Current Regulations Vehicles Inspected by Mechanics Once per year Twice per year for vehicles over 10 years Driver Background Checks Non-Certified Motor Carrier Every two years Fingerprint-based Pings for FDLE arrests Certified Motor Carrier or TNC Every year Social Security Trace
Current Regulations Cabs 902 Luxury Sedans 401 Chauffeurs approximately 7000 Limousines and Transport Vans Unlimited (850) TNCs Unlimited (Uber 5000 level, Lyft 2000 level)
Board Request 1: Reciprocate Luxury Sedans (LS) in the Tri-County Area Currently 401 LS Add 1920 LS already permitted by PBC/MDC New total of 2321 LS 578% increase County No. Vehicles Ratio Broward County to 4,500 Miami-Dade County to 4,073 Palm Beach County 1,286 1 to 1,046
Board Request 1: Reciprocate Luxury Sedans (LS) in the Tri-County Area Current reciprocation in the Tri-County Area limited to completing a round-trip Enhanced reciprocation allowing unlimited Pickup and Drop-off in the Tri-County area requires: Broward Ordinance Amendment; Miami-Dade Ordinance Amendment; and Palm Beach County Ordinance Amendment
Board Request 1: Reciprocate Luxury Sedans (LS) in the Tri-County Area Level Playing Field Concerns: MDC and PBC vehicles meet Broward requirements? Issue permits to MDC and PBC vehicles to ensure compliance? Contingent language allowing reciprocal permits to MDC or PBC permitted vehicles only if similar ordinance amendments are enacted in MDC or PBC? MDC and PBC drivers to meet Broward requirements? Require MDC and PBC drivers to pass Broward background check and obtain Broward chauffeur registration?
Board Request 2: Integrate Cabs into the Broader Transportation Network Step 1 Short Term (Summer 2016) Provide drivers access to Transit App with realtime bus arrival information
Board Request 2: Integrate Cabs into the Broader Transportation Network Future Option 1 Mid Term (18-24 months) Build Getting Around Broward App (estimated $100,000) App would not arrange trips or collect money Partnership between Mass Transit, Convention and Visitors Bureau, Cultural Division, ELBPD
Board Request 2: Integrate Cabs into the Broader Transportation Network Future Option 1 (Cont.) All registered chauffeurs given app access with renewal Chauffeur must provide valid vehicle ID Public uses app to view: Bus locations and arrival times Cab/luxury sedan/accessible vehicle locations and driver information B-cycle stands/tri-rail Destinations and Events from CVB Festivals etc. from Cultural Division
Board Request 2: Integrate Cabs into the Broader Transportation Network Future Option 2 Longer Term (18-30 months) Use vehicles to provide supplemental subsidized cab program to TOPS clients who volunteer to participate Assumes savings from diverted trips exceeds cost of subsidies Provides clients with the ability to arrange same-day trips Requires further study
Board Request 3: Add Carpool Charging Option for Cabs Carpooling in a cab is currently allowed (with passenger permission) 22 ½ - 9 (f) additional passengers shall not be accepted without the consent of the passengers who have already engaged the motor vehicle. Current rates do not allow for additional charges for additional passengers Board may amend rates to allow carpool charging with passenger permission
Board Request 3: Add Carpool Charging Option for Cabs Senseable City Laboratory* published a study in the Proceedings of the National Academy of Sciences that found New York s cab system could benefit greatly from incorporating sharing into its system. * a research hub at the Massachusetts Institute of Technology that looks at how digital technology is changing the way people live.
Board Request 3: Add Carpool Charging Option for Cabs Study implies policies could be introduced making it more lucrative for drivers to take multiple fares. We showed that basically the vast majority of trips can be shared, more than 95 percent, with really minimal inconvenience for the passengers, We found that in San Francisco, 90% of Lyft rides have someone else taking the same trip within five minutes. When you look at this on a map, it starts to looks like a transit line, Lyft spokeswoman Chelsea Wilson said of the service that will start in San Francisco.
Board Request 4: Add More Cabs Three step approach 1. How many more cabs to issue; 2. Who is awarded the additional cabs; 3. What methodology to award the additional cabs?
