2 1. GENERAL MANDATORY SERVICE BULLETIN 1.1. Purpose WARNING: FAILURE TO APPLY THIS MANDATORY SERVICE BULLETIN MAY LEAD TO A FUEL SPRAY LEAK IN THE ENGINE COMPARTMENT AND A POTENTIAL FIRE RISK. The objective of this Mandatory Service Bulletin is to reduce the probability of fire due to fuel spray leak on certain Drain Valve assemblies (DV) - item ATA No that are equipped with a non-conforming diaphragm Reason Some fuel leaks from Drain Valve assy (DV) were reported to Safran Helicopter Engines. Safran Helicopter Engines investigators concluded that the leaks were due to non-conforming diaphragms. Safran Helicopter Engines identified a potential risk of fire if the fuel leak is sprayed on hot parts. However, to date, no fire event was reported to Safran Helicopter Engines Description Misalignment of holes This Mandatory SB consists in: - Identifying if the DV is part of the containment list provided in Appendix 5.1 (which means with potentially a non-conforming diaphragm). - If the DV is part of the containment list, replacing the concerned DV by a DV fitted with a conforming diaphragm Approval o If no DV with a conforming diaphragm is available at customer premises and no leak observed from installed DV, installing a self-amalgamate tape around the DV to avoid fuel spray on hot parts is allowed during a maximum limit of 180 days. The technical information contained in this document has been approved under the Design Organization Approval No. EASA.21J.070. This Mandatory SB is subject to an Airworthiness Directive Conditions of application The conditions of application for this Mandatory SB are defined respectively in: - Chapter 2 for application at the operator s site or in Maintenance Center qualified for level 1, 2. - Chapter 3 for application by a Maintenance Center qualified for level 3. - Chapter 4 for application in a Safran Helicopter Engines-approved Repair Center. APPLICATION AT THE OPERATOR S SITE OR IN A MAINTENANCE CENTER QUALIFIED FOR LEVEL 1, 2 WARNING: FAILURE TO APPLY THIS MANDATORY SERVICE BULLETIN MAY LEAD TO A FUEL SPRAY LEAK IN THE ENGINE COMPARTMENT AND A POTENTIAL FIRE RISK Required actions Replace the DV that has a non-conforming diaphragm (listed in Appendix 5.1) with a conforming DV or, if no leak observed, wrap the DV with a self-amalgamate tape during limited time. DV wrapped with self-amalgamate tape time-limited solution 2.2. For DV not installed on aircraft at customer premises, within 180 days. For DV not installed on aircraft in level 1, 2 maintenance centres, before release. Application of this Mandatory SB is considered mandatory as a result of a technical requirement which might affect flight safety of engines in service. It may be done as defined by the effectivity code given in the table above. Note: If DV is included in the APPENDIX 5.1, you must not install it on aircraft except if this Mandatory Service Bulletin has been applied on concerned DV (Replacement with DV fitted with conforming diaphragm - meaning : conforming to SB A Version A is recorded on the logcard). Refer to the relevant ARRIEL 1 Maintenance Manual, task Install the drain valve of the injection manifold. Any DV fuel leak leads to DV replacement (Wrap DV not allowed) - Remove the drain valve of the injection manifold. Refer to the relevant ARRIEL 1 Maintenance Manual, task Clean the area to be wrapped with HYSO 97/1. - Dry the part. Procedure: - Cut a 40 cm self-amalgamate tape. - Separate the tape from the liner and peel away. - Wrap the tape around the valve (see illustration), stretching it to increase its length by approx. 10%. - Let the tape amalgamate for 2 hours at 120 C (+or- 10 C) / 248 F (+or- 20 F). Note: - Wrap 3 turns. - If a warranty seal is present on the area to be wrapped, wrap it as well with the self-amalgamate tape. - Install the drain valve of the injection manifold.
