4 Hamburg Twp. Municipal Utilities Committee Regular Meeting July 13, 2016 Page 3 B. Davis Direct Sewer Connection Agreement 8673 Creston Dr. MOTION BY MENZIES, SUPPORTED BY HAHN TO APPROVE THE DAVIS SEWER AGREEMENT FOR A DIRECT CONNECTION AS PRESENTED, AS ALL OF THE ESTIMATED SEWER FEES WERE PAID UP-FRONT IN CASH. Ayes: Hahn, Menzies Absent: Hohl Nays: None Motion carried. C. Davis Sewer Connection Fee Review 8673 Creston Dr. Campbell explained the estimated construction charges under the bid proposal were $7, The actual construction charges were $7, leaving an excess balance of $0.00 a total wash of fees. As, a result no refund or invoice is due to the property owner. MOTION BY MENZIES, SUPPORTED BY HAHN TO NOTE THE UTILITIES COORDINATOR S COST REVIEW AND TO CLOSE OUT THE SEWER CONNECTION FILE. Ayes: Hahn, Menzies Absent: Hohl Nays: None Motion carried. D. Grinder Pump Inventory Purchase Request. Campbell explained that at this time the Township has fifteen (15) Simplex grinder pump stations and one (1) Duplex grinder pump available in inventory. All of the pumps have been purchased and are awaiting installation. With the current rate of construction and new sewer connections the Township will run out of grinder pumps in the next couple of months. Campbell has requested a quote from Dubois-Cooper & Associates for a full truckload of the new DH Simplex and DH Duplex grinder pump stations. The cost per Simplex grinder pump station is $3, and $6, per Duplex grinder station with the purchase of a full truckload which consists of 53 grinders with a 50 cable, upgraded Sentry Protect alarm panel and a 2-year warranty. The current charge for the sale of a Simplex grinder pump station for individual sewer connections is $3, Campbell suggests that the Township raise the current resale price to $3, per station. This would provide the Township with a $ inventory/handling fee for each simplex grinder pump station versus the previous handling fee of $ Campbell also suggests the Township raise the current price of $6, per Duplex grinder pump station to $6, to cover the current cost of the pump at $6, which would leave a handling fee of $ The Committee discussed the issue of the inventory/handling fee for both the Simplex and Duplex grinder pumps and felt that the new fees would be adequate to cover the staff time for unloading and loading the pump stations and for inventory storage. Page 3

5 Hamburg Twp. Municipal Utilities Committee Regular Meeting July 13, 2016 Page 4 MOTION BY HAHN, SUPPORTED BY MENZIES TO FORWARD THE REQUEST TO THE BOARD WITH THE RECOMMENDATION TO PURCHASE A FULL TRUCKLOAD OF SIMPLEX AND DUPLEX GRINDER PUMP STATIONS TOTALING FIFTY-THREE (53) UNITS TO AVOID FREIGHT CHARGES IN THE AMOUNT OF $175, TO BE PAID FROM THE CAPITAL CONSTRUCTION ACCOUNT IN THE ENTERPRISE FUND AND TO INCREASE THE RESALE PRICE OF THE GRINDER PUMP STATIONS TO $3, PER SIMPLEX PUMP AND $6, PER DUPLEX PUMP. Ayes: Hahn, Menzies Absent: Hohl Nays: None Motion carried. E. Kucej Direct Sewer Connection Agreement 6053 Wyndam Ln. MOTION BY MENZIES, SUPPORTED BY HAHN TO APPROVE THE KUCEJ SEWER AGREEMENT FOR A DIRECT CONNECTION AS PRESENTED, AS ALL OF THE ESTIMATED SEWER AND WATER FEES WERE PAID UP-FRONT IN CASH. Ayes: Hahn, Menzies Absent: Hohl Nays: None Motion carried. F. Creason Direct Sewer Connection Agreement 3502 Windwheel Pointe Dr. MOTION BY HAHN, SUPPORTED BY MENZIES TO APPROVE THE CREASON SEWER AGREEMENT FOR A DIRECT CONNECTION AS PRESENTED, AS ALL OF THE ESTIMATED SEWER FEES WERE PAID UP-FRONT IN CASH. Ayes: Hahn, Menzies Absent: Hohl Nays: None Motion carried. G. Brogger Sewer Connection Fee Review 7130 Stone St. Campbell explained that the Contractor included pavement restoration in his bid believing the sewer main was located under Stone Street. The sewer main was actually on the side of the road and did not require the street to be damaged in order to tap the line leaving a $ credit. However, in addition to the estimated sewer lateral footage of 120 feet, an extra 10 feet of pipe was installed at $30.00 per foot for $ As a result, the Township needs to refund the used portion of the sewer construction fees in the amount of $ to Heidi Brogger. MOTION BY MENZIES, SUPPORTED BY HAHN TO REFUND THE OVERPAYMENT FROM THE SEWER FEE DEPOSIT IN THE AMOUNT OF $ TO THE PROPERTY OWNER AS NOTED IN THE UTILITIES COORDINATOR S COST REVIEW MEMO. Ayes: Hahn, Menzies Absent: Hohl Nays: None Motion carried. Page 4

MOTION BY MENZIES, SUPPORTED BY HAHN TO NOTE THE UTILITIES COORDINATOR S REPORT AS RECEIVED AND TO BE FILED AND TO FORWARD A COPY TO THE BOARD OF TRUSTEES TO BE INCLUDED WITH THE DPW MONTHLY REPORT. The Wastewater Treatment Plant was out of compliance for Phosphorus on one day in July. The problem was caused by abnormally high amounts of phosphorus in the return from the sludge tank. 2. The manhole inspection program is ongoing. So far, two air relief valves have been found closed and are now open. 3. We haven t received any applications for part time, on call work. In response, we have become more aggressive in our marketing of the position by placing flyers at the disc golf course and at the trailhead bulletin boards on the Lakeland Trail.

28 Brittany Campbell From: Sent: To: Cc: Subject: Pat Hohl Friday, July 22, :31 PM Greg Milosch Brittany Campbell; Tony Randazzo RE: Milosch Sewer Connection Imus Rd Dear Gregory Milosch, Thank you for this and thank you for meeting with me yesterday. I will take this matter to our Municipal Utility Committee at our next meeting on August 10, I am relatively sure the Committee will agree to this resolution. I will inform you of the Committee s decision. The actual credit, if approved, will be $ and will be entered as a credit on your Sewer Operations and Maintenance account. As we discussed, Hamburg Township has no intent of assigning fault. I sincerely thank you for this proposal to resolve the disputed costs related to your sewer grinder pump deactivation, relocation and lateral installation as noted here. Again, thank you, Pat Hohl Hamburg Township Supervisor pathohl@hamburg.mi.us ext. 202 Direct, Cell, From: Greg Milosch [mailto:greg.milosch@cebi.com] Sent: Friday, July 22, :32 AM To: Pat Hohl <pathohl@hamburg.mi.us> Subject: Milosch Sewer Connection Imus Rd Dear Mr. Hohl, First of all, Thank you very much for your time yesterday. Subsequent to our meeting yesterday I have learned a little bit more about the process and it is clear that the misunderstanding in this situation is no fault of mine (yet I am tasked to shoulder the majority of the cost). However, in order to move forward and close this matter, I am willing to accept your proposal for a refund or credit for the past years maintenance and operating costs of $600. If these solution proves to be not feasible I am willing to sit down again and work out a new compromise at your convenience. Thank you again. Gregory M. Milosch Imus Road Lakeland, Michigan
