8 History: 2006 Mobility Policy Document Road pricing in (officially adopted) Mobility Policy Document Advice of Platform leading principle Introduction of km-charge system, without increase of overall cost of using the road Revenues will flow into Infrastructure fund Conditions: lower implementation costs (less than 3 billion) and operating costs < 5% of revenues Road pricing is not sole alternative but addition to extra capacity (construction) and more efficient use of existing roads
9 Current pricing policy: Government decision cabinet decision on road pricing: all roads, every km, differentiated to place, time (congestion charge) and environment (basic rate) start lorries 2011 passenger cars start mobility projects based on latest satellite technologies start with a dedicated back-office and certified On Board Equipment (OBE) > build a system of multi service providers
10 Current pricing policy: Government decision cabinet decision fiscal plan Conversion of current purchase tax BPM and annual tax MRB annual 5% BPM into MRB annual 12,5% BPM into MRB or km-price Currently: Purchase tax (BPM) - 3,6 billion Motor vehicle tax (MRB) - 2,9 billion BZM / euro vignette - 0,1 billion Provincial surtaxes - 1,2 billion BPM, MRB, BZM annually: 6,6 billion BPM, MRB and BZM will be earmarked in the infrastructure funds
11 Current pricing policy: Changing tax system into KM-price system 2011: Stop BZM/euro vignette; start KM-price for lorries : cohorts of personal cars will be equipped with On Board Equipment for the system of km-price Those cars with OBE will pay the km-price Charge at price-level of 2016 and compensation for remaining part of BPM Other cars still will pay MRB (increasing) New cars will pay BPM (decreasing) A-select and mandatory conversion to system by first two numbers of the registration plate
