Scope :- The Scope of Work includes Supply of new BEE 5 Star Rated energy efficient ceiling fans with electronic regulator under Demand Side Management Programme for Subsidiaries of GUVNL (DGVCL, MGVCL, UGVCL & PGVCL). The detailed description of work is given below The bidder shall supply BEE 5 star rated energy efficient ceiling fan with electronic regulator at the desired location of the all DISCOMS. A BEE 5 Star Rated energy efficient Ceiling Fan will provide low power electricity consumption than the conventional ceiling fan. The BEE 5 star rated Energy Efficient Ceiling Fan consists of following components i. Fan, ii. Complete enclosed type fan motor iii. Blade in 3 Nos. iv. Capacitor as per IS Specification v. Clamping nut, bolt, washer etc. vi. One set of clamping device as extra. vii. Electronic open type Regulator with 5+ Off position viii. Wires for connection ix. Down rod. Scope of Work and Tech.Spec. 2 2. Quantity distribution of BEE 5 Star Rated energy efficient Ceiling Fans with electronic regulator and validity of order. The BEE 5 Star Rated energy efficient Ceiling Fans with electronic regulator are required to be supplied in following Electricity Distribution Companies (DISCOMs) viz DGVCL, MGVCL, UGVCL and PGVCL. Time Schedule for supply The BEE 5 Star Rated energy efficient Ceiling Fans with electronic regulator as per the quantity mentioned are required to be supplied within 07 month from the date of placing order. 4 Canopy: A cover shall be provided to partly or wholly conceal the hook and the shackle.with same colour as fan. BEE 5 star rated energy efficient Ceiling fan shall confirm to IS , with latest amendments for performance and safety. Material of construction of motor enclosure shall be Mild Steel (MS). Earthing: Fan shall be provided with an earthing terminal or contact, which shall be indelibly marked with the symbol. The Suspension system of the ceiling fan shall be of adequate strength and shall withstand a minimum tensile load of 1000 kg without breakage and a torsion load of 500 kg cm without breakage. Each fan shall be supplied along with the following items for suspension of the fan: (i) (ii) (iii) (iv) Mounting bolt & nut : 3 nos (one set) with 1 no hole in each for fixing split pin (The hole shall be approximately at a distance of 4 mm from the nut end) Rubber bushing : 1 no. Split pin: 3 nos, split pin size: (Length: 41 mm, 2 mm Dia) shall be properly inserted to the hole of the mounting bolt One complete set of above items [ i), ii) & iii) ] shall be supplied extra as spare. Electronics Fan regulator : The regulator shall be capable of reducing the speed of at least 50% of the full speed at the rated voltage. Fans shall be capable of running on all the running positions of the regulator at the rated voltage & shall conform to IS: 11037/1984 (Reaffirmed 2005). Engraving : (i) Successful tender will require to engrave the words" DSM Programme-2016" on all ceiling fan. As per annexure 16. (ii) All ceiling fan must display the label for 5 star rated Energy Efficient Ceiling fan as per BEE. Technical Particular For BEE 5 star rated energy efficient Electric Ceiling Fans A. Specification: ISI marked electric BEE 5 star rated energy efficient ceiling fan capacitor type with double ball bearing complete with capacitor,300 mm down rod, canopies, shackles, three number blades made of aluminum alloy, suitable for single phase, AC 230 volt, 50 Hz supply and conforming to class I of IS: 374/1979 with latest amendment up to the last date of tender submission, As follows:- Sweep Size (mm): 1200 mm Type of Regulator: Electronic Open Type Scope of Work and Tech.Spec. 5 The down rod shall be capable to withstand a tensile load of 1000 Kg without breakage and a torsoin load of 500 kg cm without breakage as per cl of IS: 374/1979 with latest amendment. Item Description: down rod 300 mm B. Type Test Certificates:- 1. Tenderers shall furnish complete and satisfactory type test certificate as per T/E specification (IS374/1979 with latest amendment )for each Fan and electronic regulator to the Chief Engineer (IT, C&R) DGVCL with Bid. The TTC shall be from approved laboratory of (NABL) and BEE. 2. TTC shall indicate clearly and categorically the following parameters. a) Blade angle at root, elevation and at tip. b) Width of the blade and material of the blade. c) Capacitance value. d) Material of the body of the fan motor e) weight of the fan motor. C. TESTS AND TESTING FACILITIES : 1 ROUTINE TESTS: All the Routine tests as per IS: amended upto date shall be carried out before acceptance of bulk quantity. 1) Flash test 2) Insulation resistance 3) A simple running test to determine the Fan is in working condition. The details of facility available in the manufacturer's works in this connection should be given in the bid. 2 ACCEPTANCE TESTS: All Acceptance tests as per IS: 374/1979 and modified upto date including the optional test shall be carried out on sample taken from the delivery lot. The following acceptance test should be carried out 1. Starting 2. Fan speed & Input 3. Earthing Connections 4. Leakage current 5. High Voltage. 6. Additional test to determine Energy saving. 6 3 TESTING FACILITIES: The supplier / tenderer shall clearly state as to what testing facilities are available in the works of manufacturer and whether the facilities are adequate to carry out type, routine and acceptance tests mentioned in IS : 374 ( amended upto closing date of tender ). The facilities shall be provided to purchaser s representative for witnessing the tests at the manufacturer s works. If any test cannot be carried out at manufacturer s works, reason should be clearly stated in the tender. All other requirements for this fans including testing procedures, tolerances, sampling plan and criteria of conformity sizes shall be as per IS:374/79 (with latest amendment ) & BEE. 2. QUALITY AND WARRANTY a. The BEE 5 Star Rated energy efficient ceiling Fan with electronic regulator will be warranted for a period of five and half years from the date of supply. b. The Warranty Card to be supplied with the system must contain the details of the system. The manufacturers can also provide additional information about the system and conditions of warranty as necessary. If any complain regarding BEE 5 star rated energy efficient fan, then beneficiary can directly approach to the supplier so that supplier has to give details of contact person s name, contact no., etc. The details shall be mentioned in warranty card. 3. OPERATION and MAINTENANCE MANUAL An Operation, Instruction and Maintenance Manual, in English and the Gujarati language, should be provided with the BEE 5 Star Rated energy efficient ceiling Fan. The following minimum details must be provided in the Manual: Basic principles of Operation. A small write-up (with a block diagram) on BEE 5 Star Rated energy efficient ceiling Fan - its components, like capacitor, motor, accessories,etc.. Type, Model number, voltage & wattage, capacitor used in fan. Clear instructions on regular maintenance and trouble shooting of the BEE 5 Star Rated energy efficient Ceiling Fans. DO's and DONT's. Name and address of the contact person for repair and maintenance 4. Submission of Test Report:- The test report of the BEE 5 Star Rated energy efficient Ceiling Fans is required to be submitted along with the tender for the test confirming to the standards and carried out from approved laboratory of NABL and BEE by the bidders. 5. Prequalification criterion of bidder: i. The Bidder shall be a manufacturer of BEE 5 star rated energy efficient ceiling Fan and having manufacturing experience of minimum Three year. 7 ii. The bidder shall have all the facility in his works for design, assembly, quality assurance, testing (all routine and acceptance tests). iii. iv. The Bidder shall have minimum average annual turnover (audited balance sheet) of 2.25 crore in last three financial year ending on the 31 march of Experience of having successfully executed similar type of supply to reputed govt. organizations as specified in the document during the last seven years ending before last date of tender submission should be either of the following. (A) Single Purchase Order (PO) of min nos of similar item each. OR (B) Two Purchase Order (PO) of min nos of similar item each. OR (C) Three Purchase Order (PO) of min nos of similar item each. v.
