13 WHY WE STARTED F The first goal was a compatible end connector 2. 5 other standards were developed before the end connector standard was adopted 3. The oil industry drove the standards for a while as the industry was pushed to get compatibility, uniformity and quality built into the processes, materials and equipment they were expected to respond to spills with 4. F-20 provides a level playing field for all interested parties to participate and influence the development of standards.

14 How are ASTM standards for oil spills being applied on the Deepwater Horizon response? 14

15 BOOM STANDARDS F20.11 F962 and F2438 are our end connector standards. Most of the boom used uses either of these ends. Over 1 milllion feet of boom has been delivered to this response activity. We must have a way to connect it together. 15

Literally hundreds of pumps and skimmers are being used in the Gulf ranging from small to gigantic. All are being evaluated and torture tested under a wide range of operating conditions. 17

The Deepwater Horizon incident Is the first large scale response where firebooms of any types have Been used to any operational extent. At the last report over 50,000 Bbls of oil have been removed and over 30,000 feet of boom Consumed.

Promote standards to regulators to raise the bar for the suppliers. It helps to keep junk off the market 3. Standards level the playing field for all vendors in public tenders and improves the quality of the package that the end users receive. 26
