POWER DISTRIBUTION Berger/Cummins installs new overhead and underground distribution systems at low and medium voltage and connects existing distribution to a new power source, while providing O&M to the entire network. An equipment-specific routine preventive maintenance plan is developed for each distribution system in accordance with utility industry standards and manufacturer requirements. Our preventive maintenance plans include circuit patrol, vegetation management, and thermography programs that help us prevent outages before they occur. Special training is required for high voltage equipment, and only personnel properly trained will work on the specific equipment being maintained or tested. This includes understanding the functionality of the equipment, both electrically and mechanically, and having a thorough knowledge of electrical safety practices and procedures. Our highly trained personnel provide 24/7 response to any outages that occur on our distribution systems. We engineer solutions from the ground up for power plants of any size and ready to accommodate future expansion or rapid demobilization. We have an in-house team of highly qualified professional engineers and technicians with extensive experience in the planning, design, and construction of power plants, fuel storage facilities, and low and medium voltage distribution systems. The field technical teams also include licensed and certified master electricians, journeyman electricians, journeyman overhead and underground linemen with distribution power grid equipment experience and expertise. 8 OPERATIONS & MAINTENANCE Berger/Cummins ensures the continuous and safe operation and maintenance (O&M) of our gensets, plants and distribution systems to minimize downtime and repair costs. We provide all of our sites with fully qualified Cummins-certified mechanical and controls personnel who are trained in the O&M of Cummins power generation equipment. Some of our mechanics hold additional engine repair certifications to include Caterpillar, Detroit, and Volvo. Medium voltage electrical distribution systems are installed, maintained, and repaired by experienced utility-trained electricians. We retain on-site Cummins technical representatives who are trained and certified on our generator fleet equipment, with direct access to corporate technical support and engineers. Our QA/QC program is in place to ensure the high quality of all service and repairs and that all Cummins standards along with all applicable international and local codes and standards are met. POWER MANAGEMENT THROUGH CUMMINS POWERCOMMAND The interaction of genset controls and the proper matching of control capabilities require a smart, systems approach to control design. Our experience in the design, production and application of engines and alternators provides an unmatched level of expertise in the proper design of power system control electronics. Cummins provides the PowerCommand standard control system, which includes a simple operator interface to the gensets and integrates all functions into a single control system to provide enhanced reliability and performance compared to conventional genset control systems. From the engine sensors to a network interface model, PowerCommand controls optimize the reliability and performance of our power generation systems while keeping costs competitive and providing unique system capabilities. Unlike other manufacturers, Cummins Power Generation designs power system controls as a single self-monitoring system, not as components in a larger system. 12 FUEL STORAGE & SUPPLY We provide the design, construction, and operations and maintenance of turnkey fuel storage and supply systems at our power plants worldwide. Our fuel storage and supply systems also include used genset engine oil blending and fuel polishing. We address the delivery and receipt of fuel at the site, facility operations, site drainage, storage tank/fuel delivery system requirements, inspection procedures, training, and disposal of waste materials. Our staff is trained in the prompt removal and disposal of fuel materials, including any spilled or contaminated fuel, in accordance with environmental disposal regulations. A critical component of site operations includes accounting and verifying volumes, types, and quality of fuel. We carefully manage fuel supplies to prevent the theft and fraudulent delivery on all projects worldwide. We can help clients meet their fuel efficiency requirements by offering cutting-edge technology that helps reduce both costs and waste. Cummins Fuel Systems provides world class technology to enable engine customers to meet all emissions standards while maximizing fuel economy and performance. BLENDING USED OIL In providing prime power on military bases in Iraq, Berger/Cummins employed a closed system to blend used oil from power plant gensets with Government-furnished JP-8 fuel. In total, from 2008 through 2011, we burned over a quarter million gallons of used oil through this internal process, saving an estimated $7.5 million in delivered fuel cost by: (1) decreasing the amount of JP-8 fuel required on a one for one volume basis, and (2) reducing the costs of transporting and disposing of used oil as hazardous waste. This in turn provided an added benefit of reducing the risk profile associated with combat zone fuel convoys. To protect public health and conserve our planet s natural resources, legislation from the U.S. Environmental Protection Agency (EPA) and regulatory agencies in the European Union (EU) has, for the past decade, required that pollutants produced by diesel engines - such as nitrogen oxides (NOx), hydrocarbons (HC) and particulate matter (PM) - be reduced. Throughout this time, Cummins has been at the forefront of the move to meet these new standards, becoming: the first manufacturer to introduce EPA Tier 2 and Tier 3 products to the market - ahead of the regulatory deadline; the first manufacturer to introduce EU Stage IIIA compliant generator-drive diesel engines to Europe; the leader in innovative emissions solutions that focus predominantly on in-cylinder design improvements to eliminate most of the NOx, HC and PM before they are formed. WORKFORCE TRAINING & LIVELIHOOD DEVELOPMENT Berger/Cummins and our two firms individually support our clients in their efforts to build their labor capacity through technical and management training. Organizational development and institutional strengthening are at the core of our aspiration to build capabilities in the communities in which we work. Louis Berger has undertaken training and capacity building programs for more than 50 years, and in developing countries and frontier markets. For example in Liberia, after installing a 10 MW power plant for the Liberia Electric Corporation (LEC), Berger/Cummins provided training and subsequent technical support to the local LEC staff. We provide training in partnership with schools, training centers, and firms using job-specific requirements as the basis for skills development. We often team with local organizations to provide training services to ensure local culture and institutions are respected. Since 2007, Berger/Cummins has provided logistics management and oversight of successful power project implementation with a proven supply chain management approach. Through its extensive global distribution network, Cummins has successfully provided generator equipment on six continents, often under critical delivery deadlines. We have proven our ability to deliver on time in remote, challenging, and hostile environments to include active combat zones. Berger/Cummins works closely with worldwide logistics partners to efficiently manage onward movement of all cargo.
