2 Table 1: Non Drive Alone Travel (NDAT) Rate What is the NDAT rate? NDAT is a new measurement. It is the flip side of the old Drive Alone rate & replaces it. It is the sum of what we often call alternate commutes. The direction we want to see NDAT go is UP.
3 Table 1: NDAT Rate Goal/Target A six percentage point increase from the 2007/08 CTR Baseline Survey The CTR goals/targets for Thurston County jurisdictions are the same as the State CTR program goals/targets.

6 Table 2 Vehicle Miles Traveled (VMT) Rate What is the VMT rate? Refers to the total number of miles driven to work, divided by the total number of commuters to the worksite. The direction we want to see VMT go is DOWN.

9 Table 2 VMT data by jurisdiction Tumwater has not seen VMT increase since 2007 baseline. Lacey, Olympia, and Unincorporated County mirror the Region as a whole and saw an increase in VMT in 2015 compared to 2007 baseline. The increase in VMT between 2007 and 2015 for each of them was about one mile.
10 Table 3 Greenhouse Gas (GHG) Emissions Rate What is the GHG Rate? It is the metric tons of carbon dioxide equivalent emitted per employee over the course of a roundtrip commute. GHG emissions are derived from VMT. The goal/target for GHG is the same as for VMT (18% reduction from 2007 baseline survey)
11 Table 3 What does the data say about GHG? At Countywide level and for most Thurston County jurisdictions, GHG rate is about the same in 2015 as it was in 2007 baseline survey. Tumwater has seen some progress in its GHG rate rate of rate of 25.5 Goal/Target 22.3 At Statewide level, some progress has been made: 2007 rate of rate of 19.7 Goal/Target 17.7

13 Table 4 Mode Share for 2015 Survey Jurisdictions with the highest share for each Non Drive Alone mode (Please note Unincorporated County has only 3 worksites): Carpool Tumwater (9.7%) and Unincorporated County (9.3%) Vanpool Lacey (4.8%) and Tumwater (3.6%) Bus Unincorporated County (9.9%) and Olympia (2.9%) Bicycle Unincorporated County (5.4%) and Lacey (3.5%) Walk Unincorporated County (5%) and Olympia (2.1%) Telework Unincorporated County (4.2%) and rest are essentially tied CWW Tumwater (1.9%), Olympia (1.4%), and Lacey (1.3%)

Good news: Telework is increasing, has almost doubled since baseline survey % % Vanpool, Bus, Walk modes have held their own since 2007 and remain essentially unchanged. But, have not grown much either. Bicycling share is up a bit
16 Table 5 Mode Share by Jurisdiction Lacey Mode Share Observations: Lacey is the only jurisdiction to have seen its Drive Alone share decline compared to its baseline. Vanpooling has grown significantly. Telecommuting and Bicycle modes have also seen an increase. There has been a decline in Carpool, Bus, Walk, and CWW modes.
