2 Recent important announcements IMO / Flag states on carriage ban carriage ban by 1 st March 2020, cannot use the non compliant fuel from 1 st Jan 2020 unless fitted with EGCS BIMCO - It also states that removal of non-compliant fuel must be done at the charterers cost, while tank cleaning must be done at the cost of the shipowners. Charterers are responsible to provide compliant fuel Scrubbers - For a ship without an approved equivalent arrangement, the effect of the draft amendment, which would enter into force on 1 March 2020, would be that the sulphur content of any fuel oil used or carried for use on board shall not exceed 0.50% Open loop scrubbers tightening of regulations on discharge, with Singapore being latest to ban wash water discharge FONAR: after two or three applications - the authorities will look into the vessel case deeply
3 Three Phases Phase I - Prepare your bunker tanks Phase II Flush the tanks and get used to new fuels With IMO 2020, a 0.5% Sulphur cap will take effect and you ll have to change your fuel to remain compliant. Yet simply changing your fuel might lead to higher costs than expected. Treatment programme to clean bunker tanks Get your bunker tanks ready Phase III Teat and Treat methodology Test and Treat programme to mitigate risks with new fuels
4 Recommendations from regulators IMO 2020 Ship Implementation plan IMO circular MEPC.1/Circ.878 Nov 2018 Cleaning of bunker tanks in service to mitigate possible operating disruptions and challenges Considerations to be given for gradual cleaning of sediments and asphaltenes sludge by using additives MPA Singapore: Guide for Singapore registered ships Fuel oil bunker tank preparation Goes further than IMO - Use of such additives conducted over a few bunkers prior to loading compliant fuel. This ensures a smooth system clean-up by preventing excessive sludge blockages it would clean the whole fuel oil service system, including settling and service tanks
5 Bunker tanks In bunker tanks, sludge and sediments form over time and settle at the side and bottom of your vessel bunker tanks. This sludge needs to be removed. Accumulation of sludge over a prolonged period Organic sludge asphaltenes agglomerate and precipitate Inorganic sediments catalytic fines
6 If the sludge and sediments are not removed, there are huge risks associated when mixing in new IMO 2020 compliant fuel in the same bunker tanks. Non-compliance Sludge has high Sulphur content that may increase the overall Sulphur content above the IMO approved 0.5% Sulphur limit leading to non-compliant fuel and high costs of cleanup of tanks. Clogged Filter and Fuel System LSFO contains more distillate oil than HSFO - this may dissolve the sludge and the sediments which will transfer to the fuel system. Compatibility The new IMO 2020 compliant fuel may not be compatible with the remaining sludge / fuel and may lead to more sludge due to incompatibility issues. Catalytic Fines Sludge and sediments are high in catalytic fines which, when dissolved with LSFO, will find their way to the engines, risking high damage to propulsion and power generation engines.
7 Treatment programme over 4 to 6 months Self dispersant makes the sludge soluble back in fuel and keeps them in suspension which can be easily burnt Surfactants inhibits asphaltenes to precipitate back from the subsequent bunkers Incompatibility counteracts the effects of stratification and thus mitigating incompatibility issues Breaks down water and oil emulsions

12 Heavy Oil and Blends If you are choosing to operate on HSFO (3.5% Sulphur) with scrubber or use 0.5% Sulphur VLSFO oils stability, compatibility, and catalytic fines are the main concerns which you need to de-risk.
13 Distillate / Diesel Oil If you are choosing to operate on 0.5% Sulphur diesel oils (MDO/MGO) - bacteria, oxidation and lubricity are the main concerns which you need to plan to de-risk.
