1 CANTON COMMUNITY REQUEST FOR BOARD ACTION MEETING DATE: April 11, 2017 AGENDA ITEM #G-6 ITEM: Consider Approval of a Budget Amendment & Award of a Contract to J. Ranck Electric Inc. for the Pedestrian HAWK Signal Modernization Project PRESENTER: Tim Faas, Municipal Services Director INDIVIDUALS IN ATTENDANCE: None Anticipated EXECUTIVE SUMMARY: In an effort to improve the visibility & safety of the two existing pedestrian High-intensity Activated crosswalk (HAWK) signals along the ITC corridor multiuse access trail, the Township recently solicited bids. Very competitive pricing was obtained with the two bids coming in within one percent of each other. Including a fifteen percent contingency, staff is requesting the Board award a contract to the low bidder, J. Ranck Electric in an amount not to exceed $130,077. A budget amendment is also needed to establish the account to charge the construction expenses to and to provide for the revenue appropriation. BACKGROUND: In 2013, the Township had HAWK signals installed by Stante Construction at the two crossings of the ITC corridor at Palmer Road and at Cherry Hill Road. The initial installations were designed to meet the minimum standards of Wayne County and MDOT utilizing span wire mounted pedestrian signal heads. In 2015, the Township Board established a goal to have the existing installations upgraded with mast arm mounted pedestrian signal heads similar to most of the current traffic signals in the community. This will improve the visibility & safety of the crossings. Staff has worked with ITC to gain its approval of the installation of the metal signal poles and mast arms beneath its high tension power overhead lines and obtained that approval in the fall of In 2016 March of 2016, Wade Trim was awarded the professional services contract for the modernization of the two existing HAWK signals for $40,650 including the construction engineering phase. The design is complete and the project was recently bid. The Township received two (2) bids on March 16, 2017 as summarized below: J. Ranck Electric $113, Rauhorn Electric $114, Wade Trim is recommending a contract award to J. Ranck Electric and suggests a 15% contingency be added to the project for any unforeseen conditions. This work is to be paid from the water & sewer fund as a carry-over project from the 2007 Bonds issued for the relief sewers and multi-use access pathways. A budget amendment is needed to
2 establish the account to charge the construction expenses to and to provide for the revenue appropriation. STRATEGIC PLAN/GOALS: N/A ACTION REQUESTED: Award a contract to J. Ranck Electric Inc. for the HAWK Signal Modernization Project in an amount not-to-exceed $130,077 (including contingency). Also to approve the budget amendment to fund the project. BUDGET IMPLICATIONS & ACCOUNT NUMBER: The $130,077 revenue to fund this construction project will come from the water & sewer fund (fund balance account # ) and the expense will be added to the sewer capital outlay account # _0050 through a budget amendment. IMPLEMENTATION PLAN: Upon approval, Wade Trim will be authorized to get the contracts executed and give the notice to proceed to J. Ranck Electric. A purchase order will be entered into LOGOS. The expenses for construction engineering with Wade Trim were approved under a prior purchase order (# ) so no addition funds are needed for that aspect.
