Antonio Carlos Marques de Araujo Ronald Edward Hardinge-Bailey de Amorim Electricity Regulation Specialists Berlin Cidade-UF, - October Data 23 rd, 2017 Electric Mobility The challenges of regulating the charging infrastructure during early market development in Brazil
Disclaimer This presentation was prepared by Antonio Carlos Marques de Araujo and Ronald E. H.-B. de Amorim in their personal capacity. The views expressed in this work are those of the authors and do not necessarily reflect the position of the Agência Nacional de Energia Elétrica (ANEEL) or the Brazilian government.
Main regulatory issue How may EV charging activities fit within the Brazilian Electricity Sector given legal and regulatory framework?
Charging Profiles Regular Necessity Opportunity Location At home On the way At destination Charging Speed Slow Fast In between Regulatory Fit
Charging Profiles Regular Necessity Opportunity Location At home On the way At destination Charging Speed Slow Fast In between Regulatory Fit OK Gap Gap
Additional Issues The necessity of a public charging infrastructure; New electricity demand profile; Mobile load (and storage); and Bidirectional flows.
ANEEL s approach
ANEEL s approach Embedded principles Regulate only where and when needed (responsive regulation); Reduce market distortions and increase price transparency as much as possible; Work to reduce regulatory uncertainty and possible barriers to competition.
ANEEL s approach
Electric Mobility in Brazil 5,500 EVs / 10% Plug-in EVs. Unknown number of EVSEs. No incentives for EV or EVSE acquisition. No established goal to ban ICE vehicles. Strong biofuel initiatives. But...
Electric Mobility in Brazil Import Tax for EV and EVSE: from 35% to 0%. (Oct 2015); New set of public policies for the automotive sector from Jan 2018 in discussion. ( Rota 2030 ); Industrialized Products Tax may go from 25% to 7%; Expected introduction of energy and emissions efficiency criteria to define taxation. Several bills at National Congress; Growing interest of specific groups and local governments; Several (yet, small-scale) initiatives.
Electric Mobility Initiatives Santa Catarina Brasília Brasília São Paulo São Paulo Rio de Janeiro
Proposed draft regulation Regulatory fit of EV charging activities ; The necessity of a public charging infrastructure; New electricity demand profile; Mobile load (and storage); and Bidirectional flows.
Proposed draft regulation 1. Any interested party may provide EV charging services to third-parties; electricity retail value-added service 2. Minimum interoperability requirements for EVSE; 3. User pays principle; 4. Registration of all EVSE installations, public and private.

Final Remarks The Electricity Regulator s main concern should not be to promote transport electrification. Rather, it should focus on: Reducing uncertainty/obstacles for those willing to invest; Looking after the interests of the electricity sector and bill payers; and Supporting established policy objectives.
Final Remarks [ ] However, the CRU has statutory duty to protect the interest of the electricity consumers. The CRU approved funds in order to allow an R&D trial to be carried out. As the trial has now concluded and the report has been published, there is no further basis on which the CRU could justify further funds beyond that required by the R&D trial. The CRU cannot impose costs on electricity customers to cross-subsidise the transport sector. Funding will have to come from other sources such as, for example subsidies, equity investment from other parties, or from fees recovered from the users of EVs. Commission for Regulation of Utilities (CRU) decision regarding further funding of the current EV charging infrastructure in Ireland (Oct 11, 2017)
Final Remarks Proof-testing of the proposed regulation: Innovative business models (e.g. bookmycharge.com); Inductive charging.
