16 Situation Analysis Pressure on our Budget Diesel prices. 75% of our generation is from Diesel. Invest in technology to get us to one-diesel or diesels off mode. Professional service expenses. Inflation (increases in the costs of materials, rising insurance costs, increased labor costs, general overhead, freight costs) Capital expenses to maintain system reliability. We must upgrade our lines to reduce line loss and aging infrastructure. This results in a large investment to replace lines, poles, transformers, etc. CAT 3456 rebuilds & warranty repairs. Light loads, high RPM gensets?

18 LOAD management developments UVEC and Northern Power Systems are updating our current wind SCADA and SLC controls to optimize the wind resource. UVEC is seeking financing/funding for energy storage and alternative generation. UVEC is training local workers to operate and maintain our system. UVEC is seeking funding for distribution infrastructure. Reroute the beach line Feeders to subdivision RFP for engineering solutions to wind-diesel hybrid problems: Model our system/collect data Voltage rise and VAR production Cost of distribution
19 Under high wind conditions: 1. Voltage rises Critical to have dump load. When Boiler goes offline we have outages. 2. PF set at 0.85 at WTG to stabilize grid voltage, but requires 2 diesels to provide VAR support. UVEC MANUALLY CURTAILS TURBINES TO AVOID OVERTEMPERATURE/OVERFREQUENCY EVENTS UVEC MISSES OUT ON WIND ENERGY! Yet, grid reliability is preserved.
20 UVEC Seeks High-Penetration Wind Solutions Technical assistance requested Purpose/GOALS The hybrid wind-diesel system in Unalakleet is operational, but not performing to its full potential. UVEC was previously awarded funding to construct a wind farm through the renewable energy grant program. That project (commissioned in 2010), and our new power plant funded by the Denali Commission and the State, was constructed under AEA management. Unalakleet would like to design a project that will allow us to fully utilize our wind resource. UVEC is pulling together generation data for engineers to design and build a solution for our grid instability issues caused by high penetration wind, and also allow us to engage one-diesel operating mode. We currently must keep two diesel GenSets on at all times. During times of low demand and high wind generation, we would like to save fuel and wear on our GenSets by turning one off.
21 The wind generates 25% of our electricity annually. The associated fuel savings are significant and our customers are aware of the impact that wind has on moderating increases to the fuel surcharge on their bills. UVEC believes that the next step in our evolution includes saving even more fuel (30-45%) by relying on an energy storage system to reduce the time that two GenSets must be online. We are seeking a solution that will provide energy storage (buying us time to automatically bring a GenSet online when the wind drops) and clean up our power quality. The dump load alone is not sufficient. UVEC seeks a system of synchronous condensers, or other appropriate technology, to maintain voltage and frequency stability. There will be thirty new residential customers added to our grid in the next three years, and all of those units will be located near our wind farm. We seek engineering services to determine the best energy storage system for our system (i.e. ultra capacitors, batery banks, or flywheel UPS), then design and build it. The hardware components will also require a SCADA that will fully integrate all our generation units and controls.
