4 2.0 Introduction to Commentary and Methodology The information provided throughout this commentary and the Business Carbon Foot Printing Report (S.1) is submitted as part of the DPCR. The methodology utilised within the report follows UK Carbon Reporting guidance as provided by Defra and which is compliant with the principles of the Greenhouse Gas Protocol and the 2009 Guidelines to Defra / DECC s GHG Conversion Factors for Company Reporting (updated October 2010). In line with these principles the report aims to meet the following criteria to ensure its continued validity and authenticity. Relevant: the report and commentary remains reflective of the substance and economic reality of the company s business relationships. Complete: all relevant emission sources are included (although in practice lack of data or cost of gathering must be noted as a limiting factor). Consistent: accounting approaches, inventory boundary and calculation methodology have been applied consistently over reporting period. Transparent: information on the processes, procedures, assumptions and limitations of the BCF reporting are disclosed in a clear, factual, neutral and understandable manner, enabling internal and external verifiers to attest to its credibility. Accurate: GHG measurements, estimates, or calculations should be systemically neither over nor under the actual emissions value, as far as can be judged, and that uncertainties be reduced as far as practicable. Independent Verification Process The data has been reviewed internally by the Environment Team. Future returns will be audited as part of the WPD Corporate audit programme. Energy use data has been taken from the 2012 CRC submission, which has been compiled with the assistance of external specialist consultants Sustain. 4

Figures based on Defra May 2012 Guidance Annex 6, Table 6a - Standard Road Transport Fuel kg CO2 / unit conversion factor for diesel - diesel = petrol = LPG = ESP data based upon fuel cards and vehicle work books. WPD South West accounts for approximately 70% of the Logistics transport contractor s WPD operations. Operational Transport Rail There are no WPD rail operational transport uses within the South West region. 7

8 Operational Transport Sea Operational sea transportation is limited to the shipment of diesel fuel from the UK mainline to the Isles of Scilly. The tco 2e has been determined using the Defra May 2012 Guidance; Annex 7, Table 7g Maritime Shipping Freight Distance conversion factors General Cargo Average; kg CO2 / unit South West Summary Statement - Sea Weight (tonnes) Distance (km) Trips per year Tonne km travelled kgco 2 per tonne.km Total tco 2e Assumptions (Sea) Weight of annual diesel use based on full load volume of litres, weight per litre = 0.84 kg = Kg = 26 tonnes (1000kg = 1 t) On average the Isles of Scilly depot receive four full loads of diesel per annum. Flying hours data extracted from flying hours log for each aircraft. WPD usage extracted from Consortium usage figures. The helicopters are owned / operated by a consortium of Scottish & Southern, UKPN, Midlands, South West and Wales. They are also used for a small percentage of charter work. Isles of Scilly Helicopter flights # return flights tco 2e Total number of flights Assumptions The Sikorsky S61N passenger helicopter carries 19 passengers (estimated utilisation of 16 passengers per flight on average). S61N uses 170 US gallons /hr jet kerosene (1 litre = US gallons = litres / hour) Flight time is 20 minutes outbound; 30 minutes inbound per round trip. One return flight = 50 minutes, a return flight therefore uses (5/6 * /16) = litres fuel per person per return flight. Using the conversion rate of Kg CO 2 /litre of jet kerosene (aviation turbine fuel) from Annex 1 Fuel Conversion Factors, one return flight = Kg CO 2 11
