2 Britain s railways are booming but are facing a capacity crunch Passenger numbers have doubled since 1996 and are set to double again over the next 25 years. We are here: In most places where capacity is needed we have already done what we can Do nothing to address capacity challenges: rely on other modes of transport Conventional only: Lengthen trains and platforms, infrastructure interventions System upgrade: Digital: ETCS, TM, C-DAS, ATO Enabling Conventional*: e.g. Junctions, grade separation Major conventional: Major infrastructure programmes and network configuration e.g. building new viaducts Future 3

5 What can ETCS do to help us with this problem? 5

6 There are white spaces left unused on the rail network Current Empty Space Block Capacity is limited by an inflexible system of block signals Digital Railway Transformation Latent capacity unlocked by removing headways to run trains closer together Digital train control allows us to use those gaps. We can safely manage the flow of more trains, running closer together on the network. 6

7 Our business needs from ETCS We need to increase capacity on our networks. Shorter headways by increasing the amount of track side train detection systems is: Not affordable from financial point of view Not affordable from reliability point of view The ETCS business case needs to be improved: Need to exploit reduced headways to increase train paths at peak periods Improve reliability standards 7

8 Establishing effective and collaborative relationships will be critical to the successful delivery of digital interventions Passenger and freight benefits Shared knowledge Targeted deployment Best use of funding Strong accountability for delivery and performance Incentives that promote high performance and partnership Focus on solving the most pressing challenges for the network Drive down costs throughout the supply chain Harness shared knowledge and experiences and lessons learnt 8

9 The opportunity Network Rail and ProRail see the opportunity for the smooth migration to Level 3 with protection of investments made. Initiative supported by ERA. This enables a stepwise introduction of Level 3 without introducing business risks. Joint desire to undertake a prototype demonstration trial in Joint Memorandum of Understanding signed in Work closely with core system suppliers. ETCS Hybrid Level 3 9

10 The migration path Hybrid Level 3: Supports trains without Train Integrity Monitoring Creates additional network capacity for trains with TIM Increases the track side reliability for trains with TIM in case of failure of track side train detection systems Allows for a stepwise reduction of track side train detection systems after sufficient trains have been equipped with Train Integrity Monitoring Utilise the existing ETCS Facility in the UK 10

Facilities: 7km of test track Central Command & Control facility Dedicated RBC Validation of core principles and realistic scenarios for a variety of system solutions: Single train Single Train and virtual train Two trains.
