1 Page 1 of 23 Section 11-04: Steering Column DISASSEMBLY AND ASSEMBLY 1995 Town Car, Crown Victoria, Grand Marquis Workshop Manual Steering Column Disassembly 1. Disconnect battery ground cable (14301) and air bag backup power supply. 2. Remove steering wheel (3600) assembly as outlined. 3. Remove steering column from vehicle as outlined. 4. Remove steering column lower yoke (3N725), steering column upper bearing spring (3520), suspension height sensor control ring (3C131) and steering column upper bearing tolerance ring (3L539). 2 Page 2 of Steering Column Tube Bearing 11 7E364 Control Selector Cable Bracket 12 3N725 Steering Column Lower Yoke 5. Remove turn indicator cancel cam (13318) by pushing up with flat-bladed screwdriver. Note direction of flush surface. 6. Remove ignition switch (11572) assembly.
3 Page 3 of Remove steering column upper bearing retainer (3C610) and steering column upper bearing spring.
4 Page 4 of Remove steel steering column tube bearing sleeve (3518) and steering column upper bearing tolerance ring. 9. Remove gearshift lever (7210). 10. Remove shift lock actuator solenoid. 11. Remove shift cable and bracket (7E395).

Using a drift, tap steering column lock actuator lever pin (3F530) loose. Remove with diagonal pliers.
6 Page 6 of Remove plastic steering column upper bearing retainer from ignition switch lock cylinder bore. 14. Remove metal steering column lock housing bearing (3E700) from ignition switch lock cylinder bore.
7 Page 7 of Remove steering column lock gear (3E717). 16. Remove two tilt pivot bolts. Use caution as steering column position spring (3D655) will release when bolts are removed. Remove steering column tube flange (3511).
8 Page 8 of Remove steering gear input worm gear and rack (3524) from steering column. 18. Remove steering column lock lever actuator (3E715). 19. Remove lower steering column tube bearing (3517) and steering column lower bearing retainer (3D681).
9 Page 9 of Remove steering column lock actuator lever pin using a drift. Remove steering column locking lever (3B661) (RH) or steering column lock left hand lever (3D653) and steering column locking lever springs (3B664). Assembly 1. Install steering gear input worm gear and rack into steering actuator housing (3F723).
10 Page 10 of Install lower steering column instrument panel clamp (3668) and steering column lower bearing retainer. Tighten screws to 7-11 Nm (5-8 lb-ft). 3. Install suspension height sensor control ring, bushing, steering column upper bearing spring and steering column lower yoke to steering gear input worm gear and rack. Tighten pinch bolt to Nm (18-26 lb-ft). 11 Page 11 of 23 A Tighten to Nm (18-26 Lb-Ft) 4. Position steering column lock lever actuator, in steering actuator housing. Spray upper steering column lock lever actuator and lower steering column lock lever actuator with Multi-Purpose Grease D7AZ AA or D0AZ AA (ESR-M1C159-A, ESB-M1C93-A) or equivalent. 5. Position steering column lock cam (3E695) in steering column tube flange and install steering column lock actuator lever pin with small hammer. Tap pin in until flush with steering column tube flange.
12 Page 12 of Install one steering column locking lever spring and steering column locking lever (RH) into steering actuator housing using a drift to hold in place. 7. Install the other steering column locking lever spring and steering column lock left hand lever with steering column lock actuator lever pin. Tap steering column lock actuator lever pin into place while driving out drift.
13 Page 13 of Support steering actuator housing in a vise and drive steering column lock actuator lever pin flush with steering actuator housing.
14 Page 14 of Place two nuts or spacers to hold steering column lock left hand lever and steering column locking lever (RH) away from steering actuator housing. 10. NOTE: Lube pivot bolts with Multi-Purpose Grease D0AZ AA or D7AZ AA or equivalent meeting Ford specifications ESB-M1C93-A and ESB-M1C106-B before installing. Position steering column position spring on lock cylinder housing (22074). With assistant, install lock cylinder housing and pivot bolts. Tighten to Nm (14-20 lb-ft).
15 Page 15 of Install steel steering column upper bearing tolerance ring and steering column tube bearing sleeve over steering column.
16 Page 16 of Install steering column upper bearing spring and new steering column upper bearing retainer on top side of steering column upper bearing spring using a 3/4-inch by 2-1/4 inch PVC pipe. 13. Install turn indicator cancel cam, flush surface "up".
17 Page 17 of Install ignition switch. Align pin from ignition switch with slot in lock/column assembly. Position slot in lock/column assembly with index mark on casting. Tighten two retaining screws to 7-11 Nm (5-8 lb-ft). Steering Column

19 Page 19 of Install steering column lock gear. Coat steering column lock gear with Multi-Purpose Grease D0AZ AA or D7AZ AA or equivalent meeting Ford specifications ESB-M1C93-A and ESB- M1C106-B.
20 Page 20 of Install metal steering column lock housing bearing. Lubricate with Multi-Purpose Grease D0AZ AA or equivalent meeting Ford specifications ESB-M1C93-A and ESB-M1C106-B.
21 Page 21 of Install plastic steering column upper bearing retainer. 18. Install shift control tube assembly. Coat bushings with Multi-Purpose Grease D0AZ AA or
22 Page 22 of 23 D7AZ AA or equivalent meeting Ford specifications ESB-M1C93-A and ESB-M1C106-B. Tighten screws to 7-11 Nm (5-8 lb-ft). 19. Install shift control selector bracket. 20. Install shift lock actuator solenoid. Install shift cable bracket on lower column bearing assembly with two bolts. 22. Install steering column in vehicle as outlined.
23 Page 23 of Install air bag sliding contact (14A664) assembly as outlined. 24. Install steering wheel as outlined. 25. Install driver side air bag module (043B13). Refer to Section 01-20B. 26. Connect battery ground cable. 27. Verify air bag warning indicator.
