6 The total cost of ownership (TCO) approach What is TCO? TCO tells you how much money a fleet is spending, in total, to own and operate a vehicle. How is TCO measured? TCO is measured on a cost-per-mile basis because utilization (miles driven) is a critical metric for managing fleet costs. Why is TCO important? TCO enables an apples to apples comparison of true costs associated with an existing fleet versus an alternative. The TCO approach to fleet analysis enables an accurate comparison of conventional and AFV replacement strategies 5
7 TCO answers a fundamental question: How much money is a fleet spending to own and operate a vehicle? Key elements driving a fleet vehicle s total cost of ownership (TCO) Fuel Maintenance Cost to fuel the vehicle and maintain fueling infrastructure Cost of maintenance and repairs TCO comparison of gas vs. electric¹ (illustrative) Lower fuel cost Telematics & Analytics Cost of hardware and software to monitor vehicle performance Financing Depreciation / Capital Utilization Oppt. Cost Direct cost of financing or indirect opportunity cost of using scarce capital Difference between vehicle resale value and purchase price, less tax credits Hidden unnecessary capital cost due to too many underutilized vehicles Gas vehicle Higher purchase price Electric vehicle 1. For a high mileage usage scenario Note: Cost of insurance is excluded; Most large fleets self-insure and achieving a like-for-like comparison is difficult 6

Starting Point Project Structure Expected Impact Mayor Greg Ballard set goal to transition fleet to post-oil technology by Public-private Partnership: Fleet diagnostic identified EV opportunities. 425 EV deployment will be largest single public fleet EV project in US. Old, inefficient vehicles 9 years old on average 16.6 MPG average efficiency Little experience with EVs Zero EVs in fleet prior to launching post-oil effort VF provides vehicles, charging stations, analytics and support. City buys EV miles as a service with guaranteed savings. VF takes on and mitigates operational risk. ~100 old gasoline vehicles to be removed from fleet. $ million in savings. 50+ gallons/month of avoided gas per vehicle. 8
