1 Portable Equipment Registration Program (PERP) and the Portable Engine ATCM What is Portable? Portable definition (dd): An engine or equipment unit must have the characteristics of portability meaning capable of being towed from one location to another Cannot provide motive power! Must NOT reside in one location longer than 12 consecutive months 2
2 Portable Equipment Portable equipment includes Generators Compressors Pumps Equipment Units Engines equipped with Emission Control Label 3 3 Background PERP Regulation effective September 17, 1997 Voluntary program for registration Districts retain permit authority Allows for Statewide operation of engines & eq. units ARB sets requirements, Local Districts enforce Approximately 39,500 units 30,500 engines 5,000 equipment units 4,000 TSE 4

4 Off-Road Tier Standards Tier 4 engines are the cleanest available 25 to 40 times lower PM than Tier 1 10 to 15 times lower PM than Tier 3 Tier Newly Introduced Emission Control Technology PM Standard (g/bhp hr) NOx Standard (g/bhp hr) 0 NA none (default 1.0) none (default 14) 1 Turbocharger, Aftercooler Engine Control Module Exhaust Gas Recirculation interim Diesel Particulate Filter final Selective Catalytic Reduction Equipment Units Equipment unit definition: Equipment that emits only non-combustion PM10 Sometimes powered by a portable engine 8
5 Portable Engine ATCM Background Affects only portable diesel engines 50 bhp Reduces Diesel PM emissions in 3 main ways 1. Removal of Tier 0 engines (most by 2011) 2. Restricting older engines from entering CA 3. Fleet emission reduction requirements ATCM requirements listed on PERP Registration Remaining Tier 0 engines (low/emergency use) phased out January 1, Current ATCM Fleet Standards Fleet Average Standards (PM) currently in effect for now Would require almost all Tier 4s by 2020 Fleet Standard Compliance Date Engines <175 hp (g/bhp-hr) Engines 175 to 750 hp (g/bhp-hr) Engines >750 hp (g/bhp-hr) 1/1/ /1/ /1/ Too expensive in Too short a time!
6 Modifying the Portable ATCM Need to make changes due to limited availability and high costs of Tier 4 engines Extensive public process 8 public workshops 9 workgroup meetings Adopted on 11/16/17 11 Amendments Approved OAL approved our amendments on September 24, Effective date will be November 30, 2018 Staff currently working on the implementation. 12
7 Amendments to PERP Regulation Eligibility recently produced Flex engines & Haz-loc Fees increased to cover costs of implementation Fees not due upon application invoices Change of ownerships not accepted 6 months prior to phase-out schedule PLAN AHEAD!! Large Project Notification for SCAQMD and SJVAPCD Plan for >2,500 bhp onsite Notify district 14 days prior If emergency or project grows after start 72 hours Projects in remote locations or with all Tier 4 are exempt 13 Amendments to PERP Regulation Engines brought into CA for emergency events must be certified and can only operate for 1 year Language added for temporary replacement of stationary backup generator allowed upon district approval and other criteria Hour meter readings on renewal invoices Temporary registration available for Tier 4 final engines issued within a few business days No annual report needed if district inspections entered in PERP DMS. 14
8 Amendments to Portable Engine ATCM Applicability and Exemptions updated Ag engines, Haz-loc, 2-engine vehicles subject to Off-Road Local districts allowed to permit older tiers indefinitely Must be CA resident Low-use engines annual hours increased to 200 Disclosure of applicability requirement added Must not sell engines in CA after phase-out Major overhaul to Fleet requirements 15 Amendments to Portable Engine ATCM Old fleet average standards are gone! Engines removed from service in CA according to new phase-out schedule Fleets defined as large (>750 bhp) and small ( 750 bhp) Retrofitted (level 3), low-use, and emergency-use engines are exempt from phase-out Large fleets will have a Fleet Average option 16
