3 Florida s Autonomous Vehicle Regulatory Environment 2012 Law Enactment (FS , , , ) Defined autonomous vehicle as a vehicle that can drive without active control or monitoring by a human Required autonomous vehicle to have a means to alert the operator of a technology failure and for the operator to take control of the vehicle Required an autonomous vehicle to meet federal motor vehicle standards and NHTSA regulations Allowed autonomous vehicles to be operated on roads by persons with a valid drivers license and designated by manufacturers of autonomous technology for testing Required human operator to be in vehicle unless on a closed course Required $5M insurance or bond prior to testing an autonomous vehicle Limited liability of the vehicle manufacturer 3
