2 5.5 Fusesaver specification form Fusesaver specification form is required for Fusesaver operation. In the Fusesaver specification form are contained the Policy file settings. The policy file is created by Siemens Service Center based upon instruction from the relevant utility engineer. Policy files are set up using Siemens Policy File Editor. To operate correctly a Fusesaver needs to know the type and rating of the partner fuse it is protecting. The partner fuse type and rating is set at time of installation of the Fusesaver using the Siemens Connect software. In addition there are other parameters which affect the operation of the Fusesaver. They can be set as a policy for an entire population of Fusesavers, e.g. the system frequency. The way this is done is by setting up a policy file includes all the necessary settings to make a particular Fusesaver population work as required by the utility. Policy files are set up using Siemens Policy File Editor by the responsible engineer and are distributed to installation crews who commission the Fusesavers. The population of Fusesavers sets up protection for a site all they have to do is to enter the fuse type and rating and select the correct policy file using the Siemens Connect software. Multiple policy files can be created and part of the file is a section where the engineer enters text to aid the installation crew by describing exactly where this policy file is applied. Minimum trip current multiplier The minimum trip current is a multiple of the fuse rating and sets the pickup level for the protection functionality. This is the current level above which the Fusesaver senses a fault. For example if the Fusesaver is set for a 12 A fuse and a minimum trip level of X3 is selected then any current below 36 A will not be recognised as a fault. The default minimum trip level is X3 and the range is X2 to X10. Note, the minimum melting current of most fuses is X2 the fuse rating so a fuse has an indefinite overload capability of up to 2 times the rated line current. There is little value in having the Fusesaver operate on overload current. It is the fuse that should be operating under overload conditions; hence the recommendation for a X3 multiplier, or more, to ensure the Fusesaver only operates on real faults. Maximum fault time setting Once the current has risen above the minimum trip level the Fusesaver has picked up the fault and will trip on an inverse time basis to save the fuse. However, if the inverse time protection has not tripped the Fusesaver before the maximum fault time is reached the Fusesaver will trip. This limits the maximum fault duration. The maximum fault time can be thought of as an additional definite time element. The default maximum fault time is 3 s and the range is 0.5 to 10 s in 0.1 s increments. Instantaneous trip setting Note Setting the Fusesaver instantaneous multiplier to low values risks nuisance tripping when downstream transformers are switched into energised lines. The minimum recommended value for the Fusesaver instantaneous multiplier is X5. The Fusesaver runs an inverse time curve to match the fuse that it is protecting. However the Fusesaver can also be set to trip instantaneously for faults above a certain level. The Fusesaver instantaneous protection works as a multiple of the fuse rating. So, for example if the fuse rating is 10 A and the instantaneous multiplier is set to X5 then the Fusesaver will trip instantly for faults above 50 A. The instantaneous multiplier must be set equal to or greater than the minimum trip current multiplier over the range of X2 to X40, it can also be set to OFF. The default is x10. The main application is to prevent lateral line faults tripping upstream recloser s which have an instantaneous protection element set on their first trip. The procedure to determine the policy setting for instantaneous protection to work with upstream recloser s is as follows: If the upstream recloser does not have instantaneous protection set on the first shot then set the Fusesaver instantaneous multiplier to x 10 (this is the recommended setting). Otherwise set the Fusesaver instantaneous multiplier to match the upstream recloser instantaneous multiplier. For example if the upstream recloser s normally have an instantaneous multiplier of X10 then X10 should be set into the Fusesaver policy

3 Inhibit time setting Before a Fusesaver will trip on a fault the line current must have been normal for a minimum period of time, this is called the inhibit time. The inhibit time ensures that the Fusesaver does not trip when a faulted line is energised. The default inhibit time is 10 s and the range is 5 s to 60 s in 1 s increments. Note, the inhibit time only begins after the Fusesavers internal capacitors are fully charged. Consequently the time between the line being energised and the protection being armed may be longer than the inhibit time alone. Dead time setting The dead time is the period after the Fusesaver has tripped on a fault and before it closes. In general, the longer the dead time the greater the chance that a transient fault will be cleared by the operation of the Fusesaver. The default dead time is 10 s and the range is 1 s to 30 s in 1 s increments. If the network has a recloser (R) upstream of the Fusesaver the dead time should be set to 1-2 s longer than the recloser first shot dead time. This ensures that if a fault downstream of the Fusesaver trips the recloser as well as the Fusesaver then, when the Fusesaver closes, the line has already been re-energised by the recloser. This is important for ensuring the Fusesaver event log is correct. Protection-OFF policy setting The protection-off lever on the back of the Fusesaver is pulled down to alter the over-current and three-phase lockout protection of the Fusesaver. The effect of the protection-off lever is determined by this policy file setting. There are three possible settings for this policy. These are: NO-TRIP NO-CLOSE IGNORE-LEVER The default protection-off policy is no-trip. (see also Protection-OFF lever manual operation inhibit setting on page 49 where the lever affects manual tripping and closing of the Fusesaver.) Note that the lever only affects the operation of this particular Fusesaver and not any other. Overcurrent protection Overcurrent protection is affected as follows when the protection-off lever is pulled down: Policy NO-TRIP. In this setting the Fusesaver s protection is disabled and it will not trip on over-current faults. The Fusesaver becomes a solid link. Policy NO-CLOSE. In this setting the protection curve is changed to instantaneous with a X3 multiplier. If the Fusesaver trips on an overcurrent fault it will not close again. In this case the Fusesaver will have to be manually closed by an operator action (local or remote). Policy IGNORE-LEVER. In this setting the lever position is ignored and has no effect on the over-current protection functionality. Three-phase lockout protection Three-phase lockout is affected as follows when the Protection-OFF lever is pulled down: Policy NO-TRIP. In this setting the Fusesaver will not participate in the three-phase lockout process and will not trip when requested to by another Fusesaver which has sensed a permanent fault. Policy NO-CLOSE or policy IGNORE_LEVER. In either of these settings the lever position is ignored and has no effect on the three-phase lockout functionality. Protection-OFF lever manual operation inhibit setting When the protection-off lever is pulled down manual trip and close can be inhibited by use of this policy file setting. The three policy options are: Policy MANUAL-OK. In this setting the Fusesaver can be manually tripped and closed as normal when the protection-off lever is pulled down. Policy MANUAL-INHIBIT. In this setting, whilst the protection-off lever is down, the Fusesaver cannot be manually tripped or closed by Siemens Connect or the trip/close levers on the under-side of the communications module

4 Policy MANUAL-INHIBIT-KILL. In this setting not only is the manual operation inhibited by when the lever is down but any trip or close operations in progress when the lever is pulled down are terminated and do not take place. The default protection-off manual operation inhibit setting is MANUAL-OK. Note that the lever only affects the operation of this particular Fusesaver and not any other. Ganged policy setting When multiple Fusesavers are installed on a line together they can be configured such that when manually operated by a lever on one communications module the three Fusesavers will function as if the same lever had been pushed on all three Fusesavers at the same time. This means that the three Fusesavers will trip or close together to an accuracy of 100 ms. The policy file sets this functionality. The two options are: Policy GANGED-ENABLED. This setting means that all Fusesavers as a set on a line will be manually tripped or closed together. Policy GANGED-DISABLE. This setting means that even though the Fusesavers have been configured as a set on a line that when manually tripped or closed will do so independently. Note that ganged operation only applies to manual tripping and closing. Protection tripping is always applied on a per-phase basis (see also Three-phase lockout on page 51). Also Note that if a Fusesaver has manual operation inhibited by use of the protection-off lever then that Fusesaver will not be operated by manual trip or close requests made using the levers on other Fusesavers. End-of-life policy setting The Fusesaver uses a vacuum interrupter to break faults. This can be worn out by interrupting many faults. (for information on the interrupting duty life see also Technical Data on page 57). The Fusesaver electronics tracks the wear on the interrupter and if it becomes worn out then the Fusesaver will no longer interrupt faults. A policy file setting determines how the Fusesaver functions at the end of the interrupter life. End-of-life STAY-OPEN. In this setting the Fusesaver trips for the last time and does not close again. This cuts of the line power and will force a maintenance callout. The maintenance crew will be informed that the Fusesaver has worn out on the Siemens Connect live data display. The Fusesaver can be manually closed or opened but will not trip on a fault. End-of-life STAY-CLOSED. In this setting the Fusesaver trips on a fault for the last time and closes after the dead time but never trips on protection again. This keeps line power connected but because the Fusesaver protection is now disabled fuses are no longer saved. A maintenance crew that visits the site will be informed that the Fusesaver has worn out on the Siemens Connect operate screen.the Fusesaver can still be manually closed or opened but will not trip on a fault. The default end-of-life policy is STAY-CLOSED. Line frequency setting Line frequency must be set to 50 Hz or 60 Hz to match the network frequency. The default line frequency is 50 Hz. Momentary duration outage setting The Fusesaver detects when the line current is off (below approximately 0.5 A for 0.5 s) and records this as an outage. Outages are of two types, momentary and sustained. This setting defines the maximum time for an outage to be classed as momentary (see also Appendix on page 61). The default momentary duration outage is 60 s and the range is 1 to 3600 s in 1 s increments

5 Time Zone Setting Internally the Fusesaver records events in UTC (Coordinated Universal Time ) but will display them on Siemens Connect in whatever time zone is set with this policy. The three options are: TIME which is the time in the PC running Siemens Connect at the time. UTC Coordinated universal time TIME ZONE the local time Three-phase lockout When all the Fusesavers on a line are fitted with communications modules it is possible to configure them so that if any one of them detects a permanent fault then all three phases will be tripped and stay tripped. The two options are: Three-phase LOCKOUT DISABLED, this is the default. Three-phase LOCKOUT ENABLED. Note that three-phase lockout operation can be affected by the position of the protection-off lever. 5.6 Fusesaver configuration Note Radio communication between Fusesaver and Siemens Connect can be disrupted by metal objects adjacent to the USB antenna such as body of the Notebook computer or an adjacent USB memory stick. Keep metal objects away from the Fusesaver If the radio connection is lust during configuration, repeat the process. It is advised to connect the USB antenna to the PC using a short USB extension cable so the antenna can be placed away from the body of the Notebook computer and pointed towards the Fusesavers. General description Configuring Fusesaver requires a communications module and a computer running the Siemens Connect software with a USB antenna. Before explaining the configuration process it is important to know: That the configuration data resides in the Fusesaver, not in the communications module. This allows communications modules to be replaced at the end of their life without affecting the Fusesaver configuration. That a communications module does nothing until it is plugged into a Fusesaver. Once plugged in it opens a radio channel and waits to receive configuration data. While it is waiting for configuration it will be draining the battery (unless the line is powered). For this reason Siemens ships the communications module unplugged from the Fusesaver and the user should leave the communications module unplugged until the line is about to be configured. That Fusesaver is configured as a set, which operates on a single line. This means that, in practice, since most applications are three-phase then three Fusesavers are set up at the same time to protect that line
