2 OMAN S UPCOMING INVESTMENT HUB Oman is eyeing up funding from banks and export credit agencies to help finance a US$3.6 billion petrochemical project, said an official from the state-owned Oman Oil Refineries and Petrochemical Industries (Orpic). It is building a 1.1 million tonne-peryear petrochemical plant in the Sohar Industrial Zone. The government could contribute US$ 600 million to US$ 1 billion in funding, said Henk Pauw, the general manager of Liwa Plastics, an Orpic project, at a refining conference in Dubai. The plant's construction, which is set to start in 2016, and scheduled for commissioning in the fourth quarter of 2018, will boost Orpic s petrochemical output to 1.4 million tonnes per year. Oman s ambitious goal towards building petrochemical projects is part of its plans to diversify income away from oil products, build downstream industries and create jobs for a young population. Oman Oil Company in cooperation with the International Petroleum Investment Company will establish an oil refinery with a potential capacity of 230,000 barrels per day (bpd) which will include, among other components, a mixed feedstock cracker, polypropylene plant, aromatics facility, and a styrene plant are under study. Once established, the complex will provide upstream and downstream opportunities for the Duqm industrial landscape. key projects Duqm Refinery & Petrochemical Complex Project Salalah LPG Extraction Project Fahud NGL Plant Project A major greenfield refinery project strategically located in the Special Economic Zone of Duqm that will have a capacity to process about 230,000 barrels per day from a variety of crude mixtures. It aims to produce middle distillates like clean diesel and clean jet fuel plus naptha and LPG as its primary products. Project Cost: US$ 6 billion One of the most ambitious projects in Dhofar, the project involves the extraction of all propane, butane and condensate associated with the natural gas pipeline from the Salalah area. Its operation period is 25 years with a guaranteed gas supply, with a capacity of 327,000 per year, 10% of which is to be used locally, while 90% is for export. It is likely to start actual production run sometime in The production of the feedstock for Liwa Plastics Industrial Complex, located at the port of Sohar s industrial area. The liquids will be transported through a 200-kilometer pipeline and serve as a petrochemicals facility with a production capacity of 900,000 tons per year of polyethylene and 300,000 tons per year of polypropylene. 3 fast FACTS By 2020, the production of petrochemical products in the GCC is expected to reach 117 million tons, with exports expected to account for majority of this share. Oman aims to become the third biggest producer of downstream products in the GCC. The current projects will position Oman to enter the global petrochemical market. Major investments in new refinery facilities, gas processing, and petrochemical plants are being planned. The government is implementing the in-country value (ICV) scheme as part of its growth policy for the sector. New investment is set to transform the downstream gas sector. (The Report Oman 2016, Oxford Business Group) Liwa Plastics Industries Complex Project Sohar Refinery Improvement Project (SRIP) Muscat-Sohar Product Pipeline Project A steam cracker project which will process light ends produced in Orpic s Sohar Refinery and its Aromatics plant as well as optimize Natural Gas Liquids (NGLs) extracted from currently available natural gas supplies. After LPIC, plastics production will have increased by 1 million tons. The project is expected to be completed in Project Cost: US$ 4 billion The addition of five new units: project is expected to Crude Distillation Unit, Vacuum Distillation Unit, Delayed Coker Units, Hydrocracker Unit and Bitumen Blowing Unit. The project is expected to raise production of fuels, naphtha and propylene by 70%. Post-SRIP Orpic s fuels production will increase by 4.2mn tons a year, with overall production levels reaching 13mn tons per annum in Project Cost: US$ 2.6 billion A 280-kilometer pipeline that will provide a link between the Sohar-Muscat refineries, and Muscat International Airport. It will link to a new US$80-million fuel terminal that will expand storage capacity in Oman by 171,000 cubic meters. It is set to be completed in three stages, with the first commissioning due in Project Cost: US$ 320 million
