2 Transport is fundamental to economic growth and quality of life but generates important challenges The transport sector in the EU represents 10 million employees (4,5 % of total employment) 4,6% of Gross Domestic Product (GDP) 13% of every household s budget Growing mobile population leads to challenging issues in terms of Health & Safety In 2011, more than 30,000 people died on the roads of the EU Cyclists, pedestrians and motorcyclists remain the most vulnerable road users In 2013, more than 2,000 persons were killed or seriously injured in railway accidents - mostly caused by rolling stock in motion or at level-crossings Environment Transport is responsible for about a quarter of the EU s greenhouse gas emissions In the EU, transport depends on oil and oil products for more than 96% of its energy needs Road traffic accounts for one fifth of the total CO2 emissions in Europe Efficiency Congestion costs Europe about 1% of GDP every year In London, Cologne, Amsterdam and Brussels, drivers spend more than 50 hours a year in traffic jams Sources: WHO (2013) and European Commission Page 2

9 History of V2X and commitments of OEMs to deploy Car2X modules in their new models Dec : Completion of Eco-AT2 C2C consortium: ratification of Day one use Cases 2008 Technology ready. 10 Car2X Project: Cooperative ITS Corridor Rotterdam Frankfurt/M. Wien Intelligent Mobility beyond national borders Preliminary development projects in which organizational, functional and technological aspects are being dealt with are already running in the Netherlands, Germany and Austria for the deployment of the first cooperative ITS It is planned that the roadside cooperative ITS infrastructure for the initial services in the Cooperative ITS Corridor Rotterdam Frankfurt/M. Vienna will be installed by Two cooperative ITS services Roadwork warning (RWW) from the traffic control centers via the roadside infrastructure to the drivers Probe Vehicle Data (PVD) vehicles transmit data about the current situation on the road to the roadside infrastructure and the traffic control centers Page 10

11 Standardization of OCIT Developer Group OCIT goes cooperative - OCIT-O V3.0 / OCIT-O Car Page 11 ODG (OCIT Developer Group) is a working group of companies active in the signal business. The goal is to create, under the OCIT brand, a common standard for the most important interfaces of traffic control systems With OCIT-O V3.0 and the corresponding specifications of OCIT-C, the OCIT system offers the integration of cooperative radio-based infrastructure in the automotive environment. Thus it is possible to integrate the following in the traffic management. Environmental Notifications (Decentralized Environmental Notification Message, DENM) Quality control, statistics and acquisition of floating car data (Cooperative Awareness Message, CAM) Prioritization of public transport and special vehicles Forecast data (Signal Phase and Timing, SPaT) Configuration of topology information (MAP) OCIT-O V3.0 defines a new component, the so called Roadside Unit (RSU), which can be operated independent from the traffic controller. OCIT-O Car offers a possibility to connect a RSU with a traffic management system with a license at no charge. OCIT-OCar offers a subset of necessary OCIT-O V3.0 functionality. Using OCIT-O license is free of charge in general for system operators and using OCIT-O Car is free of charge for system operators and manufacturers.

12 To conclude many things are possible since Most required technologies are already available. Siemens AG is currently developing ESCoS-CMS Centrals, as well as Road Side Units, as basic elements to support future applications of Cooperative Systems Sitraffic ESCoS. The networking of cars among themselves and with the surrounding infrastructure offers the opportunity to make road transport safer and more efficient. Nevertheless, specific conditions need to be established to support the implementation Page 12 Legislators should come up with a comprehensive framework for the introduction of Cooperative Systems, including clear requirements as well as the necessary funding, to make official implementation possible. This means that ESCoS-CMS Management Centrals and Road Side Units have to be implemented.
