1 Akbar Jazayeri Director of Revenue and Tariffs May 22, 2001 ADVICE 1545-E (U 338-E) PUBLIC UTILITIES COMMISSION OF THE STATE OF CALIFORNIA ENERGY DIVISION SUBJECT: Tariffs Implementing Decision No In compliance with Decision No (D or Decision) in Application No (A ), dated May 15, 2001, Southern California Edison Company (SCE) hereby transmits for filing the following changes to its tariff schedules. The revised tariff sheets are listed on Attachment A and are attached hereto. Also, included in this advice filing are supporting workpapers for revenue allocation and rate design. PURPOSE This advice filing is made in compliance with D in SCE s Rate Stabilization proceeding. As discussed in more detail in the Information section below, this advice filing: (1) modifies tariff language where necessary to implement new rate structures; and (2) revise rate components in all tariff schedules and other impacted sections of the Preliminary Statement in compliance with Ordering Paragraphs 1 and 2 of D Form No , Formats A.1 through L.1 are being modified to display the new tiered baseline rates and the new California Department of Water Resources (DWR) Charges line item. BACKGROUND On March 27, 2001 the California Public Utilities Commission (Commission) adopted an average three-cent per kwh rate surcharge and made permanent the one-cent per kwh Emergency Procurement Surcharge (EPS) originally authorized by the Commission as a temporary surcharge on January 5, 2001 in Decision No Although it did not adopt specific rates at that time, the Commission expressed an intention to adopt inverted or tiered rates in its final decision. 2 ADVICE 1545-E (U 338-E) May 22, 2001 INFORMATION This filing incorporates the provisions of the Decision pursuant to Ordering Paragraphs 1 and 2. The attached tariffs reflect the incremental revenue requirement as set forth in Paragraph 1, items A and B, and Paragraph 2, and revenue allocation and rate design principles as described in Paragraph 1, items D through Q, as discussed below: I. Revenue Requirement Based on 3 Cent Per kwh Surcharge The revenue allocation and rate design filed herein apply to the 3 cents per kilowatt-hour (kwh) surcharge adopted in D Increases are applied to currently authorized rate levels, which include the now permanent EPS originally authorized on January 5, The one-cent per kwh EPS, formerly recovered as a surcharge over and above other applicable rates, is now reflected in total rate levels by adding one-cent to all applicable cent-per-kwh energy rates. Thus, Schedule EPS is being withdrawn. D-CARE customers are exempt from the EPS. II. Revenue Requirement Calculated on Total System Sales This filing establishes rates based on a revenue requirement increase of $2.513 billion. This incremental revenue requirement is obtained by multiplying the 3 cent per kwh surcharge adopted in D by an annual system-wide sales forecast of 83,780 gigawatt-hours (GWh). The incremental revenue requirement is allocated to bundled service customer s sales only. SCE has included in the workpapers attached to this filing the forecast level of Direct Access (DA) sales (1,447 GWh) removed from total system sales, by rate group, in developing the revenue allocation and rate design incorporated herein. III. Incremental Revenue Is Allocated Based on Bundled Service Sales The incremental revenue requirement of $2.513 billion is allocated to rate groups based on each group s percentage of total sales to bundled service customers. Direct Access sales forecasted for 2001 are excluded. Bundled service sales by rate group, the resulting allocation factor and allocated revenues are shown in Table 1 attached and included in the workpapers. IV. CARE and Medical Baseline Customers and Residential Usage Below 130% of Baseline Are Exempt Pursuant to D and provisions of Assembly Bill (AB) X1-1, all CARE program customers usage and usage of non-care residential

3 ADVICE 1545-E (U 338-E) May 22, 2001 customers up to 130% of baseline allocation are exempt from recovery of revenues associated with the three-cent per kwh surcharge. In addition, all usage of customers eligible for medical baseline allowances under Preliminary Statement, Part H are also exempt. The revenues associated with these exemptions are estimated to total $512.2 million and are detailed in Table 1 attached and included in the workpapers. V. Revenues Associated with Exemptions, Bill Limiters and Rate Caps Are Reallocated to Non-Exempt Sales Revenues associated with the exemptions described above are combined with revenue deficiencies resulting from the application of bill limiters and rate caps adopted in D and reallocated one-third each to non-exempt sales of SCE s three (3) major customer classes: Residential, Commercial and Industrial. Revenue requirement increases resulting from the allocation of the three-cent per kwh surcharge are capped at 20% for Agricultural customers on time-of-use (TOU) rate schedules and 15% for Agricultural customers taking service on non-tou rate schedules. In addition, individual bill increases are limited to 250% over current rate levels for agricultural customers and 300% for all other customers. The revenue shortfall associated with these provisions and the allocation factors applied are shown in Table 1 attached. VI. Rates Include an Allocation of Shortfalls Resulting from Bill Limiters As a result of estimating and reallocating the revenues associated with the exemptions and limits described above prior to rate design, final rates authorized in D are attached hereto which include the resulting shortfalls. VII. Residential Rates Are Redesigned to Reflect a 5-Tier Structure Current Residential service rates consist of a Basic Charge and Energy Charges for usage up to a set baseline allocation and for all usage in excess of baseline. As ordered in D and subject to provisions of AB X1-1, Energy Charges are redesigned in a tiered structure with charges that increase with the level of usage. The five kwh usage tiers are set as follows: Tier 1 Tier 2 Tier 3 Tier 4 Tier 5 Up to the Baseline amount From Baseline to 130% of Baseline From 130% to 200% of Baseline From 200% to 300% of Baseline In excess of 300% of Baseline

4 ADVICE 1545-E (U 338-E) May 22, 2001 Charges for usage falling within Tier 1 and Tier 2 designations are exempt from increases from the authorized three-cent per kwh surcharge and are maintained at current levels (these rates include the now permanent EPS). Surcharge rates for Tiers 3, 4 and 5 are set to recover the entire allocated revenue requirement, including revenues associated with sales exemptions, rate caps and bill limiters described in Item E above. The Tier 3 rate is set by establishing a Tier 2 to Tier 3 rate differential of two-times the difference between the Tier 1 and Tier 2 charges. This differential is added to the new Tier 3 rate to determine the Tier 4 energy charge. The new Tier 5 energy charge is designed residually to recover the remaining revenue requirement. Revenues allocated for recovery under the new tiered-rate structure and the subsequent rate design are included in the attached workpapers. VIII. Incremental Revenue Requirements Are Allocated 70% to Summer and 30% to Winter Periods Incremental revenues allocated to Commercial and Industrial rate groups with no existing TOU structure are further divided 70% to the Summer season and 30% to the Winter season. For SCE, application of this order applies to Schedule GS-1 (Small Commercial) only. SCE s standard seasonal definitions will apply. IX. A Bill Limiter of 300% Is Established for All Rate Classes with the Exception of Agriculture Individual customer bill impacts, including surcharge revenues, are limited at 300% of levels under existing rates. Pursuant to Paragraph 9 of the Order, SCE will file an advice letter to implement required bill limiters and associated balancing accounts by July 1, In establishing the new charges filed herein, SCE has estimated the revenue deficiencies attributable to the 300% bill limiter and reallocated for recovery from non-exempt sales as described in Item E above. These allocated revenues are shown in Table 1 attached and included in the workpapers. X. Declining Block Rates Are Replaced by an Increasing Block Structure Schedule GS-2 (Medium Commercial) and PA-2 (Demand-metered Agricultural) rates currently include a declining block rate structure, with energy charges decreasing with increasing consumption. As required by the Decision, allocated revenues are assigned for recovery within the existing block definitions such that energy charges will increase with increased consumption. Current kwh blocking definitions define the first

5 ADVICE 1545-E (U 338-E) May 22, 2001 block of consumption as all kwhs up to 300 hours multiplied by peak measured demand in kilowatts (kw), and the second block as all kwh in excess of this amount. For Schedule GS-2 proposed Block 1 energy charge is set at the current level plus 3.25 cents per kwh, with the Block 2 energy charge set residually. For Schedule Pa-2 proposed Block 1 energy charge is set at its current level, with the Block 2 energy charge determined residually. XI. Revenue Requirement Increases to Agricultural Rates Are Limited Revenue requirement increases resulting from the allocation of the threecent per kwh surcharge are capped at 20% for Agricultural customers on TOU rate schedules and 15% for Agricultural customers taking service on non-tou rate schedules. Surcharge revenues, including deficiencies associated with the exemptions are initially allocated to all rate groups as described in Item E. XII. A Bill Limiter of 250% Is Established for All Agricultural Rate Classes Individual customer bill impacts, including surcharge revenues, are limited at 250% of levels under existing rates for all Agricultural Rate Class customers. Pursuant to Paragraph 9 of the Order, SCE will file an advice letter to implement required bill limiters and associated balancing accounts by July 1, In establishing the new charges filed herein, SCE has estimated the revenue deficiencies attributable to the 250% bill limiter and reallocated for recovery from non-exempt sales as described in Item E above. These allocated revenues are shown in Table 1 attached and included in the workpapers. XIII. Incremental Revenues are Allocated to Street Lighting and Traffic Control Rate Classes on an Equal Cents per kwh Basis The incremental revenue requirement of $24 million for Street Lighting and Traffic Control Rate Class customers is allocated on an equal cents per kwh basis to bundled service customers, Direct Access sales forecasted for 2001 are excluded. Bundled service sales by rate group, the resulting allocation factor and allocated revenues are shown in Table 1 attached and included in the workpapers. XIV. Legislated 10% Rate Reduction Will Continue to Apply to Frozen Rates The 10% Rate Reduction will apply to that portion of the total bill representing rates in effect on January 3, 2001 for Bundled Service

6 ADVICE 1545-E (U 338-E) May 22, 2001 Customers. The 10% bill credit does not apply to increases in total rates implemented after January 3, O &P. Bill Formats Energy Statement Form No , Formats A.1, B.1, C.1, C.1, E.1, F.1, G.1, H.1, I.1, J.1, K.1, and L.1 are being modified to display the new tiered baseline rates and the new DWR line item. Since the Energy Statement is not a preprinted form but is created at the time of billing, SCE has included four samples to display where the new information will be displayed and are included in this filing as Attachment A. Q. The Average Industrial Rate Is Capped at /kwh As indicated in Table 1 attached, the average industrial (Large Power rate group) rate is below 12.9 /kwh. Therefore, there is no shortfall arising from this rate cap to be reallocated. The above charges used for customer billing are determined using the components shown in the Rate Components Section following the Special Conditions Section. Minimum Charge: SPECIAL CONDITIONS Customers taking service under Schedule D shall be subject to a daily Minimum Charge of $ per Single-Family Residence and $ per Multi-Family Residence. The Minimum Charge is applicable when (1) the number of kwh used multiplied by the Annualized Base Rate in effect on June 10, 1996, of $ per kwh plus (2) the applicable Basic Charge, is less than the Minimum Charge. In addition, charges for energy are calculated for customer billing by multiplying the other offset charges in effect on June 10, 1996, of $ per kwh, by the kwh usage. 1. For the rate components shown in the Rate Component Section of this Schedule, the June to October period shall commence at 12:00 a.m. on the first Sunday in June and continue until 12:00 a.m. of the first Sunday in October of each year. The October to June period shall commence at 12:00 a.m. on the first Sunday in October of each year and continue until 12:00 a.m. of the first Sunday in June of the following year. 2. Seasonal Service: For customers who normally require service for only part of the year, this schedule is applicable only on annual contract. 1P15

PUC Sheet No E Schedule D Sheet 4 DOMESTIC SERVICE SPECIAL CONDITIONS 6. 10% Credit: Subject to Commission Decision , or amendment to the Company s cost recovery plan, customers will receive a 10% credit on the portion of the total bill representing rates in effect on January 3, 2001 for Bundled Service Customers. The 10% bill credit represents a reduction to the Customer s Competition Transition Charge (CTC). Customers eligible for the credit will repay the bonds or other ratemaking mechanism used to provide the credit. The 10% bill credit does not apply to increases in total rates implemented after January 3, (C) (C) (C) (C) 7. Billing: A Customer s bill is first calculated according to the total rates and conditions above. The following adjustments are made depending on the option applicable to the customer. a. Bundled Service Customers receive supply and delivery services solely from Edison. The Customer s bill is based on the total rates set forth above. The Power Exchange (supply) component is equal to the Averaged Power Exchange (PX) Energy Charge as set forth in Schedule PX. b. Direct Access Customers purchase energy from an Energy Service Provider and continue receiving supply and delivery services from Edison. The Averaged PX Energy Charge is determined as specified for a Bundled Service Customer. The customer s bill will be calculated as for a Bundled Service Customer, but the Customer will receive a credit for the Averaged PX Energy Charge. c. Hourly PE Pricing Option Customers receive supply and delivery services solely from Edison.* A Customer taking Hourly PE Pricing Option service must have an interval meter installed at its premise to record hourly usage, since PE Costs change hourly. If such metering is not currently installed, it shall be installed at the Customer s expense before Hourly PE Pricing can be provided. Edison s charges for such metering are determined as set forth in Rule 2, Section J. The rate of the single-family domestic rate schedule, Schedule D, shall be adjusted as follows: Energy Charge: The baseline quantity to be billed under rates designated as applicable to Baseline Service shall be determined by multiplying the applicable baseline quantities set forth in Special Condition No. 8, by the number of qualifying RV units in a qualifying RV park; plus any eligible Medical Baseline Allocations. If any tenant in a submetered Qualifying RV Park qualifies for CARE rate assistance as set forth in Schedule D-CARE, the Baseline quantity shall be prorated among the applicable CARE Baseline rate and the regular Baseline rate according to the proportion of qualifying and nonqualifying spaces.
