As a result of this, the number of daily passengers has increased up from 37 lakh in to 52 lakh at present. MTC offers concessional tickets to passengers like Monthly Season Ticket and Travel as You Please ticket which are well received by the Public. About 40,000 Travel as You Please daily tickets are being purchased per day. MTC has taken action to provide bus links to suburban and MRTS railway stations. Further it provides 48 night services and 200 Women & children specials. In certain important bus stands and bus stops in Chennai City glow sign advertisement Boards have been installed which not only add to visibility but also provide safe and secured environment. Besides, the Operational jurisdiction of Metropolitan Transport Corporation (Chennai) Limited has been extended by 10 more kilometres i.e., upto 50 kms. and Metropolitan Transport Corporation (Chennai) Limited, is operating services to places like Maraimalai Nagar, Chengalpattu, Padappai, Thiruporur, Sriperumpudur and Sunguvar Chatram. These extended services have fulfilled

15 26 27 long-felt needs of people living in these suburban areas. Introduction of Volvo Air-conditioned Services in Chennai City has been received well by the Public and hence 100 more A/c Volvo buses have been purchased during the year Because of introduction of such high quality bus services in Chennai city, people have started switching from private transport to the Metropolitan Transport Corporation buses. Construction of new depots and terminals, improvement of infrastructure in existing depots/ terminals, modernisation of passenger information system by installing Digital Boards in Bus terminals to display the arrival and departure timings of bus service, monitoring bus movement by Global Positioning System (GPS) are implemented under Jawaharlal Nehru National Urban Renewal Mission. Already, Vehicle Tracking and Control System (VTCS) has been in operation for last three years whereby the bus movements are monitored on real time basis and arrival of buses at bus stops is displayed in the digital boards put up at bus stops. After the successful pilot project which was funded by the Government of India, it is now taken over by Metropolitan Transport Corporation and proposed to extend this facility based on GPS technology to at least 1500 Metropolitan Transport Corporation buses in Chennai City. It has been proposed to bring all the bus services plying in the major corridors of Anna Salai, EVR Periyar Salai and Kamarajar Salai under this project in a phased manner. Using the same GPS technology, Metropolitan Transport Corporation (Chennai) Ltd., has introduced in 10 buses the Bus Stop Announcement System for announcing the name of the on coming bus stop inside the bus, which will also be extended to other buses in a phased manner. In this manner, MTC is taking all necessary steps to achieve status of an Intelligent Bus Transport system. The Association of State Road Transport Undertakings, a unit of Ministry of Surface Transport, Government of India has presented awards to Metropolitan Transport Corporation Ltd.,

16 28 29 for Maximum improvement in Vehicle Productivity, Highest Tyre Performance and Maximum Improvement in Tyre performance awards for the year in a function held on 26 th November State Express Transport Corporation (Tamil Nadu) Limited, Chennai. The State Express Transport Corporation with a fleet strength of 1008 buses operates 555 long distance services in Tamilnadu, 52 services to Andhra Pradesh, 135 services to Karnataka, 94 services to Kerala and 78 services to Puducherry. This corporation has introduced 726 new buses in the last four years. The Corporation has introduced 50 Air-conditioned buses and 656 Ultra Deluxe buses to provide better facilities to passengers. The Corporation carries seventy five thousand passengers every day. State Express Transport Corporation Ltd has introduced vehicle tracking system using Global Positioning System technology in 50 vehicles plying between Trichy and Chennai. GPS based Passenger Information Display Boards informing the expected arrival time of the buses are installed at important destinations like Chennai, Villupuram, Trichy etc. The Corporation has also established 55 On Line Ticket Reservation Counters all over the State for enabling the commuters to reserve tickets. The Corporation is taking steps to introduce e-ticketing system for the benefits of the passengers to purchase their journey tickets directly via internet. As a welfare measure, for the first time, the Corporation has established an air-conditioned Crew Rest room at Chennai for the comfort of crew members operating long distance services. The Association of State Road Transport Undertakings has recently presented an award to State Express Transport Corporation Ltd., for Highest Performance in Vehicle Productivity for the year

17 Tamil Nadu State Transport Corporation (Villupuram) Limited Tamil Nadu State Transport Corporation (Villupuram) Ltd operates buses in Villupuram, Vellore, Kancheepuram, Thiruvannamalai, Cuddalore and Thiruvallur Districts. This Corporation operates 3003 services including 30 Air conditioned Volvo buses, covering lakh K.Ms and provides transport facilities to lakh passengers every day. The Association of State Road Transport Undertakings has presented awards to Tamilnadu State Transport Corporation (Villupuram) for Maximum improvement in Vehicle Productivity and Highest Performance in Vehicle Productivity (Runner) for the year in a function held on at New Delhi. In the year the Corporation has taken action to construct a Regional Office building at Kancheepuram and new Depots at Uthiramerur and Pothatturpettai 3.4 Tamil Nadu State Transport Corporation (Salem) Limited This Corporation operates buses in the Districts of Salem, Namakkal, Dharmapuri and Krishnagiri. The Corporation operates 828 Town Services, 1041 Mofussil Services and 20 Ghat Services by daily operating about 9.6 lakh kms and carrying lakh passengers. The Corporation is providing bus facilities to the tourist places like Yercuad, Kolli Hills, Hogennakkal and Mettur. The Association of State Road Transport Undertakings has awarded to Tamilnadu State Transport Corporation (Salem) Ltd for maximum improvement in vehicle productivity (Runner) for the year in a function held on 26 th November Tamil Nadu State Transport Corporation (Coimbatore) Limited The Corporation provides bus transport services in Coimbatore, Thirupur, Nilgris and Erode Districts. The Corporation operates

18 Town services and 1039 Mofussil services and 413 Ghat services by covering lakh kms and moving lakh passengers every day. The Corporation has purchased 300 Semi Low Floor buses with the financial assistance under Jawaharlal Nehru National Urban Renewal Mission. The Corporation shall play a pivotal role in transportation of delegates, experts and visitors to the World Classical Tamil Conference being held at Coimbatore in June Tamil Nadu State Transport Corporation (Kumbakonam) Limited The Corporation is providing bus facility in Thanjavur, Thiruvarur, Nagapattinam, Trichy, Karur, Permbalur, Ariyalur, Pudukottai, Sivagangai and Ramanathapuram Districts. The Corporation operates 1175 Town Services and 2035 Mofussial Services by covering lakh KMs per day and carrying lakh passengers. This Corporation is operating its buses to important pilgrim and tourist centres like Nagoor, Vellankanni, Thirunallar, Swamimalai, Thanjavur, Srirangam and Rameswaram. For the welfare of the employees, a model canteen has been built at Malaikottai Depot in Trichy during the year and the Corporation has opened a new depot at Manalmelkudi in Pudukottai District in the same year. 3.7 Tamil Nadu State Transport Corporation (Madurai) Limited Tamil Nadu State Transport Corporation (Madurai) Ltd is operating buses in Madurai, Tirunelveli, Thoothukudi, Kanyakumari, Dindigul, Theni and Virudhunagar Districts. The Corporation operates 3820 services which includes 2074 Town services, 1683 Mofussil Services and 63 Ghat Services by covering lakh kms and providing transport services to lakh passengers per day. Special services are operated to Sabarimalai during festival season in consultation with the Transport Department, Government of Kerala.

19 34 35 Under the Jawaharlal Nehru National Urban Renewal Mission, this Corporation has availed the Central Government assistance and procured 300 Semi Low Floor buses during A new Depot at Kariyapatti in Virudhunagar District was opened during The Association of State Road Transport Undertakings has recently presented an award to Tamilnadu State Transport Corporation (Madurai) Ltd for Highest Tyre Performance for the year Unified Metropolitan Transport Authority (UMTA) The Government has taken the earliest steps in October, 2007 to constitute Unified Metropolitan Transport Authority (UMTA) for Chennai in line with the National Urban Transport Policy. This Authority will be a co-ordinating agency for various projects and schemes being undertaken by departments like State Highways, Public Works, National Highways, Corporation of Chennai, Chennai Metro Rail Limited, Southern Railway and Metropolitan Transport Corporation. The basic purpose of UMTA is to achieve integration of all modes of transport in the City of Chennai like buses, local trains and MRTS, along with Metro Rail and Bus Rapid Transit System (BRTS) in future to provide seamless travel to the passengers across the entire network. It is proposed to give statutory support to UMTA so that the Authority is able to effectively discharge its functions and responsibilities. 5. Tamilnadu Transport Development Finance Corporation Limited TDFC was established on as a non Banking Finance Company with Reserve Bank of India with a mandate of mobilising deposits from Government Departments, public undertakings and general public and to use them to provide loans to

TDFC sanctions Hire Purchase loans for procurement of chassis and Body building, long Term Loans for construction of Depots and Workshops and Short Term Loans to meet MV Tax commitments and Working Capital requirement of the State Transport Undertakings. In the current financial year TDFC has achieved a landmark in deposits collection by crossing Rs.1000 crore and as on the total deposits is Rs crore. The growth is as follows:- TDFC as a Government owned NBFC enjoys the public confidence and trust as one of their investment avenues. At present Deposits are mobilised under two different schemes namely Periodical Interest Payment Scheme and Money Multiplier Scheme. The minimum amount of deposit accepted is Rs.10,000/- and attractive rate of interest is offered which is revised periodically according to the market trends. With a view to render service to depositors in other major cities and to tap the potential deposits in these areas, TDFC has Deposit Mobilisation Centres at Coimbatore, Trichy, and Madurai. For the year TDFC has proposed to lend a sum of Rs crore to the STUs for purchasing 900 new buses besides giving loan assistance for payment of MV Tax, Bonus and other working capital needs to the tune of Rs crore. 6. Pallavan Transport Consultancy Services Limited Pallavan Transport Consultancy Services Ltd., was established in April 1984 as a wholly owned Company of Government of Tamil Nadu and is functioning with an objective to provide Consultancy services for development of Road Transport Projects. Since its inception, PTCS has diversified its activities and has taken up consultancy services in the areas of Information Technology, Software Development, Traffic & Transportation, Intelligent Transportation systems and Highway Engineering. PTCS has a team of qualified and experienced consultants and is also supported by Experts from Institute of Road Transport, Highways Department and Faculty of Anna University. Pallavan Transport Consultancy Services Ltd., is participating in tenders as consortium by associating with reputed consultancy organisations with rich experience in the relevant fields. In this manner, even with a staff strength of eleven, PTCS has emerged as a reputed consultancy service organisation. PTCS has completed various prestigious projects for Tamil Nadu State Transport Corporations, Chennai Metropolitan Development Authority, Commercial Taxes Department, Chennai Corporation, Chennai Port, Civil Supplies & Consumer Protection Department, Tamil Nadu Road Development Company, Directorate of Town and Country Planning, Motor vehicle Maintenance

23 42 43 Department, Health Transport Department and Tamil Nadu Archives and Historical Research Department. In addition to the above, PTCS had also been engaged as consultant for various projects by offshore / other State clients such as Uttar Pradesh State Transport Corporations, Ahmadabad Municipal Corporation, Meghalaya State Transport Corporation, Karnataka Transport Corporation, Government of Guinea etc. PTCS is closely associated and monitoring the functioning of Online Ticket Reservation System (OTRS) for STUs and installation of TV sets in Tamil Nadu State Transport Corporation Buses through BOOM model and Vehicle Tracking Control System using GPS Technology. PTCS has proposed to take up the works of establishing a call centre for Tamilnadu STUs, tracking system for entry and exit of SETC buses in the bus terminals, creating common computer application software for all STUs and setting up of Modernised and computerised check posts at Pethikuppam and Hosur. 7. Institute of Road Transport The Institute of Road Transport (IRT) was started in the year 1976 as a society registered under the Societies Registration Act, 1860 with the main objective of applied research on issues pertaining to Traffic, Transportation, Road Safety and Bus System Management. Institute of Road Transport conducts quality tests on random samples of spare parts procured by the State Transport Undertakings in Tamil Nadu, and imparts training to the employees of STUs and road users. The Institute also conducts examinations for Executives and Non-Executives which serves as a basis for promotion of employees. The institute has published Accident Investigation Manual, which serves as a Guide to the STUs while investigating the accidents involving STU vehicles. Further the institute has published Technical Manuals for the use of STUs. The Institute conducts skill upgradation training programme for the officers and employees of Transport Corporations both in IRT Campus and

Totally 45,710 candidates have undergone Heavy Vehicle Driver training course up to in these seventeen centres. The Institute of Road Transport is also running a Light Motor Vehicle Driver Training Centre at Taramani, Chennai and Trichy for imparting training in driving Light Motor Vehicle and two-wheelers. In the year 1984, Institute of Road and Transport Technology was started at Erode with a special emphasis on Automobile Research under the control of IRT for offering Under Graduate and Post Graduate Engineering Degree Courses to the wards of employees of STUs. The Engineering College is affiliated to Anna University with a total annual intake of 438 students in Under Graduate and Post Graduate Degree Courses. The All India Council for Technical Education has accredited the Engineering College for the Bachelor s Degree

25 46 47 Courses in Civil, Mechanical and Automobile Engineering. So far 5,694 B.E. Graduates, 61 M.E. (Structural), 18 M.E. (Thermal) and 501 M.C.A. Post Graduates have passed out from this Engineering College. The Institute of Road and Transport Technology is rated as one of the reputed Engineering College in the State. A Medical College with hospital facilities was started in the year 1986 at Perundurai with an annual intake of 60 Students in MBBS Course for the benefit of employees of Transport Corporations. This College has produced 1,014 Doctors from its inception. The Medical College is giving free treatment for Tuberculosis under Revised National Tuberculosis Control Programme. IRT School of Nursing offers Diploma in Nursing since the academic year at Perundurai Medical College premises. The Institute of Road Transport has also started three Polytechnic Colleges at Chrompet, Bargur and Tirunelveli in the year At present, Diploma Courses are conducted in three branches namely, Electrical, Electronic and Computer Science, with a total annual intake of 520 Students. Out of the total seats in Medical and Engineering Colleges, 65% of the seats are being filled up by the Government and the balance 35% seats are being filled up among the wards of employees of State Transport Undertakings on merit and also on communal rotation basis from the academic year In Polytechnic Colleges, 50% of the seats are being filled up under Open Quota as per the orders of the Director of Technical Education. The balance 50% seats are being allotted to the wards of employees of State Transport Undertakings on merit basis. The expenditure for the educational institutions is met out from the interest earned from the contribution amount by the employees given as Interest Free Loan (IFL). The capital expenditure of IRT and these educational institutions are met out of special contributions received from the State Transport Undertakings. The Institute of Road Transport acts as a nodal agency for purchase of major items like Chassis, fully Built Buses, Tyres, Tyre Retreading materials, Printing of Tickets, Lubricants, Electronic Ticketing machine etc., to cater to the procurement needs of State Transport Undertakings in Tamil Nadu. 8. Motor Vehicles Maintenance Department Motor vehicles maintenance department, comprising of 20 Government Automobile Workshops situated in various district head quarters all over the state, is functioning for the past 58 years, as a service department, with the main objective of providing economical and efficient service to Government vehicles and is catering to

27 50 51 the maintenance needs of about 15,000 Government vehicles. The department is under the control of Director, who is assisted by three Regional Deputy Directors at Trichy, Salem and Madurai and has a total strength of 696 staff members. A service station is functioning at Fort St. George for maintenance of about 500 vehicles attached to Secretariat. There are 10 fuel dispensing Bunks functioning under the control of this department. At present new generation vehicles are being inducted in the fleet of Government departments. To maintain these vehicles, special training programmes are being imparted to the technical staff, in coordination with the respective vehicle manufacturer. Special tools and equipments needed for the maintenance of these vehicles are being gradually procured. The computerization of Motor Vehicle Workshop and office activities has been completed in all offices of this department. Management Information System has been developed for prompt reporting of vital components like vehicle position, spares availability, man power availability. The powers delegated to the district level officers for purchasing of spares have been increased from Rs.2,000 to Rs.10,000 per month. Computerisation along with enhanced delegation of financial powers has significantly improved the efficiency of the department and down time for repairs has been brought down. The department has proposed to spend about Rs.50 lakh in the current year for improving its infrastructure facilities. 9. Modernisation and Expansion of Chennai Airport In the recent past Chennai has grown as a Hub for foreign direct investment in sectors like Manufacturing, Automobiles, Electronic Hardware, Information Technology, Services, etc. Apart from this, a large number of foreign investors like Ford, Hyundai, Nissan Renault, BMW, Saint Gobain, Motorola, Nokia and Foxconn etc., have made Chennai their production base. Tamil Nadu is also

28 52 53 an important destination for foreign tourists. In recent years, the Chennai airport has recorded significant growth in both passenger traffic and cargo movement. Keeping all these in mind the Government decided to go for Modernisation and Expansion of Chennai Airport in co-ordination with the Government of India. The Airports Authority of India, which is undertaking the modernization programme has proposed to spend about Rs.1808 crore on this project. The modernization of Chennai Airport will be completed by Already 126 acres of lands was acquired by the State Government at a cost of Rs crore and handed over to Airports Authority of India. The works on expansion are going on. The State Government is also taking necessary action for establishing a Greenfield airport at Sriperumpudur. 10. Non Metro Airports The State Government is taking necessary action to acquire acres of lands for the expansion and modernisation of Madurai airport at a cost of Rs crore. Further 613 acres of lands is proposed to be acquired for the expansion and modernisation of Coimbatore airport at a cost of Rs.355 crore. The Coimbatore Airport is getting a major face lift and a new arrival and departure hall and will get ready prior to the World Tamil Classical Conference. In addition, the State Government is taking necessary action to acquire lands for expansion and modernisation of Non Metro Airports at Trichy, Tuticorin and Salem as per the Master Plans submitted by Airports Authority of India. 11. Rajiv Gandhi Institute of Aeronautical Science and Training of Pilots Academy. The Government have decided to set up Shri Rajiv Gandhi Institute of Aeronautical Science and Training of Pilots Academy at Vellore as part of expansion of Vellore Airport. This would be taken up by the TIDCO in collaboration with Airports Authority of India.

29 Madras Flying Club The Madras Flying Club was started in the year 1930 and over the years the Club has become a Centre of education for training boys and girls in flying and Aircraft Maintenance Engineering and a large number of Pilots and Engineers trained by this Club has been employed in Aviation Industry. The Tamil Nadu Government is sanctioning Rs.3.80 lakh per year for the Madras Flying Club as Fixed Subsidy and a sum of Rs.3.72 lakh as Fuel Subsidy to meet the Establishment charges and other running expenditure of the Club.
