6 Lighthouse projects Lessons learnt Lighthouse cities Make sure your proposed solution is technically viable where you want to implement it: particularly the case in buildings where the proposed actions were only superficially studied before the project proposal. It is then found they are not implementable when they begin actual work on the building. Look beyond the boundaries of your SCC project and learn from the other projects. Too often Lighthouse Cities don't attempt to use the experience from Lighthouse Cities in other projects. They should plan time and budget for this. Have a plan B ready. The projects last around 5 years. Politics change. Regulations change. These impact the projects. Problems could be minimised if there was more foresight.
7 Follower cities Lighthouse projects - Lessons o Be fully engaged from the beginning with a serious political commitment to use the successful outcomes from the Lighthouse cities in their city o Be involved in key discussions, such as on the business models and financial instruments to ensure that they are compatible with the city's needs o Attend the learning and networking events in order to gain knowledge. o o Be fully integrated in the project before you commit to being part of the proposal. Do not feel like an add-on by the coordinator to meet the eligibility requirements.

9 Seraing ( Belgium) - City role in testing the replicability model Selection of district (Trasenster/Ougrée) and connections with the city centre activities Ongoing test of the replicatibility model in the city : Smart city workshops organised in 2016 (smart public lighting, biomass heating system, public wifi and retail, etc.) and planned in 2017 (local cooperative for photovoltaics, smart grids experts meeting, etc.); Citizen engagement initiatives in Trasenster: Welcome to Trasenster, information, feedbacks, study visit, etc.; Information/dissemination through various channels: newsletters, presentation, conference attendance, meetings with regional and city officials, etc. Integrated urban plan (first step of the replication model in REMOURBAN) : redaction ongoing (first results and feedbacks in April 2017)
10 Seraing ( Belgium) - Identification of potential actions to replicate Several projects identified so far : Smart and multimodal car park at Ateliers centraux (former industrial halls): integration of ER production, electric cars and bikes, car sharing systems, etc. (Funds from ERDF and proposals for EU project) Smart grid development => Energy Masterplan project at territory level (and focus on Trasenster as the new target district) Proposal for Interreg project (ongoing) Smart public lighting Mobility infrastructures : train line ; bicycle path => improve intermodality & e-bike use (Funds from the city, the Province of Liège) Retroffiting of existing residential houses + financing scheme for the development of photovoltaics (third-party investment, local city cooperative to be set up, regional (Wallonia) funds) Development of an application for the use of the new mobility measures/incentives (rail, tram, bus, bikes, e-cars and e-bikes, etc.) Third-party investment for retroffiting of public buildings (Renowatt)
11 Lessons learnt so far Better understanding of smart cities and their applications Several local projects (smart grid, e-cars & multimodality, etc.) for deeper study and replication: search for external funding and reflection around innovative financing schemes Identification of the main district for the replication potential : Trasenster neighbourhood Important work provided on how to replicate lighthouses solutions (SCTPs) and identification of some difficulties (local team available, funding opportunities, political support, etc.) Work to be done to improve communication between lighthouse and follower cities Replication activities need a lot of work and involvement at the city level and from the partner

14 Identification of potential actions to replicate Actions with considerable potential for replication in Miskolc Smart grid for public energy generators and buildings office & level Intelligent traffic management system smart surveillance based Introduction of e-buses+chargers 2 tests carried out recently (Public) e-vehicle charger infrastructure + ICT tools deployment this year Smart phone apps to aid mobility for inclusion of city app. platform Gamification for educational and engagement purposes squares Potential relevance of REMOURBAN solutions is seen beyond a single neighbourhood rather on a broader scale in smart city planning and project implementation 12 smart project proposals are to be funded from national budget and ERDF Primary focus on public funds, lower attention on other financial models
15 Lessons learnt so far Higher awareness on and better understanding of smart city development principles Citizens engagement is needed to create a sense of community ownership on urban regeneration programme/projects Organizational development and new operation model are difficult issues trials may fail due to unshared vision and unbalanced conflicts of interest Skilled personnel and empowered coordination is needed for the interdisciplinary work encountered barriers of internal innovation Smart city planning requires some change from organizational culture of silo working interdepartmental thematic coordinators recently introduced Business models have to go beyond using public funds only

22 Wild card any other relevant issue to communicate Starting from January 2017 Suceava Municipality is partner in INTERREG project called MOLOC _ Low carbon urban morphology. New urban morphologies, new governances, new challenges for cities in energy transition. Trough this new project in the next 3 years a Local Integrated Plan will be developed for Suceava City with measures regarding energy efficiency in resediential and public buildings. This new Plan will be used for future application in order to secure funding for implementation of energy efficiency projects. Local, regional and transnational meetings will be organized ( first one in September 2017 ) as part of MOLOC project with the Local Support Group in order to disseminate informations related to energy saving behaviour, equipments and technologies.
